บทคัดย่อ
เรื่อง แนวทางการบูรณาการด้านบรรเทาสาธารณภัย เพ่ือช่วยเหลือประชาชนอย่างมีประสิทธิภาพ

งานวิจัยครั้งนี้มีวัตถุประสงค์เพ่ือศึกษานโยบาย โครงสร้างการท างาน และภารกิจของ
หน่วยงานด้านบรรเทาสาธารณภัยในทุกภาคส่วน และภาคประชาสังคมอ่ืน ๆ ที่เกี่ยวข้อง รวมทั้ง
ศึกษาผลการด าเนินงานด้านบรรเทาสาธารณภัยและการช่วย เหลือประชาชนของทุกภาคส่วน
และภาคประชาสังคมอ่ืน ๆ และปัญหาข้อขัดข้อง และเสนอแนะแนวทางการบูรณาการงานด้าน
บรรเทาสาธารณภัย และการช่วยเหลือประชาชนอย่างเป็นรูปธรรม โดยให้สอดคล้องกับหน่วยงาน
ที่เกี่ยวข้อง วิธีด าเนินการวิจัย ใช้วิธีการวิจัยเชิงคุณภาพร่วมกับการวิจัยเชิงพรรณนา โดยเก็บรวบรวม
ข้อมูลปฐมภูมิจากผู้มีส่วนเกี่ยวข้องกับงานด้านบรรเทาสาธารณภัยของประเทศ จ านวน ๕ คน
และข้อมูลทุติยภูมิจากต าราและเอกสารต่าง ๆ และวิเคราะห์ข้อมูลด้วยวิธีการวิเคราะห์เนื้อหา
ผลการวิจัย พบว่า ยุทธศาสตร์ด้านการบรรเทาสาธารณภัยและการช่วยเหลือประชาชน สามารถ
พิจารณาจากยุทธศาสตร์ชาติ พ.ศ. ๒๕๖๑-๒๕๘๐ ประเด็นด้านความมั่นคงที่เน้นการบริหารจัดการ
สภาวะแวดล้อมของประเทศให้มีความมั่นคง ปลอดภัย และนโยบายรัฐบาลด้านความม่ันคงที่เน้นการ
พัฒนาระบบเตรียมพร้อมแห่งชาติและระบบบริหารจัดการภัยพิบัติ การช่วยเหลือการป้องกันบรรเทา
สาธารณภัยและภัยพิบัติ การเสริมสร้างความร่วมมืออย่างบูรณาการจากทุกภาคส่วน และการพัฒนา
ศักยภาพการป้องกันประเทศและความพร้อมเผชิญภัยคุกคามทุกมิติ ส าหรับโครงสร้างการท างาน
และภารกิจของหน่วยงานที่เกี่ยวข้อง พบว่ามีคณะกรรมการและคณะท างานขับเคลื่อนใน ๓ ระดับ
คือ ระดับนโยบาย ระดับปฏิบัติ และฝ่ายสนับสนุน ผลการด าเนินงานด้านบรรเทาสาธารณภัยและการ
ช่วยเหลือประชาชนในระดับระดับนโยบาย พบว่าได้ผลักดันให้เกิดการขับเคลื่อนเรื่องการลดความ
สูญเสียและความเสียหาย และการป้องกันเพ่ือลดความเสี่ยงจากสาธารณภัยด้วยการเพ่ิมศักยภาพ
ในการจัดการความเสี่ยง ส าหรับระดับปฏิบัติและฝ่ายสนับสนุน พบว่ามีกลไกการท างานในพ้ืนที่
และมีการท างานร่วมกันใน ๔ ขั้น คือ ขั้นเตรียมการ ขั้นก่อนเกิดภัย ขั้นระหว่างเกิดภัย และขั้นหลังการ
เกิดภัย โดยพบปัญหาอุปสรรคส าคัญเรื่องบุคลากร อุปกรณ์เครื่องมือ ทักษะการท างาน ประสบการณ์
การบูรณาการระหว่างหน่วยงาน ข้อกฎหมาย การตัดสินใจ และปัญหางบประมาณ ในส่วนของ
ข้อเสนอแนะแนวทางการบูรณาการการท างานระหว่างหน่วยงาน คือการขับเคลื่อนการท างานอย่าง
ประสานสอดคล้องระหว่างหน่วยงานในพ้ืนที่ โดยพิจารณาถึงอ านาจหน้าที่ตามกฎหมาย การติดต่อ
ประสานงานที่ต่อเนื่อง การมีความสัมพันธ์ที่ดีระหว่างหน่วยงาน การพ่ึงพาและแลกเปลี่ยนทรัพยากร
ระหว่างหน่วยงาน การสร้างเครือข่ายระดับผู้น าและบุคคล และการมีเวทีในการท างานร่วมกัน

The purpose of this research is to study the policy, work structure and the
missions of disaster prevention and mitigation in all sectors and other relevant civil
society sectors, to study the results of operations in disaster prevention and mitigation
to public assistance from all sectors and other civil society sectors, and to study
the guidelines for integrating disaster prevention and mitigation to public assistance
in concrete ways. In this research, qualitative research method was combined with
descriptive research method. The primary data were collected from 5 persons involved
in the disaster prevention and mitigation to public assistance. The secondary data were
compiled from textbooks and documents via an analysis method.
The research findings indicate that strategies for the disaster prevention and mitigation
to public assistance can be considered from the National Strategy 2018-2037,
that focus on managing the country's environment to be stable and safe, and can be
considered from government policy, issues that focus on development of the national
preparedness and disaster management system and including help operational
integration and others. For the work structure and missions of related agencies, it was
found that there are committees and working groups working at 3 levels: policy level,
practice level, and support level. Results of operations in disaster prevention and
mitigation to public assistance at the policy level, It was found that there was a drive
to reduce loss and damage. And prevention to reduce risks from public disasters
by increasing potential. For practice and support levels it was found that there was
a working mechanism in the area and working together in 4 stages : preparation stage
steps before disaster strikes Stage during disaster and the post-disaster stage.
And found important obstacles regarding personnel, tool equipment, work skills,
experience, inter-agency integration, legal issues, decision-making and budgetary issues.
In terms of suggestions for ways to integrate work between agencies is driving work
in harmony between agencies in the area, consideration of legal authority and duties,
continuous coordination, having good relationships between departments, pendency
and exchange of resources between departments, creating a network of leaders and
individuals, and having a platform for working together.
