งานวิจัยนี้ เป็นการศึกษาผลกระทบและความคุ้มค่าทางเศรษฐกิจจากการเปิดเสรีการนำเข้า
รถยนต์ใช้แล้ว กรณีศึกษารถคลาสสิค (Classic Car) มีวัตถุประสงค์เพ่ือศึกษามาตรการ กฎหมาย และ
เจตนารมณ์ที่เกี่ยวข้องกับการนำเข้ารถยนต์ใช้แล้วในประเทศไทย รวมทั้งศึกษาผลกระทบที่เกิดขึ้น
ทั้งเชิงบวกและเชิงลบเพื่อประเมินความคุ้มค่าทางเศรษฐกิจ หากมีการเปิดเสรีการนำเข้ารถยนต์ใช้แล้ว
กรณีศึกษารถคลาสสิค (Classic Car) เป็นประการสำคัญ โดยผู้วิจัยได้รวบรวมและศึกษาทั้งในส่วน
ของสถานการณ์และบริบทของอุตสาหกรรมรถยนต์และรถยนต์ใช้แล้วในประเทศไทย สถานการณ์
ตลาดรถคลาสสิคปัจจุบันทั้งของโลกและในประเทศไทย การนำเข้ารถยนต์ใช้แล้วและที่เกี่ยวข้อง
ตลอดจนกฎหมาย มาตรการ และกฎระเบียบต่าง ๆ เจตนารมณ์ที่เก่ียวข้องกับการนำเข้ารถยนต์ใช้แล้ว
ในประเทศไทย พร้อมทั้งวิเคราะห์โอกาสและความท้าทายที่จะนำมาสู่การประเมินความคุ้มค่า
ทางเศรษฐกิจหากมีการเปิดเสรีการนำเข้ารถยนต์ใช้แล้ว กรณีรถคลาสสิค เพื่อนำไปสู่การกำหนดเป็น
แนวทางการปรับปรุงแก้ไขกฎหมายและกฎระเบียบที่เกี่ยวข้อง และแนวทางการส่งเสริมอุตสาหกรรม
ที่เกี่ยวข้อง พร้อมทั้งแนวทางการสร้างความคุ้มค่าทางเศรษฐกิจหากมีการเปิดเสรีการนำเข้ารถยนต์ใช้แล้ว
ผู ้วิจัยหวังเป็นอย่างยิ่งว่างานวิจัยฉบับนี ้ จะเป็นประโยชน์แก่หน่วยงานภาครั ฐและ
ภาคเอกชน ที่จะนำไปสู่การผลักดันการปลดล็อคการนำเข้ารถยนต์ใช้แล้วเข้ามาในประเทศ กรณี
รถคลาสสิค (Classic Car) ให้สามารถดำเนินการได้อย่างถูกต้องตามกฎหมาย เกิดการกระตุ้นและ
สร้างความคุ้มค่าทางเศรษฐกิจ รวมถึงการส่งเสริมและพัฒนาต่อยอดอุตสาหกรรม/ธุรกิจที่เกี่ยวเนื่อง
เพื่อรองรับการเปิดเสรีการนำเข้ารถคลาสสิคในอนาคตได้อย่างเป็นรูปธรรม และเพื่อให้ประเทศไทย
เป็นจุดศูนย์กลางรถคลาสสิค มุ่งสู่แหล่งวัฒนธรรมการเป็นศูนย์อนุรักษ์รถคลาสสิคในการซื้อขาย
จัดแสดง และการซ่อมบำรุงของภูมิภาคต่อไป

Liberalization of Used Cars: The Case Study of Classic Cars

This research study examines the economic impacts and feasibility of
liberalizing the import of used cars, specifically focusing specifically on classic cars. The
objective is to explore the measures, laws, and intentions related to the import of used
cars in Thailand, as well as to analyze both the positive and negative impacts to assess
the economic viability of such a liberalization. The researcher has gathered and studied
the current situations and contexts of the automotive and used car industries in Thailand,
including the global and local classic car markets, the import of used cars, and relevant
laws, measures, and regulations. Additionally, the study further analyzes the
opportunities and challenges that may rise from evaluating the economic feasibility of
liberalizing the import of used classic cars. The goal is to provide guidelines for amending
relevant laws and regulations, promoting related industries, and creating economic value
if the import of used cars is liberalized.
The researcher sincerely hopes that this study will be beneficial to both
government and private sectors in advocating for the unlocking of used car imports,
particularly classic cars, to ensure legal compliance and stimulate economic value. It
aims promoting and further developing industries related to classic car imports,
positioning Thailand as a hub for classic cars and a center for the preservation, trade,
display, and maintenance of classic vehicles in the region.
