ปญหาการทุจริตคอรรัปชันในระบบราชการไทยนั้นเปนอุปสรรคที่ขัดขวางการพัฒนาประเทศเรื้อรัง
มายาวนานนำไปสูความยากจนและความขัดแยงของประชากรในประเทศจึงถือเปนนโยบายของรัฐบาลที่
ทุกภาคสวนราชการตองหาวิธีการปองกันและแกไขใหปญหาดังกลาวหมดไปอยางรวดเร็วและยั่งยืนตาม
แผนยุทธศาสตรชาติ พ.ศ. ๒๕๖๑ – ๒๕๘๐ประกอบกับนโยบายการปฏิบัติงานกองทัพบกประจำป
งบประมาณ ๒๕๖๗ ไดกลาวในเรื่องของวิสัยทัศนโดยเฉพาะดานการเปนที่เชื่อมั่นของประชาชนไววากองทัพบก
จะตองดำเนินงานในความรับผิดชอบใหบรรลุผลสัมฤทธิ์และมีประสิทธิภาพใหเปนที่นาเชื่อถือและไดรับความ
ไววางใจดวยการใชหลักธรรมาภิบาลในการบริหารและปฏิบัติราชการบนพื้นฐานของหลักการดานนิติธรรม
ความโปรงใสการมีสวนรวมความรับผิดชอบตรวจสอบไดความคุมคาและคุณธรรมอันนำไปสูภาพลักษณท่ี
ดีของหนวยงานดังนั้นจึงเปนหนาที่ของกรมจเรทหารบกในฐานะเปนหนวยงานหนึ่งของกองทัพบกที่มี
หนาที่ดำเนินการเกี่ยวกับการตรวจราชการสืบสวนและสอบสวนในเรื่องที่เกี่ยวกับประสิทธิภาพและ
ราชการของหนวยตางๆ ของกองทัพบกการสืบสวนสอบสวนและพิจารณาเรื่องราวรองทุกขและการรองเรียน
ที่เกี่ยวกับราชการหรือทหารหรือขาราชการของกองทัพบกที่จะตองวางแนวทางพัฒนาการตรวจราชการให
เกิดประสิทธิภาพสูงสุดภายใตสถานการณวิกฤตศรัทธาของประชาชนตอหนวยงานของรัฐที่ทวีความรุนแรง
ขึ้นสวนทางกับอัตรากำลังพลที่ปฏิบัติงานในดานดังกลาวกรมจเรทหารบกในฐานะหนวยตรวจสอบจัก
ตองบูรณาการการตรวจราชการใหสอดคลองกับแนวคิดที่วา “หนวยตรวจสอบยิ่งเขมแข็งประชาชนยิ่งอุนใจ”
สรางความเชื่อถือและความไววางใจจากประชาชนโดยการนำแนวคิดจากงานวิจัยของผูวิจัยที่เกี ่ยวของ,
ทฤษฎี Connectivism, Scoring rubrics, ระบบลีน (LEAN) และระบบการทำงานเปนทีมแบบ Dynamic network
มาประยุกตใชและเสนอเปนแนวทางบูรณาการการตรวจราชการเกิดแนวคดิการปฏิบัติงานแบบเครือขายขึ้นท่ี
เรียกวา“เครือขาย ชกท. ๙๓๑๐” ภายใต ๙๓๑๐ โมเดลสามารถตอบโจทยและแกปญหาดานขอจำกัดของ
กำลังพลและงบประมาณไดนำสูมิติใหมของการตรวจราชการจากเดิมการตรวจราชการโดยผูตรวจราชการ
จากกรมจเรกองทัพบกตอหนวยตางๆ ในกองทัพบกตั้งแตระดับกองรอยอิสระขึ้นไปจำนวน ๗๐๘ หนวย
ตองใชเวลาประมาณ ๔ - ๕ ปจึงจะสามารถตรวจไดครบทุกหนวยการตรวจราชการจึงไมเกิดความตอเนื่อง
และไมทันตอการเปลี่ยนแปลงของสถานการณรวมถึงความคาดหวังของผูบังคบับัญชาและประชาชนเปน
การตรวจราชการที่มีประสิทธิภาพครอบคลุมทั่วถึงทุกหนวยของกองทัพบกทันตอสถานการณสามารถ
ตรวจราชการตอหนวยตางๆ ในกองทัพบกไดครบทุกหนวยอยางนอยปละ ๑ ครั้ง เกิดวัฒนธรรมองคกร
ทุกหนวยงานยึดมั่นปฏิบัติตามระเบียบที่ถูกตองและที่สำคัญคือประชาชนเกิดความเชื่อม่ันในระบบราชการ
ของกองทัพบกสอดคลองกับยุทธศาสตรชาติ โดยเฉพาะดานการพัฒนาและเสริมสรางศักยภาพ
ทรัพยากรมนุษย และดานการปรับสมดุลและพัฒนาระบบการบริหารจัดการภาครัฐ

The long-standing problem of Corruption in the Thai Bureaucracy is an
obstacle to National Development which causes poverty and conflict among the country's
population. Following the National Strategy 2018-2037, the Government needs to launch
policies for the government sector to prevent and solve this problem increasingly and
sustainability together with the operational policy of the Royal Thai Army Fiscal year 2024
has spoken in the matter of Vision, especially in terms of being confident of the people
that The Army must carry out its responsibilities with success and efficiency that is reliable
and gain trust by using the principles of good governance in the administration and
performance of government duties based on the principles of the rule of law,
transparency, participation, accountability, verifiability, value, and morality lead to a good
image of the agency. Therefore, there is the duty of the Inspector General Department of
the Army as a unit of the Royal Thai Army which is responsible for carrying out government
inspections to Investigate and investigate matters related to the efficiency and government
service of various units of the Royal Thai Army. Investigating and considering grievances and
complaints related to government service or soldiers or government officers of the Royal
Thai Army must lay down guidelines for developing government inspections for maximum
efficiency under the current situation. The crisis of people’s trust in government agencies is
intensifying. Contrary to the rate of personnel working in such areas. The Inspector General
Department as an inspection unit must integrate government inspections following the
concept that “The inspection unit is even stronger, people are reassured” Building trust and
confidence from the people by applying concepts from the research of related researchers,
Connectivism theory, Scoring rubrics, Lean system (LEAN) and Dynamic network teamwork
system. And proposed as a guideline for integrating government inspections, resulting in
the concept of network operations, called the "ชกท. 9310 Network"Under 9310 models,
the problem of personnel limitations and budget are solved and brought to a new
dimension in government inspection. Previously, the inspection was carried out by the
Inspector General of the Royal Thai Army to various units in the Army, from the total
independent company 708 units. It will take approximately 4 - 5 years to be able to
inspect all units. Government inspections are therefore not continuous and unable to
keep up with changes in the situation Including the expectations of commanders and
citizens. It is an effective government inspection, that covers all units of the Royal Thai
Army. Keep up with the situation, Able to inspect all units in the Royal Thai Army at
least once a year. Organizational culture is created. Every department is committed to
following correct regulations. And most importantly, people have confidence in the
Royal Thai Army's bureaucracy in line with the Strategy on Human Capital Development
and Strengthening and The Strategy on Public Sector Rebalancing and Development.
