เอกสารวิจัยส่วนบุคคล เรื่อง บทบาทของสภาความมั่นคงแห่งชาติ ในปัจจุบัน
มีวัตถุประสงค์เพ่ือศึกษาสภาพปัญหา อุปสรรค หรือข้อจ ากัดการด าเนินงานและการวิเคราะห์
การท าหน้าที่ของสภาความมั่นคงแห่งชาติ ให้สามารถรองรับการแก้ไขปัญหาภัยคุกคามที่เกิดขึ้น
ตลอดจนให้ข้อเสนอแนะเชิงนโยบายที่เกี่ยวข้องด้วย การวิจัยนี้เป็นการวิจัยเชิงคุณภาพใช้วิธีการ
สัมภาษณ์เชิงลึกจากผู้ให้ข้อมูลส าคัญประกอบกับการศึกษาเอกสารต่าง ๆ โดยจะได้ศึกษาถึงแนวคิด
เรื่องความมั่นคงของชาติ ที่มา องค์ประกอบ หน้าที่อ านาจ กลไกและบทบาทของสภาความมั่นคง
แห่งชาติในปัจจุบัน เปรียบเทียบกับสภาความมั่นคงแห่งชาติในบางประเทศ ประกอบการวิเคราะห์
กฎหมายว่าด้วยสภาความมั่นคงแห่งชาติ ซึ่งถือว่าเป็นกฎหมายจัดตั้งองค์กรสภาความมั่นคงแห่งชาติ
ในประเด็นส าคัญ ๔ เรื่อง ได้แก่ ๑) สภาความมั่นคงแห่งชาติ ๒) นโยบายและแผนระดับชาติว่าด้วย
ความมั่นคงแห่งชาติ ๓) การรักษาความมั่นคงแห่ง ๔) ส านักงานสภาความมั่นคงแห่งชาติ เพ่ือประเมิน
บทบาทการท าหน้าที่ของสภาความมั่นคงแห่งชาติในบริบทความม่ันคงในปัจจุบัน
ผลการวิจัยพบว่าสภาความมั่นคงแห่งชาติในปัจจุบันได้ท าหน้าที่ครบถ้วนทั้ง ๓ ประการ
ได้แก่ ๑) การเป็นที่ปรึกษาด้านความมั่นคง (Advisory) ๒) การด าเนินการตามอ านาจหน้าที่ (Function)
๓) การก ากับ ติดตาม และประเมิน (Monitor) โดยสภาความมั่นคงแห่งชาติสามารถเป็นหน่วยงาน
หลักของชาติในทางนโยบายและยุทธศาสตร์ การบริหารจัดการความม่ันคงแห่งชาติโดยรวม ตลอดจน
การรักษาความมั่นคงและผลประโยชน์แห่งชาติ เมื่อมีสถานการณ์อันเป็นภัยคุกคามหรือ
ในสถานการณ์ฉุกเฉิน/วิกฤติได้เป็นอย่างดี อย่างไรก็ตามในระยะต่อไปสภาความมั่นคงแห่งชาติ
ควรให้น้ าหนักในการประเมิน วิเคราะห์ข่าวกรองเชิงยุทธศาสตร์และแจ้งเตือนสถานการณ์อันเป็นภัย
คุกคามความมั่นคงเพ่ิมมากขึ้น รวมทั้งเร่งพัฒนาบุคลากรของส านักงานสภาความมั่นคงแห่งชาติ
ให้เป็นนักความมั่นคงมืออาชีพที่มีการคิดวิเคราะห์เชิงยุทธศาสตร์แบบนักความมั่นคง (Sense of
security) มีคุณธรรมและจริยธรรมยืนหยัดต่อสู้ในสิ่งที่ถูกต้องเพ่ือรักษาผลประโยชน์ของชาติไว้ได้

Abstract
Title The Role of the National Security Council at the Present Time

This individual research paper titled The Role of the National Security
Council at the Present Time aims to study problems, obstacles, and limitations of the
National Security Council (NSC)’s functions and also analyse its performance in order
to be able to cope with emergent threats and provide relevant policy
recommendations. This research is based on the qualitative approach with the use of
both in-depth interviews with key interviewees and document research to study
concepts of national security and background, composition, authority, mechanisms,
and the current role of the NSC. The research also compares legislations of certain
countries’ national security councils in order to analyse the National Security Council
Act, which is the legislation establishing the NSC. The study will focus on 4 important
issues namely, 1) the National Security Council, 2) National Security Policy and Plan, 3)
the safeguarding of national security, and 4) the role and function of the NSC in the
current security context.
The finding of the research shows that the NSC has completely performed
its 3 tasks: 1) advisory on security issues, 2) performing assigned functions, and 3)
overseeing, monitoring, and assessing security-related work/issues. The NSC serves as
the core agency of the country on national security policy and strategy, overall national
security management, and protecting national security and national interest when face
with security threats or emergency/crisis situations. However, in the future, the NSC
should put more emphasis on strategic intelligence and assessments and providing
early warning on situations posing security threats, moreover, the NSC should focus on
capacity building of its personnel enabling them to become professional security
analysts with strategic thinking, sense of security and integrity to stand for what is right
and safeguard national interests
