การเอื้อเฟื้อเผื่อแผ่ ช่วยเหลือผู้อื่น เสียสละประโยชน์ส่วนตนเพื่อประโยชน์ส่วนรวม
ของคนไทย เป็นค่านิยมอันดีงามที่ ถือปฏิบัติกันมาท าให้สังคมไทยสงบสุขร่มเย็นมายาวนาน
นับแต่อดีตกาลนั้น นับวันจะลดน้อยถอยลง จากสภาวะสังคมที่เปลี่ยนแปลงไปอย่างรวดเร็ว
ตามความเจริญก้าวหน้าทางเทคโนโลยีด้านต่างๆ การแก่งแย่งแข่งขันทางเศรษฐกิจ เป็นความท้าทาย
ความสามารถของสังคมไทยเป็นอย่างมากว่าจะมีแนวทางใดที่จะยืนหยัดรักษารากฐานที่ดีงาม
จากอดีตให้คงอยู่และเสริมสร้างให้สืบทอดเป็นภูมิคุ้มกันสังคม ให้เป็นปึกแผ่นมั่นคงและฟันฝุา
วิกฤตการณ์ส าคัญต่างๆ ได้ ดังในอดีต ขุมพลังหนึ่งที่ส าคัญอย่างยิ่งคือพลังชุมชนที่เข้มแข็ง ที่มีผล
ให้การเผชิญสถานการณ์วิกฤติของชาติหลายๆ ครั้งคลี่คลายได้โดยเร็ว ดังนั้น การตระหนักถึงความ
เข้มแข็งของสังคมชุมชน ตั้งแต่ตัวบุคคล ครอบครัว และองค์กรต่างๆ ในระดับชุมชน ย่อมจะมีพฤติกรรม
ปัจจัย และแนวทางตามบริบทของพื้นที่ ที่จะสามารถพัฒนาสร้างสรรค์เพื่อประโยชน์ในสังคมชุมชน
นั้นๆ ได ้ โดยเฉพาะการให้ความส าคัญกับการปลูกฝังคุณธรรมและจริยธรรมตามพื้นฐานหลักค าสอน
ของศาสนาที่มีมาช้านาน กล่าวได้ว่าเป็นค่านิยมพื้นฐาน อันเป็นส านึกที่ฝังลึกลงในจิตใจคนไทย
สืบทอดกันมาจากรุ่นสู่รุ่น ให้ชาติด ารงยืนหยัดอยู่ได้อย่างมั่นคงสง่างามในสังคมโลก ดังนั้น
แม้สถานการณ์ของโลกดังที่กล่าวข้างต้นจะส่งผลกระทบต่อสังคมไทยเช่นไร หนทางการที่จะรักษาไว้
ซึ่งค่านิยมให้ประชาชนในชุมชนมีส านึกที่ดี กระท าสิ่งดีๆ มีจิตอาสาเพื่อสังคมส่วนรวม เป็นพลเมือง
ที่ดีของชาติต่อไปอย่างต่อเนื่องนั้นพลังชุมชนที่เข้มแข็งจึงเป็นความท้าทายที่ชุมชนเองต้องค้นคว้า
หาแนวทางบนบริบทของภูมิสังคมชุมชนของตน น ามารังสรรค์ให้เกิดประโยชน์สุขแก่ชุมชนต่อไป
การวิจัยครั้งนี้ ผู้วิจัยจึงขันอาสาเป็นแกนน าร่วมกับชุมชนบ้านแก่นท้าว ต าบลเม็กด า
อ าเภอพยัคฆภูมิพิสัย จังหวัดมหาสารคาม ท าการวิจัยเรื่องแนวทางการเสรมิสร้างค่านิยมด้านจติอาสา
ให้กับชุมชนกรณีศึกษาจิตอาสาประชาชนชุมชนบ้านแก่นท้าว อ าเภอพยัคฆภูมิพิสัย จั งวัด
มหาสารคาม โดยมีวัตถุประสงค์เพื่อศึกษาพฤติกรรมจิตอาสาของประชาชน ค้นหาปัจจัยในการ
เสริมสร้างค่านิยมด้านจิตอาสาของประชาชน และน าเสนอแนวทางการเสริมสรา้งค่านิยมด้านจติอาสา
ให้กับประชาชนในชุมชนบ้านแก่นท้าว โดยเป็นการวิจัยเชิงคุณภาพ (Qualitative Research)
รวบรวมข้อมูลแนวคิด ทฤษฎีที่เกี่ยวข้องจากงานวิจัยทั้งในประเทศและงานวิจัยต่างประเทศ รวมทั้ง
ศึกษาจากวรรณกรรมที่เกี่ยวข้อง การสัมภาษณ์เชิงลึกจากผู้ให้ข้อมูล น าข้อมูลมาจัดระเบียบ
ตรวจสอบ วิเคราะห์ และสังเคราะห์ เพื่อสรุปโอกาส ความท้าทาย และแนวทางเชิงนโยบายต่อ
การเสริมสร้างค่านิยมด้านจิตอาสาให้กับชุมชน ซึ่งผลการศึกษา พบว่าพฤติกรรมด้านจิตอาสา

ของประชาชนชุมชนบ้านแก่นท้าวนั้นจ าแนกออกไดเ้ป็นพฤติกรรม ๕ ด้าน ประกอบด้วย การเสียสละ
ต่อสังคม การช่วยเหลือผู้อื่นโดยไม่หวังสิ่งตอบแทน ความมุ่งมั่นพัฒนาสิ่งรอบตัวให้เกิดการ
เปลี่ยนแปลงที่ดีข้ึน การดูแลรักษาทรัพยากร และการเห็นคุณค่าความสามารถของตนเอง และแต่ละ
ด้านมีตัวอย่างของการแสดงออกที่ชัดเจน รวมทั้งหมด ๒๔ พฤติกรรมการแสดงออก โดยมีปัจจัย
ในการเสริมสร้างค่านิยมด้านจิตอาสาของประชาชนชุมชนบ้านแก่นท้าวจ าแนกออกเป็น ๒ ปัจจัย คือ
ปัจจัยส่วนบุคคล และปัจจัยทางสังคม มีองค์ประกอบปัจจัยละ ๕ ด้าน รวมทั้งหมดเป็น ๑๐ ด้าน
ส าหรับแนวทางการเสริมสร้างค่านิยมด้านจิตอาสาให้กับประชาชนในชุมชนบ้านแก่นท้าว ได้ค้นพบ
รูปแบบพลังแผ่นดิน หรือ LAND Model ซึ่งประกอบด้วย การสร้างภาวะผู้น าให้เกิดข้ึนกับประชาชน
ในชุมชน (Leaderships) การใช้กิจกรรมที่สอดคล้องกับวิถีวัฒนธรรมของชุมชนเพื่อเสริมสร้าง
การเรียนรู้แบบซึมทราบในตน (Action for Learning) การเช่ือมร้อยเครือข่ายเพื่อหนุนเสริมให้เกิด
ค่านิยมจิตอาสา (Networking) และให้มีการพัฒนาด้วยการยกระดับเป็นหมู่บ้านต้นแบบการเรียนรู้
(Development)
โดยมีข้อเสนอแนะในเชิงปฏิบัติการ ที่ควรเน้นพฤติกรรมจิตอาสาด้านการดูแลรักษา
ทรัพยากร และการเห็นคุณค่าความสามารถของตนเอง เป็นเปาูหมายการพฒันา ส่วนรูปแบบแนวทาง
ตาม LAND Model การน าไปใช้นั้นควรสร้างแนวปฏิบัติที่ เหมาะสมกับบริบทของพื้นที่ และ
มีการบูรณาการของหน่วยงานทุกหน่วยงาน ส าหรับในเชิงนโยบายนั้น องค์การบริหารส่วนต าบล
เป็นองค์กรหลักในการบรรจุโครงการเสริมสร้างค่านิยมจิตอาสาของประชาชนในชุมชนเพื่อพัฒนา
ให้เกิดความยั่งยืนในแผนพัฒนาต าบลอย่างต่อเนื่อง โดยในระดับจังหวัดก าหนดเป็นนโยบาย
การพัฒนาพลเมืองจิตอาสา เช่น สนับสนุนการสร้างต าบลต้นแบบจิตอาสา เป็นต้น ซึ่งหน่วยงาน
ที่เกี่ยวข้องต้องขานรับนโยบายแนวทางการเสริมสร้างค่านิยมจิตอาสาของประชาชนในชุมชน
ไปก าหนดเป็นกลยุทธ์หรือแนวทางการพัฒนาความเป็นผู้น าให้แก่ประชาชน มีการจัดกิจกรรม
เสริมสร้างค่านิยมจิตอาสาอย่างสม่ าเสมอ สนับสนุนหรือกระตุ้น เผยแพร่ความตระหนัก เสริมหลัก
ความรู้ สู่การสร้าง ขยาย และประสานความเป็นเครือข่ายการพัฒนาค่านิยมจิตอาสา ให้แพร่หลาย
กระจายทั่วพื้นที่อย่างต่อเนื่อง ตามกระแสพระราชด ารัส และพระบรมราโชบายในพระบาทสมเด็จ
พระเจ้าอยู่หัว ที่ทรงมีพระราชประสงค์ให้ปวงชนชาวไทยมีความสุขบนพื้นฐานตามหลักปรัชญา
ของเศรษฐกิจพอเพียงสืบไป

A Case Study of Volunteers in Ban Kaen Thao Community,

The generosity, helping others, and self-sacrifice for the common good
of Thai people are virtuous values that have been practiced and have brought peace
and tranquility to Thai society for a long time. Nonetheless, these values are gradually
diminishing due to the rapidly changing social conditions driven by technological
advancements and economic competition. This presents a significant challenge for
Thai society to find ways to uphold and preserve these good foundations from the
past and to strengthen them as a societal immunity, making it resilient and capable
of overcoming various crises, as in the past. A crucial force in this regard is the
strength of community power, which has historically played a vital role in quickly
resolving national crises. Thus, awareness in the strength of community, including
individuals, families, organizations at the community level, is essential. There must
be behaviors, factors, and approaches, which align with the context of the area, that
will be able to develop and create benefits for the particular community. One of
those is the emphasis on instilling moral and ethical values based on long-standing
religious teachings. This is a fundamental value that is deeply ingrained in the hearts
of Thai people and has been passed down from generation to generation, enabling
the nation to stand firmly and gracefully in the global society. Hence, regardless of how
global situations may impact Thai society, maintaining these values and encouraging
community members to possess a good conscience, engage in good deeds, and
volunteer for the public good as responsible citizens, are continuous challenges.
Strong community power is essential in this regard, and communities must explore
ways within their local socio-cultural context to create well-being and benefits for
their community.
For this research, the researcher volunteered to lead a study in collaboration
with the Kaenthaw community in Mek Dam, Phayakkhaphum Phisai, Maha Sarakham.
The research focuses on ways to enhance the value of volunteerism within the
community, specifically examining the case of volunteers in Kaenthaw. The objectives are
to study the volunteer behavior of the community members, identify factors that
ง
enhance volunteer values, and propose methods for strengthening these values in
Kaenthaw. This qualitative research gathered concepts and theories from both
domestic and international studies, along with relevant literature. In-depth interviews
were conducted with informants. The collected data were organized, verified, analyzed,
and synthesized to summarize opportunities, challenges, and policy directions for
fostering volunteer values in the community. The study found that volunteer behavior in
the Kaenthaw community can be categorized into 5 areas: social sacrifice, helping others
without expecting anything in return, a commitment to improving surroundings,
resource conservation, and self-appreciation. Each category has clear examples,
totaling 24 distinct behaviors. There are 2 main factors that enhance volunteer
values : personal factors and social factors. Each factor contains 5 components,
making a total of 10 components. The research identified the LAND Model as an approach
to enhancing volunteer values in the community. This model includes: developing
leadership among community members (Leadership), using activities aligned with
community culture to foster experiential learning (Action for Learning), and connecting
networks to promote volunteer values (Networking), elevating the community to
become a model for learning (Development).
Practical recommendations emphasize focusing on volunteer behaviors
related to resource conservation and self-appreciation as key development goals. For
the LAND Model implementation, it is suggested to create practices that suit the
local context and ensure the integration of all relevant agencies. On the policy level,
the Subdistrict Administrative Organization should continuously include volunteer
value enhancement projects into the subdistrict development plan for sustainability.
At the provincial level, policies should aim at developing volunteer citizens, for
instance, supporting the creation of model volunteer subdistricts. Relevant agencies
should adopt policies to enhance volunteer values within the community and
establish strategies for developing leadership among citizens. Regular activities to
promote volunteer values should be organized, along with raising awareness,
spreading knowledge, and creating and expanding a network for volunteer value.
These activities should be widespread and continuous in accordance with the royal
speeches and policies of His Majesty the King, who wishes for all Thai people to find
happiness based on the philosophy of sufficiency economy.
