ปัจจุบัน ภูมิทัศน์ของภัยคุกคามทางไซเบอร์มีความซับซ้อนมากขึ้นและพัฒนาอย่าง
รวดเร็วทั้งในแง่ของจ านวนและความหลากหลายของการโจมตี การโจมตีเหล่านี้มักมีเป้าหมายเพื่อให้
บรรลุผลประโยชน์ทางการเมือง เศรษฐกิจ และสังคม ดังนั้นการท าความเข้าใจประเภทของภัยคุกคาม
ปัจจัยท่ีส่งผลให้เกิดภัยคุกคาม และแนวโน้มในอนาคตจึงเป็นส่ิงส าคัญต่อการเตรียมพร้อมและป้องกัน
อย่างมีประสิทธิภาพ ในยุคปัจจุบันท่ีภัยคุกคามทางไซเบอร์มีความซับซ้อนและหลากหลายมากขึ้น
การป้องกันภัยคุกคามทางไซเบอร์ร่วมกัน ( Joint Cyber Defense) ได้กลายเป็นสิ่งจ าเป็น
การป้องกันภัยคุกคามทางไซเบอร์ร่วมกันนี้หมายถึงการบูรณาการและความร่วมมือระหว่างหน่วยงาน
ต่าง ๆ รวมถึงรัฐบาล ภาคเอกชน และภาคประชาสังคม เพื่อสร้างระบบการป้องกันท่ีเข้มแข็งและ
ครอบคลุมทุกมิติ
งานวิจัยนี้ได้ระบุถึงกลยุทธ์ท่ีมีประสิทธิภาพในการพัฒนาการป้องกันภัยคุกคามทาง
ไซเบอร์ร่วมกัน การพัฒนาการป้องกันภัยคุกคามทางไซเบอร์ร่วมกันนั้นเกี่ยวข้องกับการประเมิน
สถานะปัจจุบันของขีดความสามารถในการป้องกันไซเบอร์ของกองทัพไทย การศึกษาเกี่ยวกับจุดแข็ง
และจุดอ่อน รวมถึงการวิเคราะห์แนวทางในการเพิ่มขีดความสามารถในการป้องกันไซเบอร์ให้มี
ประสิทธิภาพและปลอดภัยมากยิ่งขึ้น
การศึกษาพบว่าภัยคุกคามทางไซเบอร์มีหลากหลายรูปแบบ ต้ังแต่การโจมตีด้วยมัลแวร์
และการสอดแนมทางไซเบอร์ ไปจนถึงปฏิบัติการท่ีมีผลกระทบต่อโครงสร้างพื้นฐานท่ีส าคัญ
ภัยคุกคามเหล่านี้มีแหล่งท่ีมาท้ังจากรัฐท่ีเป็นปฏิปักษ์และองค์กรท่ีไม่ใช่รัฐ และมีผลกระทบต่อความ
มั่นคงของชาติ เศรษฐกิจ และสังคม ดังนั้นการพัฒนากลยุทธ์การป้องกันภัยคุกคามทางไซเบอร์ท่ีมี
ประสิทธิภาพจึงมีความส าคัญต่อการรับมือกับภัยคุกคามท่ีหลากหลายนี้ แผนการพัฒนา
ขีดความสามารถในการป้องกันไซเบอร์ควรรวมถึงการพัฒนาบุคลากร การลงทุนในเทคโนโลยี และ
การปรับปรุงกระบวนการ อีกท้ังยังควรส่งเสริมความร่วมมือกับพันธมิตรทางทหารและองค์กรระหว่าง
ประเทศ เช่น นาโต้ หรือสหภาพยุโรป นอกจากนี้ควรให้ความส าคัญกับการแบ่งปันข้อมูลข่าวกรอง
การฝึกร่วม และการพัฒนากลไกในการรับมือภัยคุกคามอย่างมีการประสานงาน
นอกจากนี้ เพื่อรับมือกับภัยคุกคามทางไซเบอร์อย่างมีประสิทธิภาพ ควรเพิ่มการลงทุน
ในบุคลากร เทคโนโลยี และกระบวนการท่ีเกี่ยวข้องกับความมั่นคงปลอดภัยทางไซเบอร์ ควรมี
การฝึกอบรมและพัฒนาบุคลากรทางไซเบอร์อย่างต่อเนื่อง เพื่อให้พวกเขามีความรู้และทักษะในการ
จัดการกับภัยคุกคามท่ีเปล่ียนแปลงอยู่เสมอ เทคโนโลยีข้ันสูงเช่นปัญญาประดิษฐ์ (AI) และการเรียนรู้
ของเครื่อง (ML) ควรถูกน ามาใช้ในการตรวจจับ วิเคราะห์ และตอบสนองต่อภัยคุกคามทางไซเบอร์
เพื่อรับมือกับภัยคุกคามทางไซเบอร์ท่ีมีความซับซ้อนและรุนแรงมากขึ้น ซึ่งพัฒนาอย่างรวดเร็ว

Currently, the cyber threat landscape has become increasingly complex and
rapidly evolving in terms of both the number and diversity of attacks. These attacks are
often aimed at achieving political, economic, and social gains. Understanding the types of
threats, the factors contributing to their rise, and future trends is therefore essential for
effective preparedness and defense. In the current era where cyber threats have become
increasingly complex and diverse, Joint Cyber Defense has become essential. Joint Cyber
Defense involves the integration and collaboration between various agencies, including
government, private sector, and civil society, to build a strong and comprehensive defense
system that covers all dimensions.
This research identifies effective strategies for developing joint cyber defense.
The development of joint cyber defense involves assessing the current state of cyber
defense capabilities within the Thai military, studying strengths and weaknesses, and
analyzing approaches to enhance cyber defense capabilities more effectively and securely.
The study found that cyber threats come in various forms, ranging from
malware attacks and cyber espionage to operations affecting critical infrastructure. These
threats originate from both hostile states and non-state actors and have an impact on
national security, the economy, and society. Therefore, developing effective cyber defense
strategies is crucial to addressing these diverse threats. The development plan for
enhancing cyber defense capabilities should include personnel development, investment
in technology, and process improvement. Another key aspect is fostering cooperation with
military allies and international organizations such as NATO or the EU. Additionally,
emphasis should be placed on intelligence sharing, joint training, and the development of
mechanisms for coordinated threat response.
Additionally, to effectively counter cyber threats, there should be increased
investment in personnel, technology, and processes related to cybersecurity. Continuous
training and development of cybersecurity personnel should be provided to ensure they
have the knowledge and skills to deal with ever-changing threats. Advanced technologies
such as AI and ML should be utilized to detect, analyze, and respond to cyber threats, in
order to counter increasingly complex and severe cyber threats that evolve rapidly.
