การวิจัยเชิงคุณภาพครั้งนี้ มีวัตถุประสงค์เพ่ือศึกษาการจัดทำงบประมาณของกองทัพบก
เกี่ยวกับความต้องการงบประมาณและสัดส่วนงบประมาณ แยกตามแผนงานและกลุ่มงบประมาณ
การบริหารงบประมาณของกองทัพบกภายใต้สภาวะแวดล้อมที่งบประมาณจํากัดให้สามารถ
ปฏิบัติงานได้ตามหน้าที่ความรับผิดชอบ และเสนอแนวทางในการจัดทำงบประมาณกองทัพบกภายใต้
สภาวะแวดล้อมท่ีงบประมาณจํากัด
วิธีการเก็บรวบรวมข้อมูลแบ่งออกเป็น ๒ ประเภท คือ ข้อมูลปฐมภูมิ (Primary data)
และข้อมูลทุติยภูมิ (Secondary data) ข้อมูลปฐมภูมิรวบรวมโดยใช้การสัมภาษณ์แบบตัวต่อตัว
สอบถามความคิดเห็นจากผู้บริหารระดับสูงของกองทัพบกที่มีหน้าที่ในการจัดทำงบประมาณของ
กองทัพบก เกี่ยวกับแนวความคิด การปฏิบัติ และข้อคิดเห็น/ข้อเสนอแนะเกี่ยวกับการจัดทำ
งบประมาณกองทัพบก จำนวน ๑๔ ท่าน ข้อมูลทุติยภูมิรวบรวมจากการศึกษาเอกสาร คำแนะนำ
ระเบียบ ข้อบังคับ คำสั่ง คู่มือ รวมทั้งวรรณกรรมที่เกี่ยวข้อง และข้อมูลสถิติงบประมาณที่ผ่านมา
การวิเคราะห์ข้อมูลโดยการสรุปประเด็นสำคัญข้อมูลที่ได้จากการสัมภาษณ์ร่วมกับข้อมูลทุติยภูมิ
ที่ได้รับ โดยผลการศึกษาแบ่งได้เป็น ๒ ประเด็นสำคัญ ดังนี้
๑) ด้านการกำหนดนโยบายและยุทธศาสตร์ การรักษาความมั่นคงของรัฐ และการวาง
แผนการจัดทำงบประมาณ พบว่า การกำหนดนโยบายดังกล่าวซึ่งจัดทำโดยรัฐบาล กระทรวงกลาโหม
และหน่วยงานด้านความมั่นคงอ่ืน ๆ กำหนดเป้าประสงค์เชิงนโยบายและตัวชี้วัด รวมทั้งกลยุทธ์/
วิธีดำเนินการที่จะนำไปสู่เป้าหมายไว้ในภาพกว้าง ขาดการกำหนดทิศทางหรือจุดเน้นที่ชัดเจน ทำให้
การจัดทำแผนปฏิบัติราชการกระทรวงกลาโหมและแผนปฏิบัติราชการกองทัพบกขาดความ
สอดคล้องเชื่อมโยงกับแผนงานของรัฐบาลด้านความมั่นคง และไม่สามารถระบุทิศทางในการพัฒนา
กองทัพที่ชัดเจน รวมถึงกำหนดความสำคัญเร่งด่วนตามระยะเวลาของแผนได้
๒) ด้านการจัดทำงบประมาณการป้องกันประเทศ และการจัดทำงบประมาณของ
กองทัพบก พบว่า วงเงินงบประมาณรายจ่ายประจำปีที่กองทัพบกได้รับการจัดสรรจากรัฐบาล ยังไม่
เพียงพอต่อความต้องการในการปฏิบัติงานตามภารกิจ การปรนนิบัติและซ่อมบํารุงยุทโธปกรณ์ให้อยู่
ในสภาพที่สมบูรณ์อยู่เสมอ การเสริมสร้างหน่วยและยุทโธปกรณ์ให้ทันสมัย รวมทั้งการส่งเสริมการฝึก
ศึกษาให้สามารถกระทำได้อย่างเต็มความต้องการ

จากผลการศึกษาการจัดทำงบประมาณกองทัพบกภายใต้สภาวะแวดล้อมที่งบประมาณ
จำกัด เพ่ือความพร้อมรบ และตอบสนองต่อภารกิจของกองทัพบก ได้ให้ประเด็นและข้อเสนอแนะ
ต่าง ๆ ที่สำคัญในการจัดทำงบประมาณกองทัพบกเพ่ือให้การดำเนินงานและการพัฒนากองทัพบก
บรรลุเป้าหมายตามแผนที่วางไว้

Abstract
Title Budget preparation for the Royal Thai Army under a limited
budget environment.

The purpose of this qualitative research is to study the Royal Thai Army's
budgeting in relation to the demands and the proportion of the budget according to
the budget plans and budget groups, as well as the budget management of the Royal
Thai Army under budget-constrained circumstances. Additionally, this study aims to
provide suggestions for budget management for the Royal Thai Army under these
budget-constrained circumstances in order to perform its duties and responsibilities
effectively.
Data collection methods included two approaches: gathering primary data
and secondary data. Primary data were collected through face-to-face interviews with
14 chief executive army officers who had roles and responsibilities in budget man-
agement. These interviews focused on their perspectives, practices, opinions, and
suggestions regarding the preparation of the army budget. Secondary data were col-
lected from documents, regulations, orders, manuals, related literature, and past
budget statistics. The data were analyzed by summarizing key points from the inter-
views and integrating them with the secondary data obtained.
The results revealed two important issues as follows:
1) Policy and Strategy Formulation, State Security, and Budget Planning:
It was found that the policy determination by the government, the Ministry of De-
fense, and other security agencies included setting policy objectives, indicators, strat-
egies, and implementation methods aimed at broader goals. However, a lack of clear
direction or focus resulted in inconsistencies and misalignment between the Ministry
of Defense's operational plan, the Royal Thai Army's operational plan, and
the government's security plan. This lack of clarity impeded the specification of a
clear path for military development and the establishment of urgent priorities accord-
ing to the plan's timetable.

2) Budget Preparation for National Defense and the Army's Budget: It was
found that the annual budget allocated by the government for the Royal Thai Army
was insufficient to meet the needs of the army missions. This included the servicing
and maintenance of equipment to keep it in good condition, modernizing units and
equipment, and supporting educational training to the optimal extent required The
findings provided key aspects and various suggestions for budget management for the
Royal Thai Army to achieve optimal results in carrying out its duties and developing
the organization as planned.
