ปัจจุบันเทคโนโลยีปัญญาประดิษฐ์ หรือ AI เข้ามามีบทบาทในชีวิตประจำวันของมนุษย์
เราเป็นอย่างมาก การวิจ ัยคร ั ้งนี ้ม ีว ัตถุประสงค์เพ ื ่อ ศึกษาและวิเคราะห์แนวทางการนำ
ปัญญาประดิษฐ์ มาใช้กับการบริหารจัดการเลือกตั้งสมาชิกสภาผู้แทนราษฎร การเลือกตั้งสมาชิกสภา
ท้องถิ่นและผู ้บริหารท้องถิ่น และการออกเสียงประชามติ ในกลุ่มผู้มีสิทธิเลือกตั้งที่เป็นผู้สูงอายุ
ใช้รูปแบบการวิจัยเชิงคุณภาพ กลุ่มเป้าหมายในการวิจัยครั้งนี้ ได้แก่ ผู้มีสิทธิเลือกตั้งที่เป็นผู้สูงอายุ
หรือผู ้ที่มีอายุ ๖๐ ปีขึ ้นไป ในพื้นที ่จ ังหวัดกาญจนบุรี เก็บรวบรวมข้อมูลโดยใช้แบบสัมภาษณ์
วิเคราะห์ข้อมูลโดย การวิเคราะห์เนื ้อหา (Content Analysis) เก ี ่ยวกับองค์ความรู ้การนำ
ปัญญาประดิษฐ์มาประยุกต์ใช้ในการจัดการเลือกตั้งและการอำนวยความสะดวกในการออกเสียง
เลือกตั้งของผู้สูงอายุ และการวิเคราะห์เปรียบเทียบกับทฤษฎี (Theory Analysis) เกี่ยวกับจุดแข็ง
จุดอ่อน โอกาส และอุปสรรค ของการนำปัญญาประดิษฐ์มาประยุกต์ใช้ในการดำเนินการเกี่ยวกับ
การจัดการเลือกตั้งและการอำนวยความสะดวกในการออกเสยีงเลือกตั้งของผูส้งูอายุ ผลการวิจัยครัง้นี้
พบว่า ๑) เทคโนโลยีปัญญาประดิษฐ์ หรือ AI ได้แผ่กระจายเข้าสู่ชุมชน ประชาชน อย่างเป็นรูปธรรม
๒) ในการนำปัญญาประดิษฐ์มาประยุกต์ใช้ในการจัดการเลือกตั้งและการอำนวยความสะดวกในการ
ออกเสียงเลือกตั้งของผู้สูงอายุ มีทั้ง จุดอ่อน จุดแข็ง โอกาส และอุปสรรค จากผลการวิจัย ผู้วิจัย
มีข้อเสนอแนะเชิงนโยบายแก่สำนักงานคณะกรรมการการเลือกตั ้ง ในการประสานความร่วมมือ
กับหน่วยงานภาครัฐ ได้แก่ กรมการปกครอง สำนักงานตำรวจแห่งชาติ เพื่อเช่ือมข้อมูลบุคคลระบบ
ตรวจสอบตัวบุคคลด้วยลายนิ ้วม ือ (Fingerprint Identification) เทคโนโลยีการจดจำใบหน้า
(Face Recognition) และประสานความร่วมมือกับหน่วยงานที่เป็นสถาบันการศึกษา เพื่อนำระบบ
การลงคะแนนเลือกตั้งออนไลน์ (Online Election Voting System : Online E-Voting) มาใช้

Title Artificial intelligence (AI) technology and Election Management:
A Case Study Facilitating the Elderly in Voting

Artificial intelligence (AI) technology has become a major part of our daily
lives. This research aims to study and analyze the application of AI to the management
of the House of Representatives elections, local government and local executive
elections, and referendums among elderly voters.The qualitative research method was
used. The target group of this research was elderly voters or those aged 60 and over
in Kanchanaburi Province. Data was collected using interviews and analyzed using
content analysis on knowledge of applying AI to election management and facilitating
voting for the elderly. Comparative analysis was also conducted with theories on
strengths, weaknesses, opportunities, and obstacles of applying AI to operations
related to election management and facilitating voting for the elderly. The results of
this research found that 1 ) Artificial intelligence (AI) technology has spread to
communities and the public in a tangible way. 2 ) In applying AI to election
management and facilitating voting for the elderly, there are both weaknesses,
strengths, opportunities, and obstacles. From the research results, the researchers have
policy recommendations for the Election Commission to collaborate with government
agencies, including the Department of Provincial Administration and the Royal Thai
Police. To connect personal data, fingerprint identification system (Fingerprint
Identification), face recognition technology (Face Recognition) and collaborate with
educational institutions to use the Online Election Voting System (Online E-Voting)
