เร่ือง การเสริมสร้างความสัมพันธ์ระหว่าง ทร. - ทร.รัสเซีย ให้ได้ผลอย่างเป็น
รูปธรรมภายใต้กรอบความร่วมมือระหว่างกัน

การวิ จั ยนี้ มี วั ตถุ ประสงค์ เพ่ื อศึ กษาแนวความคิ ดและทฤษฎี ด้ านความสั มพั นธ์
แนวโน้มความสัมพันธ์ระหว่าง ไทย - รัสเซีย และ ทร. - ทร.รัสเซีย รวมทั้งการกำหนดแนวทางการเสริมสร้าง
ความสัมพันธ์ระหว่าง ทร. - ทร.รัสเซีย ให้ได้ผลอย่างเป็นรูปธรรมภายใต้กรอบความร่วมมือระหว่างกัน
ภายใต้ขอบเขตประเด็นความร่วมมือเฉพาะในกรอบความร่วมมือฯ ระหว่าง ทร. - ทร.รัสเซีย
ทีไ่ดล้งนาม เมื่อวันที่ ๒๔ ตุลาคม ๒๕๖๒
ด้วยที่ผู้วิจัยมีประสบการณ์ตรงในเรื่องที่จะทำวิจัย จึงได้ผสมผสานวิธีวิจัยเชิงคุณภาพ
และวิธีวิจัยเชิงพรรณนา โดยเริ่มจากการทบทวนวรรณกรรมที่เกี่ยวข้องอันได้แก่ ทฤษฎีภูมิรัฐศาสตร์
ทฤษฎีเสรีนิยม และแนวความคิดเรื่องผลประโยชน์แห่งชาติ มาใช้ในการวิเคราะห์การดำเนินนโยบาย
ด้านความม่ันคงของรัสเซียต่อไทย รวมทั้งเลือกแนวความคิดเรื่องมาตรการการสร้างความไว้เนื้อเชื่อใจ
และมาตรการการสร้างความไว้เนื้อเชื่อใจทางทะเล ตลอดจนแนวความคิดเรื่องการนำนโยบายไปสู่
การปฏิบัติ สำหรับใช้ในการวิเคราะห์ร่วมกับข้อมูลที่ผู้วิจัยรวบรวมไว้เกี่ยวกับรัสเซีย ทร.รัสเซีย
ความสัมพันธ์ ไทย - รัสเซีย ทร. - ทร.รัสเซีย กรอบความร่วมมือระหว่าง ทร. ยุทธศาสตร์ ทร.
ในประเด็นบทบาทความร่วมมือระหว่างประเทศ จนในที่สุดจึงได้ผลการวิจัยออกมาเป็น ๖ แนวทาง
ที่ ทร.ควรดำเนินการ สรุปคือ (๑) การเยี่ยมเยือนเมืองท่าของเรือรบ เรือช่วยรบ และความร่วมมือ
ในการฝึกในทะเล (๒) การเยือนของนายทหารเรืออาวุโสของทั้งสองฝ่าย และการเยือนของ
คณะทำงานร่วมของ ทร. เพ่ือหารือประเด็นที่เป็นผลประโยชน์ร่วมกัน (๓) การพัฒนาด้านการ
ช่วยเหลือด้านมนุษยธรรม และการปฏิสัมพันธ์ด้านการค้นหาและช่วยเหลือผู้ประสบภัยในทะเล (๔)
ความร่วมมือด้านการวิจัยและพัฒนาเกี่ยวกับเทคโนโลยีความมั่นคงทางทะเล (๕) การแลกเปลี่ยน
ข้อมูลข่าวสารที่เป็นผลประโยชน์ร่วมกัน และ (๖) การพัฒนาความสัมพันธ์ด้านการศึกษา ทั้งนี้
เนื่องจากเป็นครั้งแรกที่มีการทำวิจัยเรื่องนี้ และเพ่ือให้การนำไปปฏิบัติไม่มีความยุ่งยากซับซ้อน
ในการตีความหมายหรือคาดเดาใด ๆ ผู้วิจัยจึงได้เขียนรายละเอียดการปฏิบัติอย่างชัดเจนในแต่ละแนวทาง
ไว้ด้วยแล้ว นอกจากนั้น ยังมีผลการวิจัยที่ได้อีกประเด็นคือ พบว่าทั้งสองประเทศยังมีแนวโน้ม
ในการเสริมสร้างความสัมพันธ์กันอย่างต่อเนื่องในอนาคตทั้งในระดับประเทศ และระดับ ทร.
ในส่วนท้ายของการวิจัย ได้มีข้อเสนอแนะเชิงนโยบาย โดยเห็นว่าในขั้นต่อไป ทร.ควร
นำกรอบความร่วมมืออ่ืน ๆ โดยเน้นสาขาที่เกี่ยวข้องกับการปฏิบัติการของ ทร.มาพิจารณาด้วย และ
ข้อเสนอแนะเชิงการนำไปปฏิบัติ เห็นว่า ทร.ต้องติดตามความขัดแย้ง รัสเซีย – ยูเครน และนำมา
ทบทวนแนวทางฯ ให้สอดคล้องกับนโยบายของไทย สำหรับข้อเสนอแนะเชิงการนำไปวิจัยต่อไป
เห็นว่าภายหลังนำแนวทางฯ ไปปฏิบัติระยะหนึ่ ง ควรมีการทำวิจัยเกี่ยวกับความก้าวหน้า
การเสริมสร้างความสัมพันธ์ฯ และสุดท้ายเป็นข้อเสนอแนะในการนำเอกสารวิจัยไปใช้ประโยชน์
เป็นการให้ข้อมูลเพ่ิมเติมเกี่ยวกับการทำวิจัย เพ่ือสร้างความเข้าใจร่วมกันระหว่างผู้วิจัยและผู้ที่สนใจ
จะนำงานวิจัยไปใช้ประโยชน์

Title Approaches to Strengthen the Relations between the Royal Thai
Navy and the Russian Navy under the Cooperation Framework
for Notable Results

The research aims at studying the concepts and theories about relations
and the relationship development trend between the Royal Thai Navy and the
Russian Navy. The other objective of the study is to identify the practical approaches
to strengthen the relations between the two navies through the cooperation framework
signed on October 24th, 2019.
With direct experiences relating to the subject, the researcher had
applied the combination of the methods of Qualitative and Descriptive Research.
At the initial stage, the literature review was conducted focusing on theories
related to Geopolitics, Liberalism, and National Interest. These theories were to assist
in analyzing the Security Policy Implementation of Russia towards Thailand. Confidence
Building Measures, Maritime Confidence Building Measures, and Policy
Implementation were key selected concepts used in the analysis. The data
collected by the researcher regarding Russia in general, together with the information
about relations between the two countries and the two navies, the cooperation
framework among navies, and the Royal Thai Navy Strategic Plan focusing on the
international cooperation, were incorporated into the analysis which led to 6
approaches: (1) Port visits of the naval warships and auxiliary ships including joint
training at sea, (2) Official visits of the executives and the working groups between
the two navies to discuss mutual benefits, (3) Cooperation in the aspects of
Humanitarian Assistance and Disaster Relief Operation at sea, (4) Cooperation in the
aspects of research development regarding the maritime security technology, (5)
Information exchange for mutual benefits and (6) Training and Education Cooperation.
As it is unprecedented topic of research, the researcher has simplified and elaborated
the approaches to ease the application and practices. Moreover, the results showed
that the relations between the two countries and the two navies tend to be
continuously developed.
The last part of the research provided suggestions to be put in policy
brief that other cooperation frameworks highlighting the navy operations should also
be considered. In terms of practices, there was a suggestion that Royal Thai Navy
should review the conflict between Russia and Ukraine to adapt its stance to the
government policy. For further studies of the topic, there should be a follow-up on
the development of relations. The last conclusion was the application and
information of the particular research to build up mutual understanding between the
researcher and the other researchers interested in the topic.
