เรื่อง แนวทางการพัฒนาการฝึกศิษย์การบินของกองทัพอากาศ ให้สอดคล้องและ
เทียบเคียงกับมาตรฐานสากล

ประชาคมด้านการบินได้มีการพัฒนาเทคโนโลยีและศาสตร์ด้านการบินอยู่ตลอดเวลา
เมื่อสภาพแวดล้อมมีการเปลี่ยนแปลงความต้องการใช้กําลังทางอากาศของกองทัพอากาศที่มีมากขึ้น
ไม่เพียงเฉพาะภารกิจทางทหารเท่านั้น แต่ในภารกิจที่มิใช่ทางทหารก็มีมากยิ่งขึ ้นเช่นกัน ทําให้
มาตรฐานการบินทางทหารจําเป็นต้องมีความสอดคล้องกับมาตรฐานสากล รวมถึงอากาศยาน
กองทัพอากาศ ซึ ่งถือเป็นอากาศยานราชการมีข้อจํากัดในการใช้เส้นทางสัญจรในห้วงอากาศ
ตามมาตรฐานสากล โรงเรียนการบิน มีหน้าที่ในการดําเนินการฝึกอบรมศิษย์การบินและครูการบิน
ให้เป็นไปตามมาตรฐานท่ีกองทัพอากาศกําหนดและเป็นจุดเริ่มต้นของการได้รับคุณวุฒิการบิน ซึ่งในปัจจุบัน
ไม่สอดคล้องและเทียบเคียงกับมาตรฐานสากล การวิจัยนี้จึงเพื่อศึกษาแนวทางการพัฒนาการฝึกศิษย์การบิน
ของกองทัพอากาศให้สอดคล้องและเทียบเคียงกับมาตรฐานสากล เพื่อให้นักบินที่สําเร็จการฝึก
สามารถขอรับการรับรองใบอนุญาตนักบินตามมาตรฐานสากล รวมทั้งเพื่อศึกษาและเสนอแนะให้แก้ไข
เพิ่มเติมข้อบังคับที่เกี่ยวข้องกับอากาศยานราชการ ให้เหมาะสมและสอดคล้องตามมาตรฐานสาก ล
ในการปฏิบัติภารกิจด้านความมั่นคง โดยมีขอบเขตของการวิจัยเฉพาะพื้นท่ีท่ีเกี่ยวข้องในโรงเรียนการบิน
กองทัพอากาศ
จากการวิเคราะห์แนวทางการพัฒนาการฝึกศิษย์การบิน พบว่าโรงเรียนการบินต้องดําเนินการ
ขอรับรองสถาบันและหลักสูตร ฝึกอบรมด้านการบินตามประกาศสํานักงานการบินพลเรือนแห่งประเทศไทย
เรื่อง การรับรองสถาบันและหลักสูตรการฝึกอบรมด้านการบิน พ.ศ.๒๕๖๒ เป็นสถาบันฝึกอบรมการบิน
(Approved Training Organization : ATO) ทั้งนี ้กองทัพอากาศจัดตั้งสํานักงานการบินกองทัพอากาศ
(MILITARY AVIATION AUTHORITY : MAA) เป็นหน่วยงานตรวจสอบและประเมิน รวมทั้งกําหนด
และกํากับดูแลมาตรฐานการบินทางทหารให้สอดคล้องมาตรฐานสากล และยังคงสามารถตอบสนอง
ต่อภารกิจของกองทัพอากาศ ซึ่งโรงเรียนการบิน ได้ดําเนินการปรับแก้ไขแนวทางการฝึกทุกส่วนท่ีเกี่ยวข้อง
ประกอบกับพระราชบัญญัติการเดินอากาศ พ.ศ.๒๔๙๗ มาตรา ๕ พระราชบัญญัตินี ้ไม่ใช้บังคับ
แก่การเดินอากาศในราชการทหาร ราชการตํารวจ ราชการศุลกากร และราชการอื่นตามที่กําหนด
ในกฎกระทรวงสมควรปรับปรุงและเพิ่มเติมบทบัญญัติ บางประการ เพื่อยกระดับการบินของประเทศไทย
ให้เป็นไปตามมาตรฐานสากล รวมถึงการเดินอากาศในราชการทหารของประเทศไทย

Title Guidelines for the development of flight training of the Royal Thai Air Force
to be in line with and comparable to international standards

The aviation community has been constantly developing aviation technology
and science. As the environment changes, the Air Force's air power needs are increasing,
not only for military missions. But in non-military missions. As a result, military aviation
standards need to be consistent with international standards, including Air Force
aircraft that fly according to the State Aircraft with restrictions on the use of airspace
routes together with commercial aircraft according to international standards.
The Flying Training School is responsible for training flight students and flight
instructors to meet the standards set by the Royal Thai Air Force and is the starting
point for obtaining flight qualifications. which is currently not consistent with and
comparable to international standards. This research aims to study the development
of the Air Force's student pilot training to be in line with and comparable to
international standards so that pilots who have completed the training can apply for
pilot license certification according to international standards, as well as to study and
recommend amendments to regulations related to state aircraft to be appropriate
and in line with international standards
Based on the analysis of the Air Force's guidelines for the development of
student pilot to be consistent with and comparable to international standards,
it is found that the Flying Training School must apply for accreditation of institutions and courses.
Aviation training according to the announcement of the Civil Aviation Authority of
Thailand Accreditation of Aviation Training Institutions and Courses B.E.2562 (2019)
as an Approved Training Organization (ATO) The Royal Thai A ir Force has Established
the Military Aviation Authority (MAA) as an inspection and evaluation agency, as well as
determining and supervising military aviation standards to comply with international
standards and still be able to respond effectively to the Air Force’s missions.
