เรื่อง แนวทางการบูรณาการของการบังคับใช้กฎหมายให้เกิดประสิทธิผลในการป้องกันและปราบปรามอาชญากรรมทางเทคโนโลยี

อาชญากรรมทางเทคโนโลยีเป็นภัยที่มีผลกระทบโดยต่อความมั่นคงของประเทศ เกิดความเสียหายต่อประเทศมีมูลค่าสะสมเกือบเจ็ดหมื่นล้านบาท รัฐบาลได้มีการยกระดับภัยนี้เป็น วาระแห่งชาติ มีการออกกฎหมายเฉพาะเพื่อการปราบปรามและป้องกันภัยจากอาชญากรรม ทางเทคโนโลยี มีการตั้งคณะกรรมการแห่งชาติมาขับเคลื่อน แต่สถานการณ์กลับไม่ดีขึ้น จึงเป็นสาเหตุให้ผู้วิจัยมีความสนใจที่จะศึกษาวิจัยในเรื่องการบังคับใช้กฎหมายให้เกิดประสิทธิผล โดยทาการศึกษาวิธีการหรือรูปแบบของอาชญากรรมทางเทคโนโลยี วิเคราะห์ปัญหาการบริหารจัดการของหน่วยงานที่บังคับใช้กฎหมาย และเพื่อสังเคราะห์ตัวแบบวิธีการบูรณาการเพื่อแก้ปัญหาให้มีประสิทธิภาพและเห็นผลสัมฤทธิ์ที่เป็นรูปธรรม
การวิจัยในเรื่องนี้จะดาเนินการศึกษาวิจัยเชิงคุณภาพ โดยการเก็บรวบรวมข้อมูลจากข้อมูลทุติยภูมิจากหน่วยงานบังคับใช้กฎหมายอาชญากรรมทางเทคโนโลยี งานวิจัยบทความวิชาการ และการเก็บข้อมูลภาคสนามโดยการสัมภาษณ์แบบเจาะลึกรายบุคคลกับผู้ที่มีหน้าที่ความรับผิดชอบโดยตรงในการแก้ปัญหา อาทิ ตารวจ กระทรวงดิจิทัล ปปง. กสทช. ด้วยการซักถามพูดคุยและสัมภาษณ์เจาะลึกเพื่อต้องการได้ข้อมูลที่อยู่ในตัวผู้สัมภาษณ์อย่างละเอียดถี่ถ้วน มุ่งเน้นการแก้ปัญหาจากภาคโทรคมนาคมที่เป็นจุดเริ่มต้นของอาชญากรรมทางเทคโนโลยีเนื่องจากข้อจากัดด้านเวลา โดยให้อธิบายความและถามถึงสาเหตุ และผลของการปฏิบัติงาน ด้วยการสัมภาษณ์แบบกึ่งโครงสร้าง การสังเกตแบบมีส่วนร่วม และการสังเกตแบบไม่มีส่วนร่วม ทาให้ผู้วิจัยได้ความรู้ที่เป็นความรู้ฝังลึก ประสบการณ์ หรือมุมมอง ตลอดจนเจตคติ ความต้องการ ความเชื่อ และความคิดอุดมคติของผู้ให้สัมภาษณ์ เพื่อนาข้อมูลที่ได้มาปรับปรุงกรอบแนวความคิดในการวิจัย นาข้อมูลที่ได้มาใช้ในการวิเคราะห์ รวมถึงเป็นการตรวจสอบผลการวิจัยเพื่อขอความเห็นชอบและข้อเสนอแนะตามผลที่ได้จากการวิเคราะห์ข้อมูล มีการวิเคราะห์ข้อมูลเชิงคุณภาพและวิเคราะห์เนื้อหาด้วยตัวของผู้วิจัยเอง โดยรวบรวมประเด็นที่สาคัญเพื่อหาข้อสรุป และนาเสนอแนวทางการบูรณาการให้เกิดประสิทธิผลต่อไป

Developing and reconstructing the Thai public health system towards a new era public health system. This research is a mix method, including quantitative research. and qualitative research. The aims are (1) to study the problems of the Thai public health system (2) to study factors, demand patterns, processes, success term conditions and opportunities to develop and reconstruct the Thai public health system into a new era public health system to create health security support to drive health equality in Thai society and (3) to create policy proposals and guidelines or define a modern public health model to create health security in developing the Thai public health system. The findings revealed that: (1) The 400 targets group has attitudes about the development and reconstruct of the modern Thai public health system at a high level (x̄ = 3.44). The relationship found that age, education, public health work experience and experience working in management is related to the overall development and reconstruct of the modern Thai public health system at significance level of 0.05 (2) The Important conditional factors include the direction of reforming the Thai health system in 3 issues: Issue 1: integration between digital Thailand and the health system. Issue 2: development of policy proposals under the trend of change in the primary care service system. Issue 3: reconstruct the health security system and funds to unity, integrated, fair, comprehensive, adequate and fiscal Sustainability (3) The Policy proposals were the establishment of national financial reserves, developing emergency budget to be flexible and rapidly, developing digital health to a central information system, establishment of a large service unit and prepare the feasibility and necessity of establishing budget sources for the epidemic situation.
