การศึกษาเรื่อง “การประเมินประสิทธิผลของการนำ พ.ร.ฎ.ว่าด้วยหลักเกณฑ์และวิธีการบริหารจัดการบ้านเมืองที่ดี มาปฏิบัติภายในหน่วยขึ้นตรงสำนักงานปลัดกระทรวงกลาโหม กรณีศึกษาสำนักพัฒนาระบบราชการกลาโหม” นี้มีความมุ่งหมายที่จะศึกษาแนวทางการปฏิบัติ ตามพ.ร.ฎ.ว่าด้วยหลักเกณฑ์และวิธีการบริหารจัดการบ้านเมืองที่ดี โดยพิจารณาในประเด็นปัญหา อุปสรรคที่หน่วยได้ดำเนินการตามแนวทางดังกล่าว และเพื่อนำผลการศึกษาวิจัยไปปรับปรุงพัฒนา แนวทางการพัฒนาระบบบริหารจัดการองค์กร โดยมุ่งเน้น ขั้นตอนการประเมินผลการปฏิบัติราชการ และการตรวจการประเมินผลการปฏิบัติราชการสำนักงานปลัดกระทรวงกลาโหม และหน่วยขึ้นตรงสำนักงานปลัดกระทรวงกลาโหมให้มีประสิทธิภาพเพิ่มขึ้น และสามารถแสดงผลได้อย่างเป็นรูปธรรม การศึกษาเป็นเชิงคุณภาพ โดยทำการเก็บรวบรวมข้อมูลจากข้าราชการทหารสังกัดสำนักพัฒนาระบบราชการกลาโหมและข้าราชการหน่วยขึ้นตรงสำนักงานปลัดกระทรวงกลาโหมที่รับผิดชอบกำกับดูแลงานด้านการพัฒนาระบบราชการของหน่วย ด้วยการใช้แบบสอบถาม และการสัมภาษณ์ ผู้บริหารระดับกลางของสำนักพัฒนาระบบราชการกลาโหม การวิเคราะห์ผลการศึกษา ได้แก่ การแจกแจงความถี่ร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน
ผลการวิจัยพบว่า ข้าราชการทหารสำนักพัฒนาระบบราชการกลาโหมและข้าราชการทหารหน่วยขึ้นตรงสำนักงานปลัดกระทรวงกลาโหมยังไม่บรรลุเป้าหมายตามพระราชกฤษฎีกาว่าด้วยหลักเกณฑ์และวิธีการบริหารกิจการบ้านเมืองที่ดี โดย ด้านการบริหารราชการเพื่อให้เกิดประโยชน์สุขของประชาชน และด้านการบริหารงานอย่างมีประสิทธิภาพและเกิดความคุ้มค่าในเชิงภาครัฐ ความคิดเห็นอยู่ในระดับมาก มีค่าเฉลี่ยเท่ากับ 3.86 3.59 สำหรับ ด้านการอำนวยความสะดวก และตอบสนองความต้องการของประชาชน ด้านการบริหารงานเพื่อให้เกิดผลสัมฤทธิ์ต่อภารกิจของรัฐ ด้านการประเมินผลการปฏิบัติงาน ด้านการปรับปรุงภารกิจของส่วนราชการ และด้านการลดขั้นตอนการปฏิบัติงาน ความคิดเห็นอยู่ในระดับปานกลางมีค่าเฉลี่ยเท่ากับ 3.49 3.46 3.38 3.24 และ 3.19 ตามลำดับ
