เรื่อง แนวทางพัฒนาระบบบริหารจัดการน้้าของประเทศไทย

การบริหารจัดการและการพัฒนาระบบบริหารจัดการน้้าท่ามกลางสภาวะการ
เปล่ียนแปลงสภาพภูมิอากาศและปรากฏการณ์เอนโซ่ รวมถึงตัวแปรอื่นๆ ท่ีมีความไม่แน่นอน
จึงเป็นความท้าทายในระดับความมั่นคงของชาติ เพราะหากใช้วิธีหรือระบบการบริ หารจัดการรูป
แบบเดิมหรือรูปแบบท่ีไม่สามารถรองรับการเปล่ียนแปลงได้เพียงพอ จะท้าให้เกิดวิกฤติมากขึ้น
แบบทวีคูณ ส่งผลต่อท้ังภาครัฐ อุตสาหกรรม เกษตรกรรม รวมถึงประชาชนผู้ใช้น้้าทุกภาคส่วน
งานวิจัยฉบับนี้ จึงมุ่งหาแนวทางสรุปรูปแบบการเปล่ียนแปลงสภาพภูมิอากาศและปรากฏการณ์
เอนโซ่ ปัญหาอุปสรรคในการบริหารจัดการทรัพยากรน้้าท่ามกลางสภาวะดังกล่าว ข้อเสนอแนะ
รวมถึงรูปแบบในการขับเคล่ือนการบริหารจัดการน้้าท่ีเหมาะสมกับสถานการณ์ต่างๆ ท่ีจะเกิดขึ้น
ในระยะส้ัน และรวมถึงการบริหารจัดการในระยะยาว เพื่อความมั่นคงทางด้านทรัพยากรน้้าท่ีจะส่งผล
ต่อความมั่นคงในด้านอื่นๆ อีกหลากหลายด้าน
ดังนั้น การน้าวิธีการแก้ไขปัญหาโดยยึดเอาธรรมชาติเป็นฐานให้มากกว่าเดิม ปัจจุบัน
หลายประเทศ มองเห็นเป็นภาพเดียวกันว่าการแก้ปัญหาท่ียั่งยืนท่ีสุดคือการแก้ต้ังแต่ท่ีต้นตอนั่น
คือต้องฟื้นฟูธรรมชาติระบบนิเวศและความหลากหลายทางชีวภาพท่ีถูกท้าลายไปให้กลับคืนมา
สอดคล้องผู้มีส่วนได้ส่วนเสียต่างเห็นพ้องกันในความส้าคัญของการแก้ปัญหาท่ีวิธีการ โดยการ
ให้น้้าหนักไปท่ีทรัพยากรธรรมชาติ การอยู่ร่วมกัน การบริหารจัดการสมดุลน้้าอย่างชาญฉลาด
ความต้องการของมนุษย์ท่ีไม่มีขีดจ้ากัด จะต้องถูกจ้ากัดและพร้อมปรับเปล่ียน ให้สอดรับกับ
การเปล่ียนแปลง ตามแนวทางการให้ความส้าคัญกับการอนุรักษ์ฟื้นฟูทรัพยากรธรรมชาติ และ
ยังสอดคล้องกับ แนวทางการบริหารจัดการน้้าโดยใช้โครงสร้างสีเทาร่วมกับโครงสร้างสีเขียว
สามารถน้ามาผสมผสานเพื่อพัฒนาเป็นแนวทางแก้ไขปัญหาโดยอาศัยธรรมชาติเป็นฐานได้ โดยเมื่อ
เมื่อมีการออกแบบและน้าแนวทางพัฒนาโครงสร้างสีเทาและโรงสร้างสีเขียวมาออกแบบและพัฒนา
ร่วมกันจะช่วยลดต้นทุนในการด้าเนินโครงการเพื่อพัฒนาได้อย่างเป็นรูปธรรมและมีนัยส้าคัญ
