เรื่อง การจัดท าแบบจ าลองธุรกิจของการรถไฟแห่งประเทศไทย

เอกสารวิจัยน้ีมีวัตถุประสงค์ 1. เพื่อศึกษาสถานการณ์ ปัญหาและอุปสรรคระบบขนสง่
ทางรางของประเทศไทย 2. เพื่อวิเคราะห์เปรียบเทียบระบบขนส่งทางรางของต่างประเทศและ
ประเทศไทย และ 3. เพื่อเสนอแนวทางการจัดท าแบบจ าลองธุรกิจของการรถไฟแห่งประเทศไทย
วิธีด าเนินการวิจัยเป็นการวิจัยเชิงคุณภาพ เก็บข้อมูลโดยการสัมภาษณ์เชิงลึก เลือ กแบบเจาะจง
จากกลุ่มผู้ให้ข้อมูลส าคัญ จ านวน 2 กลุ่ม ได้แก่ กลุ่มที่ 1 ประกอบด้วยผู้บริหาร ของการรถไฟ
แห่งประเทศไทย จ านวน 25 คน และกลุ่มที่ 2 ประกอบด้วยผู้เช่ียวชาญด้านการตลาดของฝ่ายบริการ
โดยสาร จ านวน 33 คน ผลการวิจัย พบว่า 1. สถานการณ์ ปัญหาและอุปสรรคระบบขนส่งทางราง
ของประเทศไทย ประกอบด้วย 4 ด้าน ได้แก่ 1.1 ด้านนโยบาย ยุทธศาสตร์ และปัจจัยที่เกี่ยวข้อง
กับการพัฒนาประสิทธิภาพการขนส่งระบบราง 1.2 ด้านแนวโน้มของคมนาคมขนส่งระบบราง
1.3 ด้านโครงสร้างพื้นฐานระบบรางของการรถไฟฯ ที่มีอยู่ในปัจจุบันและที่จะเกิดข้ึนในอนาคต และ
1.4 ด้านการประเมินจุดแข็ง จุดอ่อน โอกาส และภัยคุกคาม 2. การวิเคราะห์เปรียบเทียบระบบขนส่ง
ทางรางของต่างประเทศและประเทศไทย ประกอบด้วย 4 องค์ประกอบหลัก โดยเรียงล าดับ
ตามความส าคัญ 2.1 สูตรก าไร 2.2 ทรัพยากรหลัก 2.3 กระบวนการหลัก 2.4 ข้อเสนอคุณค่า
และองค์ประกอบเสริม ได้แก่ วิสัยทัศน์ พันธกิจและกลยุทธ์ โดยองค์ประกอบเสริมเป็นองค์ประกอบ
ที่ก าหนดทิศทางในการด าเนินการองค์ประกอบหลักให้มีประสิทธิภาพ 3. แนวทางการจัดท า
แบบจ าลองธุรกิจของการรถไฟแห่งประเทศไทย มีความเป็นไปได้ในการน าไปใช้ จากการวิเคราะห์
แบบจ าลองธุรกิจทั้ง 3 แบบ พบว่า แบบจ าลองธุรกิจของการรถไฟแห่งประเทศไทย แบบที่ 3
เป็นแบบจ าลองที่จะท าให้การรถไฟแห่งประเทศไทยด าเนินงานได้อย่างมีประสิทธิภาพในการบริหาร
จัดการเดินขบวนรถโดยสารและขนส่งสินค้าห่อวัตถุ สอดคล้องกับทรัพยากรที่มีอยู่ ไม่ว่าจะเป็น
รถจักร ตู้โดยสาร และพนักงาน รวมทั้งรายได้ที่เพิ่มข้ึนจากพันธมิตรการขนส่งต่อเนื่อง และต้นทุน
ที่ลดลงจากค่าเช้ือเพลิง ค่าตอบแทนพนักงาน และค่าซ่อมบ ารุง เป็นต้น

Title Creating a Business Model for the State Railway of Thailand

Research objectives 1. To study the situation problems and obstacles in
Thailand's rail transport system. 2. To analyze and compare the rail transport systems
of other countries and Thailand. 3. To propose guidelines for creating a business
model for the State Railway of Thailand. The research method is qualitative research.
Data were collected through in-depth interviews. Selected specifically from 2 groups
of key informants. Consisting of Group 1 consisting of 25 executives of the State
Railway of Thailand and Group 2 consisting of 33 marketing experts of the Passenger
Service Department. The research results can be summarized as follows 1. Situation,
problems and obstacles in Thailand's rail transport system consist of 4 elements.
1.1 Policy, strategy, and factors related to the development of rail transportation
efficiency. 1.2 Trends in rail transportation. 1.3 The railway system infrastructure of
the State Railway of Thailand that exists at present and that will occur in the future.
1.4 Assessing strengths, weaknesses, opportunities, and threats. 2. Comparative analysis
of rail transport systems in foreign countries and Thailand consists of 4 main elements
2.1 Profit formula 2.2 Key resources 2.3 Key processes 2.4 Value proposition and
additional elements include vision, mission and strategy. The auxiliary elements are
the elements that set the direction for the effective operation of the main elements.
3. Guidelines for creating a business model for the State Railway of Thailand It is
possible to use from the analysis of the 3 business models It was found that the
business model of the State Railway of Thailand, Type 3, is a model that will allow
the State Railway of Thailand to operate more efficiently in managing passenger
trains and parcel transportation In line with existing resources such as locomotives,
passenger cars, and employees, including increased income from multimodal
transport partners. and reduced costs from fuel costs Employee compensation and
maintenance costs, etc.
