เร่ือง แนวทางการเสริมสร้างบทบาทและภารกิจของนายกรัฐมนตรีที่มีต่อเด็กรุ่น

ปัจจุบันบทบาทหรือนโยบายของนายกรัฐมนตรี มักให้ความสำคัญและมุ ่งเน้นไปที่
ปัญหาปากท้องประชาชน จนทำให้ประเด็นเรื่องการพัฒนาเด็ก และเยาวชน ยังเป็นประเด็นที่ยังไม่ถูก
พูดถึงมากนัก แต่ถึงอย่างไรก็ตามหากมองในระยะยาวแล้ว ในอีกไม่ถึงสิบปีข้างหน้า กลุ่มประชากร
กลุ่มใหม่ หรือ จะจะเริ่มก้าวเข้ามามีบทบาททางการเมือง ในฐานะผู้มีสิทธิ์ในการเลือกตั้ง และจะเริ่ม
เข้ามามีบทบาทในการเปลี่ยนแปลงและรับผิดชอบต่อสังคมและเศรษฐกิจ ดังนั้นนายกรัฐมนตรีใน
ฐานะผู้นำรัฐบาล ควรมีการพัฒนาและเสริมสร้างบทบาทตลอดจนภารกิจต่อเด็กกลุ่มดังกล่าว เพ่ือ
สร้างพลเมืองไทยที่มีคุณภาพในอนาคต
ผลการศึกษาพบว่าแนวทางการเสริมสร้างบทบาทและภารกิจของนายกรัฐมนตรีที่มีต่อ
เด็กรุ่น Gen Alpha ประกอบด้วย 1) รูปแบบกิจกรรมระหว่างนายกรัฐมนตรีกับเด็กและเยาวชน
ควรพิจารณาเพิ่มเติมกิจกรรมที่ไม่เป็นทางการ 2) การเสริมสร้างบทบาทและภารกิจของนายกรัฐมนตรีที่
เกี่ยวข้องกับเด็ก Gen Alpha ควรเป็นการทำงานเชิงรุก มีแผนการปฏิบัติที ่ชัดเจน มีงบประมาณ
รองรับ 3) การให้ความสำคัญกับการใช้สื่อสังคมออนไลน์ในเสริมสร้างภาพลักษณ์และประชาสัมพันธ์
นายกรัฐมนตรี เน้นการมีส่วนร่วมของเด็กและเยาวชน โดยที่หน่วยงานภาครัฐควรบูรณาการการ
ทำงานร่วมกัน ในประเด็นการแก้ไขปัญหาการสื่อสารที่สร้างความเกลียดชังผ่านสื่อสังคมออนไลน์
ตลอดจนการสร้าง Influencer ทำหน้าที่ประชาสัมพันธ์ด้วย 4) และการสร้างแรงบันดาลใจผ่านภาพ
ลักษณนายกรัฐมนตรีในการเป็นแบบอย่างที่ดี (Role Model) หรือเป็นฮีโร่ที่สามารถเข้าถึงได้ง่าย
5) ควรสนับสนุนบทบาทสภาเด็กและยาวชนในระดับต่าง ๆ ให้เป็นที่รู้จักในสังคมมากขึ้น และผลักดัน
ให้มติสมัชชาจากสภาฯ สามารถส่งถึงนายกรัฐมนตรีได้โดยตรง 5) การจัดงานวันเด็กแห่งชาติ ควรมี
การพิจารณาเพ่ิมกิจกรรมที่เด็กในทุกพ้ืนที่ของประเทศไทยได้มีโอกาสในการเข้าพบนายกรัฐมนตรี 6)
เน้นย้ำการดำเนินนโยบายทางการเมืองของรัฐบาล และการปฏิบัติหน้าที่ของเจ้าหน้าที่รัฐ ต้องไม่เป็น
การสร้างบาดแผลทางจิตใจ ต่อเด็กและเยาวชน 7) พิจารณาการใช้เทคโนโลยีเสมือนจริง (Visual)

Title Guidelines in Enhancing the Prime Minister’s Roles and Tasks for
Generation Alpha Children to Build Competent Thai Citizens in the
Future

Currently, the Prime Minister’s roles or policies are often too engrossed in
citizens’ economic wellbeing that issues of children and youth’s development are not
widely discussed. Nevertheless, when projecting this aspect in the long run, this new
demographic group will contribute to politics as voters, and will play a role in changes
and responsibility towards social and economic aspects in the decade to come. As the
Head of the Government, the Prime Minister, therefore, is required to enhance and
promote the roles and tasks for the said youth with the goal to build competent Thai
citizens in the future.
The study shows that the guidelines in enhancing the Prime Minister’s roles
and tasks for Gen Alpha children consist of 9 approaches. Firstly, the type of interaction
between the Prime Minister and youth should consider adding unofficial activities.
Secondly, enhancement of the Prime Minister’s roles and tasks for Gen Alpha youth
should be active and based on clear work plan with appropriately allocated budget.
On the third aspect, online social media should play a key role in enhancing the Prime
Minister’s image and reputation while promoting children and youth’s participation.
Governmental agencies are also advised to integrate their performance in solving
communication issue resulting in hate speech via online social media while forming
influencer figures for public relations purpose. Fourth, inspiration needs to take place
based on the image of the Prime Minister as the role model or as the easy-going hero.
Fifth, roles of children and youth’s councils at different levels should be promoted so
that their names would be known extensively. Their resolutions should be able to
directly reach the Prime Minister. Next, activities on the National Children’s Day should

consider giving kids in all parts of Thailand the opportunity to meet the Prime Minister.
On the seventh aspect, the Government’s implementation of political policies and the
governmental staff’s performance must not inflict emotional damage upon children
and youth. Next, visual technology of the Prime Minister should be considered in which
AI system can serve as the tool in communicating with and providing knowledge to
children. Lastly, cooperation in children and youth-related projects/activities between
the Prime Minister’s Office and the Department of Children and Youth, Ministry of
Social Development and Human Security should be encouraged.
