เรื่อง การส่งเสริมเกษตรกรสู่มาตรฐาน Good Agricultural Practice

มาตรฐานการปฏิบัติทางการเกษตรท่ีดี คือ แนวทางในการท าการเกษตรเพื่อให้ได้
ผลผลิตท่ีมีคุณภาพดีตรงตามมาตรฐานท่ีก าหนด คุ้มค่าการลงทุน และขบวนการผลิตจะต้องปลอดภัย
ต่อเกษตรและผู้บริโภค โดยมีการใช้ทรัพยากรท่ีเกิดประโยชน์สูงสุดเพื่อให้เกิดความยั่งยืนทาง
การเกษตรและไม่ท าให้เกิดมลพิษต่อส่ิงแวดล้อม ผู้วิจัยจึงมีความสนใจท่ีจะศึกษาปัญหา อุปสรรค
กระบวนการส่งเสริมและสนับสนุนเกษตรกรสู่มาตรฐานการปฏิบัติทางการเกษตรท่ีดี เพื่อน าไปสู่
แนวทางการปฏิบัติท่ีสอดคล้องตามเกณฑ์ให้กับเกษตรกรปลูกพืชสวนในพื้นท่ีจังหวัดเพชรบุรี
โดยเอกสารวิจัยฉบับนี้น าเสนอข้อมูลแบบเอกสารวิจัยเชิงคุณภาพ โดยใช้วิธีการรวบรวมข้อมูล
แบบการสัมภาษณ์เชิงลึกจากตัวแทนเกษตรปลูกพืชสวนในพื้นท่ีจังหวัดเพชรบุรี ผู้แทนจากหน่วยงาน
ราชการ และผู้แทนภาคเอกชนท่ีเกี่ยวข้อง เพื่อให้ข้อ คิดเห็นและข้อเสนอแนะเกี่ยวกับการส่งเสริม
เกษตรกรสู่มาตรฐานการปฏิบัติทางการเกษตรท่ีดี ผลการศึกษาพบว่า สภาพปัญหาและอุปสรรค
ส าคัญท่ีเกษตรกรปลูกพืชสวนในพื้นท่ีจังหวัดเพชรบุรีต้องประสบ ประกอบด้วย ๑. ปัญหาการขาดแคลน
ท่ีดินท ากิน ซึ่งปัญหาดังกล่าวสะท้อนให้เห็นถึงความเหล่ือมล้ าในการถือครองท่ีดินของคนในประเทศ
ปัญหาหนี้สิน เนื่องจากเกษตรกรขาดเงินทุนในการประกอบอาชีพและด า รงชีพ และปัญหาราคา
ผลผลิตตกต่ า ต้นทุนการผลิตสูง จึงประสบปัญหาขาดทุน ๒. กระบวนการส่งเสริมการเกษตรกร
พืชสวนในพื้นท่ีจังหวัดเพชรบุรีท่ีส าคัญ เพื่อให้เกิดความสอดคล้องกับเกณฑ์มาตรฐานการปฏิบัติ
ทางการเกษตรท่ีดี คือการให้ความส าคัญและการให้ความร่วมมือเกี่ยวกับการน าการปฏิบัติ
ทางการเกษตรท่ีดีมาส่งเสริมให้เกิดความรู้ความเข้าใจในภาคการเกษตร การส่งเสริมในเรื่อง
ของนโยบายตลาดน าการผลิต และการส่งเสริมและให้ความรู้ความเข้าใจเรื่องเศรษฐกิจพอเพียง
ในกลุ่มครัวเรือนเกษตร และ ๓. แนวทางการปฏิบัติของเกษตรกรพืชสวนในพื้นท่ีจังหวัดเพชรบุรี
เพื่อเข้าสู่มาตรฐานการปฏิบัติทางการเกษตรท่ีดี คือความร่วมมือและการมีส่วนร่วมอย่างเป็น
รูปธรรมเพื่อให้บรรลุเป้าหมายการพัฒนาเมืองที่ยั่งยืน การจัดการอบรมให้กับเกษตรกรพืชสวน
ในพื้นท่ี การออกติดตามให้ค าปรึกษา ค าแนะน า และจัดท าเอกสารสนับสนุนตามระบบการจัดการ
คุณภาพ การบันทึกข้อมูลผลการด าเนินการ และการยกระดับการผลิตและคุณภาพของผลผลิต
การสร้างแรงจูงใจในการเข้าร่วมการรับรองมาตรฐาน GAP ในพื้นท่ีจังหวัดเพชรบุรี ซึ่งถือเป็นหนึ่ง
ในภารกิจส าคัญของกรมส่งเสริมการเกษตร เพื่อให้เกิดประโยชน์ต่อเกษตรกร เนื่องจากท าให้สามารถ
วางแผนการผลิต การตลาด ส่งเสริมสนับสนุนเกษตรกรได้อย่างถูกต้องเหมาะสม และจัดท าโครงการ
มาตรการต่าง ๆ เพื่อให้ความช่วยเหลือเกษตรกรได้ และเป็นฐานข้อมูลในการช่วยเหลือเมื่อเกษตรกร
ประสบภัยพิบัติด้านพืช รวมถึงเป็นข้อมูลในการรับสิทธิประโยชน์ต่าง ๆ เมื่อมีโครงการช่วยเหลือจาก
ภาครัฐ เช่น โครงการสนับสนุนปุ๋ยลดต้นทุนการผลิตของเกษตรกรหรือโครงการปุ๋ยคนละครึ่ง
โดยสามารถแจ้งขึ้นทะเบียนและปรับปรุงทะเบียนเกษตรกรหลังจากท าการเกษตร

study found that Important problems and obstacles that farmers growing horticulture
crops in Phetchaburi Province must face include: 1. Problem of shortage of arable land.
This problem reflects the inequality in land ownership. of people in the country, debt
problems due to farmers' lack of funds for occupations and livelihoods and the problem
of falling production prices high production costs Therefore faced with a loss problem.
2. The process of promoting horticultural farmers in important areas of Phetchaburi
province. To be consistent with the standards for good agricultural practices. is to give
importance and cooperation regarding the use of good agricultural practices to promote
knowledge and understanding in the agricultural sector. Promotion in the matter of
market-led production policy and promoting and providing knowledge and understanding
of the Sufficiency Economy. among agricultural households and 3. Guidelines for practice
of horticultural farmers in Phetchaburi Province To enter the standard of good
agricultural practices is concrete cooperation and participation to achieve sustainable
urban development goals. Organizing training for horticultural farmers in the area,
