เร่ือง แนวทางการจัดตั ้งศูนย์ฝึกอบรมสุนัขตรวจค้นระดับภูมิภาคขององค์การ
ศุลกากรโลก (WCO Regional Dog Training Center : RDTC) ในประเทศไทย

งานวิจัยฉบับนี้มีวัตถุประสงค์ 2 ประการ ประกอบด้วย 1. เพ่ือศึกษาปัญหาและอุปสรรค
ที่เกิดขึ้นภายหลังจากที่มีการจัดตั้งศูนย์ฝึกสุนัข K-9 ศุลกากร รวมถึงแนวทางแก้ไขปัญหาเพื่อการ
ปฏิบัติงานที่มีประสิทธิภาพสูงสุด และ 2. เพื่อศึกษา วิเคราะห์ข้อดี ข้อจำกัด ของการจัดตั้งศูนย์ฝึก
สุนัขตรวจค้นระดับภูมิภาคขององค์การศุลกากรโลก (WCO Regional Dog Training Center : RDTC)
และเสนอแนะแนวทางและความเป็นไปได้ในการจัดตั้งศูนย์ฝึกสุนัขตรวจค้นระดับภูมิภาคขององค์การ
ศุลกากรโลก (WCO Regional Dog Training Center : RDTC) ในประเทศไทย โดยเป็นงานวิจัยเชิง
คุณภาพที่เก็บรวบรวมข้อมูลทุติยภูมิจากคำสั่งกรมศุลกากร ที่ 69/ 2566 รวมถึงเอกสารที่เกี่ยวข้อง
จากกรมศุลกากร ร่วมกับยุทธศาสตร์ชาติ 20 ปี (พ.ศ. 2561-2580) แผนพัฒนาเศรษฐกิจและสังคม
แห่งชาติ ฉบับที่ 13 (พ.ศ.2566-2570)และแนวคิดทฤษฎีต่าง ๆ ที่เกี่ยวข้องและเก็บรวบรวมข้อมูล
ปฐมภูมิจากการสัมภาษณ์ผู้แทนจากศุลกากรต่างประเทศ จำนวน 6 ราย และเจ้าหน้าที่ศุลกากร
จำนวน 5 ราย ทั้งนี้ เป็นการวิเคราะห์ข้อมูลจากเนื้อหาของบทสัมภาษณ์ และข้อมูลที่ได้จากการศึกษา
เอกสาร โดยนำเสนอข้อมูลผ่านการบรรยายด้วยถ้อยคำที ่เป็นภาษาและการถ่ายทอดของผู้ว ิจัย
ผลจากการวิจัยพบว่า มีปัญหาและอุปสรรคที่เกิดขึ้นภายหลังจากที่มีการจัดตั้งศูนย์ฝึกสุนัข K- 9
ศุลกากร คือ 1. ปัญหาอัตรากำลังมีไม่เพียงพอต่อการปฏิบัติงาน 2.ปัญหาบุคลากรขาดองค์ความรู้และ
ประสบการณ์ในด้านการเป็นครูฝึกสุนัข (Dog Instructor) และ 3.ปัญหาด้านความพร้อมของ
กฎระเบียบเกี่ยวกับการควบคุมและเก็บรักษาตัวอย่างยาเสพติดที่นำมาใช้สำหรับฝึกสุนัขตรวจค้น
นอกจากนี้ จากการวิเคราะห์ ข้อดี และข้อจำกัด ของการจัดตั้งศูนย์ฝึกสุนัขตรวจค้นระดับภูมิภาคของ
องค์การศุลกากรโลก (The WCO Regional Dog Training Centre : RDTC) พบว่า ข้อดี คือ สามารถ
เสริมสร้างภาพลักษณ์ที ่ด ีและช่วยยกระดับมาตรฐานความเป็นสากลในด้านการป้องกันและ
ปราบปรามและการตรวจจับสิ ่งผิดกฎหมาย และเป็นเวทีในการสร้างเครือข่าย ความสัมพันธ์
และความร่วมมือกับหน่วยงานศุลกากรทั ่วโลก สำหรับข้อจำกัด คือ เรื ่องงบประมาณ กล่าวคือ
การจัดตั้งศูนย์ฝึกสุนัขตรวจค้นระดับภูมิภาคขององค์การศุลกากรโลก (The WCO Regional Dog
Training Centre : RDTC) อาจจะต้องใช้งบประมาณจำนวนมากในการดำเนินการโดยเฉพาะ
การลงทุนทางด้านโครงสร้างพื้นฐานที่หากมีการขยายขนาดของศูนย์ฝึก K-9 กรมศุลกากร รวมถึง
ค่าใช้จ่ายอันเกี่ยวเนื่องกับสุนัขตรวจค้นในการดูแล บำรุง รักษา ที่อาจเกิดขึ้นอย่างต่อเนื่องในระยะยาว

อย่างไรก็ตาม เพ่ือให้การปฏิบัติภารกิจของศูนย์ฝึกสุนัข K-9 ศุลกากร สามารถสนับสนุน
ภารกิจในด้านการป้องกันและปราบปรามของกรมศุลกากรได้อย่างมีประสิทธิภาพ และประสิทธิผล
ตลอดจนสามารถพัฒนาไปสู่การเป็นศูนย์ฝึกสุนัขตรวจค้นระดับภูมิภาคขององค์การศุลกากรโลก
(The WCO Regional Dog Training Centre : RDTC) ได ้ ในอนาคต สามารถดำเน ินการตาม
ข้อเสนอแนะ โดยข้อเสนอในระยะแรก คือ การเพิ่มอัตรากำลังและพัฒนาขีดความสามารถเจ้าหน้าที่
ศุลกากร และการเพิ ่มเติมระเบียบปฏิบัติที ่เกี ่ยวข้องกับการดำเนินการเพื ่อนำวัตถุเสพติดมาใช้
ประโยชน์ สำหรับข้อเสนอแนะในระยะถัดไป คือ การพัฒนาขีดความสามารถของศูนย์ฝึกสุนัข K- 9
ศุลกากรในด้านการจัดหลักสูตรการฝึกอบรม และการจัดตั้งหน่วย ศุลกากร ในพื้นที่ภูมิภาคของ
ประเทศไทย ซึ่งจะเกิดประโยชน์ในการนำสุนัขตรวจค้นมาใช้งานในพ้ืนที่นั้น ๆ

Title Guidelines for the Establishment of World Customs Organization
Regional Dog Training Center (RDTC) in Thailand

This research has the following objectives : 1. to study the problems and
obstacles that have arisen after the establishment of the Customs K-9 Dog Training
Center, as well as solutions and 2. to study and analyze the advantages and limitations
of the establishment of the World Customs Organization Regional Dog Training Center
(RDTC) and to propose guidelines and feasibility for the establishment of WCO Regional
Dog Training Center in Thailand. This is a qualitative research that collects secondary
data from the Customs Department's order No. 69/2566 and other related document
from the Customs Departments, together with the 20-year National Strategy (2018-
2037), the National Economic and Social Development Plan No. 13 (2023-2027) and
related theoretical concepts. The data was analyzed from the content of the interviews
and the data obtained from the study of the documents by presenting the information
through narration and the presentation. The researcher collects primary data from
interview with 6 Foreign Customs officials and 5 Thai Customs officials. The results
show that there are problems and obstacles that have arisen after the establishment
of the Customs K-9 Dog Training Center as follows 1. The problem of insufficient
manpower rate to operate 2. The problem of personnel lacking knowledge and
experience in the field of being a dog instructor and 3. The problem of the readiness
of regulations regarding the control and storage of drug samples used for dog training.
In addition, according to the analysis, advantages and limitations of the establishment
of the WCO Regional Dog Training Centre (RDTC), it is found that the advantages are
the strengthen a good image and raise international standards in prevention and
suppression including detection of illegal substances, and also considered as a platform
to build networks, relationships and cooperation among Customs officials around the
world. As for the constraints, it is a matter of budget, namely the establishment of the
World Customs Organization's Regional Dog Training Center.

However, in order to carry out the mission of the K-9 Customs Dog Training
Center, it can support the mission of the Customs Department in prevention and
suppression efficiently and effectively, as well as develop into a regional dog training
center of the World Customs Organization. The first phase of the proposal is to increase
the manpower rate and develop the capacity of Customs officials, and to add
procedures related to the operation of narcotics. The next phase of the proposal is to
develop the capacity of the Customs K-9 Dog Training Center in terms of training
courses and the establishment of a Customs K-9 Unit in the regional area of Thailand,
which will be beneficial in the use of dogs in that area.
