เร่ือง การพัฒนาประสิทธิภาพในการปฏิบัติงานด้านการป้องกันอาชญากรรมของ
ตำรวจภูธรจังหวัดตาก
ลักษณะวิชา สังคมจิตวิทยา
ผู้วิจัย พล.ต.ต.ปกปภพ บดีพิทักษ์ หลักสูตร วปอ. รุ่นที่ 66
วัตถุประสงค์การวิจัยฉบับนี้มี 3 ประการ คือ 1) เพ่ือศึกษาปัญหาอุปสรรคของ
การปฏิบัติงานด้านการป้องกันอาชญากรรมของตำรวจภูธรจังหวัดตาก 2) เพ่ือศึกษาแนวคิดในการ
เพ่ิมประสิทธิภาพ และการบริหารจัดการงานด้านการป้องกันอาชญากรรมของตำรวจภูธรจังหวัดตาก
และ 3) เพ่ือเสนอแนวทางการพัฒนาประสิทธิภาพการปฏิบัติงานด้านการป้องกันอาชญากรรมของ
ตำรวจภูธรจังหวัดตาก โดยการเก็บข้อมูลจากผู้ให้ข้อมูลหลักซึ่งเป็นตัวแทนจากตำรวจระดับ
รองสารวัตรขึ้นไป ตัวแทนจากภาคประชาชน ตัวแทนจากภาคเอกชนและนักวิชาการ จำนวน 15 คน
เครื่องมือในการวิจัยเป็นการสัมภาษณ์เชิงลึก การวิเคราะห์ข้อมูลใช้ การพรรณนาความตาม
วัตถุประสงค์การวิจัย
ผลการศึกษา
1. ปัญหาและอุปสรรคในการปฏิบัติงานด้านการป้องกันอาชญากรรมของตำรวจ
พบว่า มีปัญหาและอุปสรรคท่ีสำคัญ 4 ประการ คือ 1) ด้านประสิทธิภาพการทำงาน 2) ด้านข้อจำกัด
ของกฎหมาย และกฎระเบียบเกี่ยวกับการปฏิบัติหน้าที่ 3) ด้านความร่วมมือจากประชาชนและ
หน่วยงานอื่น 4) ด้านอุปกรณ์และเทคโนโลยี
2. แนวคิดในการเพิ่มประสิทธิภาพ และการบริหารจัดการงานด้านการป้องกัน
อาชญากรรมของตำรวจภูธรจังหวัดตาก การที่จะทำให้งานเกิดประสิทธิภาพที่ดีนั้นจะต้องมี
องค์ประกอบสำคัญที่ทำให้งานเกิดประสิทธิภาพ คือ 1) การกำหนดนโยบายที่ชัดเจน 2) การนำ
เทคโนโลยีสมัยใหม่มาใช้ในมาตรการป้องกันและปราบปรามอาชญากรรม 3) เน้นการป้องกันเชิงรุก
4) การสร้างความร่วมมือกับหน่วยงานต่าง ๆ
3. ผลการศึกษาแนวทางการพัฒนาประสิทธิภาพการปฏิบัติงานด้านการป้องกัน
อาชญากรรมของตำรวจภูธรจังหวัดตาก พบว่า มีแนวทางที่สำคัญ 4 ประการ คือ 1) การกำหนด
นโยบายเพ่ือเพ่ิมประสิทธิภาพการปฏิบัติงาน 2) การสร้างองค์ความรู้ให้เกิดแก่เจ้าหน้าที่และสังคม
โดยรวม 3) การพัฒนาความร่วมมือจากประชาชนและหน่วยงานอ่ืน พบว่า ควรมีการดำเนินการดังนี้
(1) การกระตุ้นส่งเสริมให้เกิดความร่วมมือ (2) การวางกรอบความร่วมมือ (3) การระดมความร่วมมือ
และ (4) การสนธิความร่วมมือ และ 4) การพัฒนาและนำเทคโนโลยีสารสนเทศและเครื่องมือ
ที่ทันสมัยมาปรับใช้

Title Improving the efficiency of crime prevention operations of Tak
Provincial Police

The three objectives of this research were 1) to study the problems and
obstacles of the crime prevention operations of the Tak Provincial Police; 2) to study
the concept of increasing the efficiency and management of the crime prevention
operations of the Tak Provincial Police; and 3) to propose guidelines for developing
the efficiency of the crime prevention operations of Tak Provincial Police. The
research method is qualitative research by collecting data from key informants who
are representatives of police officers at the rank of sub-lieutenant or higher,
representatives from the public sector, representatives from the private sector, and
academics, totaling 15 people. The research instrument was in-depth interviews. The
data were analyzed using a description of the research objectives.
Research results
1. The result of the study of the problems and obstacles of the
crime prevention operations of the Tak Provincial Police found that there were 4
major problems and obstacles: 1) work efficiency, 2) legal and regulatory limitations
on the performance of duties, 3) cooperation from the public and other agencies, 4)
equipment and technology.
2. The result of the study of the concept of increasing the efficiency
and management of the crime prevention operations of the Tak Provincial
Police found that for the work to have good efficiency, there must be important
elements that make the work effective, namely 1) setting clear policies, 2) using
modern technology in measures to prevent and suppress crimes, 3) emphasizing
proactive prevention, and 4) creating cooperation with various agencies.
3. The result of the study to propose guidelines for developing the
efficiency of the crime prevention operations of Tak Provincial Police found that
there were 4 important guidelines: 1) setting policies to increase operational
efficiency, 2) creating knowledge for officials and society as a whole, 3) developing
cooperation from the public and other agencies, which revealed that the following
actions should be taken: (1) stimulating and promoting cooperation, (2) setting up a

framework for cooperation, (3) mobilizing cooperation, and (4) negotiating cooperation,
and 4) developing and applying modern information technology and tools.
