การว ิจ ัยคร ั ้งนี้ เป ็นการศึกษาข้อมูลเช ิงค ุณภาพ มีว ัตถ ุประสงค์ เพ ื ่อ 1) ศ ึกษา
สภาพแวดล้อมการดำเนินงานส่งเสริมวัฒนธรรมท้องถิ่นที่มีในพื้นที่ชุมชนบ้านดอนกอย ตำบลสว่าง
อำเภอพรรณานิคม จังหวัดสกลนคร 2) เพื่อวิเคราะห์จัดทำยุทธศาสตร์การพัฒนาเศรษฐกิจฐานราก
ด้วยวัฒนธรรมท้องถิ่นในพื้นที่ชุมชนบ้านดอนกอย ตำบลสว่าง อำเภอพรรณานิคม จังหวัดสกลนคร
และ 3) เพ่ือนำเสนอยุทธศาสตร์การพัฒนาเศรษฐกิจฐานรากด้วยวัฒนธรรมท้องถิ่นที่เหมาะสมต่อการ
นำไปประยุกต์ใช้ขยายผลการดำเนินงานในพื้นที่อื่น ๆ โดยจัดทำยุทธศาสตร์การพัฒนาเศรษฐกิจฐาน
รากด้วยวัฒนธรรมท้องถิ่น ผ่านการศึกษาสภาพแวดล้อมการดำเนินงานในพื้นที่ชุมชน ด้วยการ
สัมภาษณ์เชิงลึก และการสัมมนาอิงผู้เชี่ยวชาญ กำหนดผู้ให้ข้อมูลสำคัญ จำนวน 15 คน ประกอบด้วย
ตัวแทนผู้ประกอบการและประชาชนในพื้นที่ และกำหนดผู้เชี ่ยวชาญ จำนวน 7 คน เพื่อวิพากษ์
ปรับปรุงร่างยุทธศาสตร์ให้เหมาะสมต่อการประยุกต์ใช้ ผลการวิจัย พบว่า 1) สภาพแวดล้อมการ
ดำเนินงานส่งเสริมวัฒนธรรมท้องถิ่นในชุมชน มีปราชญ์ชุมชนด้านการทอผ้าย้อมครามที่มีเทคนิคการ
ทอผ้าให้เกิดความสวยงาม และมีการปลูกวัตถุดิบที่ใช้การผลิตในชุมชนเอง เช่น คราม ฝ้าย เป็นต้น
2) การวิเคราะห์สภาพแวดล้อมชุมชนบ้านดอนกอย สามารถกำหนดเป็นประเด็นยุทธศาสตร์การ
ปฏิบัติงานที่เชื่อมโยงไปสู่การดำเนินงานในระยะต้นทางถึงปลายทาง คือ การเพิ่มประสิทธิภาพการ
บริหารจัดการชุมชน สร้างกลไกสนับสนุนการดำเนินงาน ขยายผลการดำเนินงานเชิงพื้นที่ และ
เผยแพร่สร้างการรับรู้อย่างยั่งยืน โดยได้มีการจัดทำแผนปฏิบัติการ ในแต่ละประเด็น ซึ่งประกอบด้วย
กลยุทธ์และแผนงานที่เชื่อมโยงในแต่ละมิติให้มีความเป็นรูปธรรมชัดเจนยิ่งขึ้น และ 3) ความเห็นของ
ผู้เชี ่ยวชาญในภาพรวมพบว่า ร่างยุทธศาสตร์มีความเหมาะสม ถูกต้องตามหลักวิชาการ มีความ
สอดคล้องเหมาะสม สามารถนำไปใช้ขยายผลการดำเนินงานในพ้ืนที่และพ้ืนที่อ่ืน ๆ ต่อไปได้ สำหรับ
ข้อเสนอแนะในการวิจัย คือ ควรมีการขยายผลการทดสอบรูปแบบยุทธศาสตร์กับพื้นที่ชุมชนในพื้นที่
อื่น ๆ ที่มีลักษณะบริบทของการประกอบอาชีพหรือความเป็นอยู่แบบเดียวกัน เพื่อเปรียบเทียบผล
การคึกษาวิจัยในบริบทพื้นที่แตกต่างกัน รวมถึง ควรมีการศึกษาวิจัยเพิ่มเติมที่จะนําไปสู่การจด
ทะเบียนสิทธิบัตรหรือทรัพย์สินทางปัญญาในรูปแบบอื่นที่ผ่านการสร้างทีมวิจัยชุมชน และเครื่องมือ
รวมถึงกระบวนการศึกษาวิจัยที่เก่ียวข้อง เช่น การวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม (PAR) เป็นต้น

Title Strategy for Developing the Local Economy with Soft Power :
A Case Study of Ban Don Koi Community, Sawang Subdistrict,
Phanna Nikhom District, Sakon Nakhon Province

This research is a qualitative study. The objectives were to 1) study the
environment for soft power promotion of Ban Don Koi community, Sawang Subdistrict,
Phanna Nikhom District, Sakon Nakhon Province 2) analyze and prepare strategy for
developing the local economy with soft power, and 3) to propose an appropriate
strategy for developing the local economy with soft power to apply and expand the
results in other areas by preparing a strategy for developing the local economy with
soft power through studying the community environment with in-depth interviews and
connoisseurship. The key informants consisted of representatives of entrepreneurs and
community people, a total of 15 people, and the experts, a total of 7 people, for
criticizing the drafted strategy to be suitable for applying. The results found that 1) the
environment of soft power promotion in the community found that there were
community philosophers in weaving the indigo dyed fabric who has delicate weaving
techniques, also there were the raw materials used for production that were grown in
the community of their own, such as indigo, cotton, etc. 2) the analysis of Ban Don Koi
community environment can be formed as a strategic issue that is related to activity
from upstream to downstream: increasing community management efficiency; creating
support mechanism; expand spatial performance; and disseminate for sustainable
awareness. The action plan has been prepared in each issue which consists of strategies and
plans linked in each dimension clearly, and 3) the overall opinion of experts found that the
drafted strategy is appropriate according to the academic principles and suitable for applying
in other areas. The recommendations are that the strategic model should be expanded to
compare in different local contexts, and there should also be additional studies that will
lead to the intellectual property registration through the creation of community research
teams by research methodology for example, Participatory Action Research (PAR), etc.
