งานวิจัยนี้มีวัตถุประสงค์เพ่ือศึกษาสถานภาพของการใช้เครื่องจักรกลเกษตรเชิง
อุตสาหกรรม, การวิเคราะห์ปัญหาและอุปสรรคของการใช้เครื่องจักรกลในเกษตรเชิงอุตสาหกรรม ,
การเสนอนโยบายในการส่งเสริมการใช้นวัตกรรมเครื่องจักรกลเกษตรเพ่ือยกระดับเกษตรเชิง
อุตสาหกรรมไทย การวิจัยครั้งนี้เป็นการศึกษาวิจัยเชิงคุณภาพ (Qualitative Research) โดยมี
การศึกษาทฤษฎีที่เกี่ยวข้องเพ่ือให้ได้ข้อเสนอแนะและกลยุทธ์ภาพรวมของอุตสาหกรรมเกษตรไทย
นอกจากนั้นมีการจัดประชุมระดมสมองจากผู้เกี่ยวข้องในแต่ละภาคส่วนโดยใช้วิธีประชุมกลุ่มย่อย
ผลการวิจัยพบว่าปัญหาหลักคือมาตรฐานการผลิตและเทคโนโลยีที่ล้าหลัง นอกจากนี้ยังขาดการ
สนับสนุนด้านการเข้าถึงแหล่งทุน ข้อเสนอแนะเชิงนโยบายเน้นการส่งเสริมการเข้าถึงนวัตกรรมผ่าน
การสนับสนุนทางการเงินและการพัฒนาทักษะของเกษตรกร เพ่ือยกระดับอุตสาหกรรมเกษตรของ
ไทยให้สามารถแข่งขันในระดับสากลได ้
การส่งเสริมการใช้นวัตกรรมเครื่องจักรกลเกษตรเพ่ือยกระดับเกษตรเชิงอุตสาหกรรมให้
สอดคล้องกับยุทธศาสตร์ชาติ ๒๐ ปี (พ.ศ. ๒๕๖๑ - ๒๕๘๐) เป็นสิ่งสำคัญที่ทั้งภาครัฐและเอกชนต้อง
ร่วมมือกันดำเนินการ เพ่ือสร้างความเข้มแข็งให้กับภาคเกษตรกรรมของไทยและพัฒนาเศรษฐกิจ
อย่างยั่งยืน นโยบายในการส่งเสริมดังกล่าวควรครอบคลุมด้านต่าง ๆ และควรมีการประเมินผลเชิงกล
ยุทธ์ทั้งภาครัฐและเอกชนควรมีการประเมินผลการใช้นวัตกรรมเครื่องจักรกลเกษตรอย่างต่อเนื่อง
เพ่ือปรับปรุงนโยบายและกลยุทธ์ให้สอดคล้องกับเป้าหมายของยุทธศาสตร์ชาติ ๒๐ ปีและหากพบว่า
แนวทางใดไม่สอดคล้องกับสถานการณ์ปัจจุบัน ควรมีการปรับปรุงมาตรการและการดำเนินงานให้
ตอบสนองต่อความต้องการของเกษตรกรและผู้ประกอบการ รวมทั้งการใช้เทคโนโลยีและนวัตกรรม
จะช่วยพัฒนาเกษตรกรรมไทยให้เติบโตอย่างยั่งยืน สอดคล้องกับเป้าหมายยุทธศาสตร์ชาติ

Abstract
Title Guidelines for using innovative modern agricultural machinery to
enhance the Thai agricultural industry

This research aims to study the status of agricultural machinery usage in the
industrial sector, analyze the problems and obstacles in utilizing machinery in industrial
agriculture, and propose policies to promote the use of agricultural machinery innovations
to elevate Thailand's agriculture industrial sector. This study adopts a qualitative research
approach, reviewing relevant theories to provide recommendations and overall strategies
for the Thai agricultural industry. Additionally, brainstorming sessions were conducted with
stakeholders from various sectors using small group meetings.
The findings indicate that the main issues include outdated production
standards and technology, as well as limited access to funding. The policy recommendations
emphasize promoting access to innovation through financial support and enhancing
farmers' skills, aiming to elevate Thailand's agricultural industry to a level where it
can compete internationally.
Promoting the use of agricultural machinery innovations to enhance industrial
agriculture in alignment with the 20-year National Strategy (2018–2037) is essential.
It requires cooperation between the public and private sectors to strengthen Thailand's
agriculture and develop the economy sustainably. The promotion policies should cover
various aspects and include strategic evaluations. Both the public and private sectors
should continuously assess the use of agricultural machinery innovations to refine policies
and strategies in line with the goals of the 20-year National Strategy. If any approaches are
found to be inconsistent with current conditions, measures and operations should be
adjusted to meet the needs of farmers and entrepreneurs. Moreover, the use of
technology and innovation will help develop Thai agriculture in a sustainable manner,
aligned with the goals of the National Strategy.
