การศึกษาวิจัยเรื่อง แนวทางการพัฒนาคุณลักษณะอันพึงประสงค์ของผู้ช่วยทูตฝ่ายทหาร
กรณีศึกษาความสัมพันธ์ระหว่างไทย-มาเลเซีย เป็นการวิจัยเชิงคุณภาพในรูปแบบพรรณนา ผู้วิจัย
ก าหนดวัตถุประสงค์การวิจัยไว้ ๓ ข้อ ประกอบด้วย ๑. เพื่อศึกษาสถานการณ์ความสัมพันธ์ระหว่าง
ประเทศ และระหว่างกองทัพของแนวพรมแดนระหว่างไทย - สหพันธรัฐมาเลเซีย รวมถึงปัจจัยท่ีมี
ผลกระทบต่อการปฏิบัติงานของผู้ช่วยทูตฝ่ายทหารประจ ากรุงกัวลาลัมเปอร์ สหพันธรัฐมาเลเซีย
๒. เพื่อศึกษาทฤษฎี แนวคิด และหลักการท่ีเกี่ยวข้องกับการปฏิบัติงานการทูต และ ๓. เพื่อศึกษาแนวทาง
การพัฒนาคุณลักษณะอันพึงประสงค์ของผู้ช่วยทูตฝ่ายทหาร โดยการวิจัยใช้การวิเคราะห์ข้อมูล
ประกอบกับแนวความคิดทฤษฎีท่ีเกี่ยวข้องจนกระท่ังได้แนวทางการพัฒนาคุณลักษณะอันพึงประสงค์
ของผู้ช่วยทูตฝ่ายทหาร กรณีศึกษาความสัมพันธ์ระหว่างไทย-มาเลเซีย จากผลการวิจัย ท าให้พบว่า
ผู้ช่วยทูตฝ่ายทหาร (Defence Attache) เป็นผู้แทนของกองทัพไทยในต่างประเทศ เป็นท่ีปรึกษา
เอกอัครราชทูตหรืออุปทูตเกี่ยวกับการทหารของกองบัญชาการกองทัพไทยและกระทรวงกลาโหม
ท าหน้าท่ีสังเกตการณ์ และประสานงานด้านกิจการทหารกับต่างประเทศ รวบรวมด าเนินกรรมวิธีต่อ
ข่าวสารท่ีมีต่อแผนยุทธศาสตร์ของกองทัพและประเทศไทย ควบคุมดูแล และช่วยเหลือข้าราชการ
และนักเรียนทหารสังกัดกองทัพไทยและกระทรวงกลาโหมในต่างประเทศ ซึ่งระยะเวลาในการด ารง
ต าแหน่งผู้ช่วยทูตฝ่ายทหาร โดยปกติคราวหนึ่งไม่เกิน ๓ ปี จากภารกิจของผู้ช่วยทูตฝ่ายทหาร
ความส าคัญของบุคลากรท่ีเข้ารับต าแหน่งหน้าท่ีผู้ช่วยทูตฝ่ายทหารจะต้องมีคุณลักษณะอันพึง
ประสงค์ท่ีมีความพร้อมในทุกด้านไม่เพียงแต่องค์ความรู้ในเรื่องของกฎ ระเบียบข้อบังคับเท่านั้น
เมื่อน ามาวิเคราะห์ร่วมกับปัจจัยท่ีมีผลกระทบต่อการปฏิบัติงานของผู้ช่วยทูตฝ่ายทหารและคุณลักษณะ
อันพึงประสงค์ แบ่งเป็นทักษะ ๔ ด้าน ได้แก่ (๑) ทักษะและความรู้ (๒) ทักษะการส่ือสาร (๓) ทักษะ
การแก้ปัญหา และ (๔) ทักษะด้านมนุษยสัมพันธ์และบุคลิกภาพ โดยในการนี้ผู้วิจัยจึงน าข้อมูลท่ีได้
จากการวิจัยมาสังเคราะห์เป็นแนวทางการพัฒนาคุณลักษณะอันพึงประสงค์ของ ผู้ช่วยทูตฝ่ายทหาร
ได้เป็น “สะพานการทูต : BRIDGE Diplomacy” คือ กลยุทธ์ทางการทูตท่ีมุ่งเน้นไปที่การสร้าง
ความสัมพันธ์และส่งเสริมความร่วมมือระหว่างประเทศต่าง ๆ โดยเฉพาะประเทศท่ีมีความสัมพันธ์ท่ีตึงเครียด
โดยมีจุดมุ่งหมายเพื่อท าหน้าท่ีเป็นสะพานเช่ือมระหว่างประเทศท่ีถูกแบ่งแยก ช่วยให้พวกเขาเอาชนะ
ความแตกต่าง และสร้างความสัมพันธ์ท่ีสงบสุขและมีประสิทธิผลมากขึ้น โดยมีข้อเสนอแนะ คือ ประเทศไทย
จ าเป็นต้องมีการประเมินเชิงกลยุทธ์ใหม่โดยมีส่วนร่วมกับนานาชาติ รวมถึงการปฏิรูปการทูตด้านกลาโหม
การทหาร และการทูตด้านความมั่นคงท่ีครอบคลุมในบริบทของภัยคุกคามลูกผสม ความขัดแย้งแบบ
ลูกผสม และอิทธิพลท่ีเพิ่มข้ึนของผู้มีบทบาทท่ีไม่ใช่รัฐ เพื่อจัดการกับความท้าทายท่ีซับซ้อนท่ีเกิดจาก

Research study on Guidelines for developing desirable characteristics of military
attaches Case study of Thai-Malaysian relations This is qualitative research in a descriptive
format. The researcher has set 3 research objectives, consisting of: 1. To study the situation
of international relations. and between the armed forces of the border between Thailand -
the Federation of Malaysia Including factors affecting the performance of the Military Attache
in Kuala Lumpur. federation of malaysia 2. To study theories, concepts and principles related
to diplomatic work and 3. To study the guidelines. Development of desirable characteristics
of military attaches The research uses data analysis combined with related theoretical
concepts to arrive at guidelines for developing desirable characteristics of military attaches.
Case study of Thai-Malaysian relations From the research results, it was found that the
Defense Attache is the representative of the Thai Armed Forces abroad. Serve as an advisor
to the Ambassador or Charge d'Affaires regarding military matters of the Royal Thai Armed
Forces Headquarters and the Ministry of Defense. Act as an observer and coordinate military
affairs with foreign countries Gather and process information regarding the strategic plans of
the Army and Thailand. Control, supervise, and assist civil servants and military students
belonging to the Royal Thai Army and the Ministry of Defense abroad. The length of time
spent in the position of Military Attache Normally, one time does not exceed 3 years from
the mission of the military attaché. The importance of personnel accepting the position of
Military Attache must have desirable characteristics and be ready in every aspect, not only
knowledge of the rules regulations only. When analyzed together with factors affecting the
performance of military attachés and their desired characteristics. Divided into 4 skills: (1)
skills and knowledge (2) communication skills, (3) problem-solving skills, and (4) interpersonal
and personality skills. In this regard, the researcher took the information obtained from the
research and synthesized it into guidelines for developing the desired characteristics of
military attaches to become "BRIDGE Diplomacy", which is A diplomatic strategy that focuses
on building relationships and promoting cooperation between countries, especially those
with which relations are tense. Its aim is to act as a bridge between divided countries. Help
them overcome their differences. and create more peaceful and productive relationships.
The suggestion is that Thailand needs to re-evaluate its strategy by engaging with the
international community. This includes comprehensive reform of defense diplomacy,
military and security diplomacy in the context of hybrid threats. hybrid conflict and the
increasing influence of non-state actors. To address the complex challenges posed by
modern hybrid threats and conflicts. This holistic approach Not only does it help increase
national security. But it also contributes to regional and global stability.
