การศึกษาเรื่อง “การศึกษาปัญหาอุปสรรคการท างานของพนักงานสอบสวนที่ส่งผล
กระทบต่อการอ านวยความยุติธรรมแก่ประชาชน” มีวัตถุประสงค์เพ่ือให้ทราบถึงปัญหาและอุปสรรค
ในการปฏิบัติหน้าที่ของเจ้าหน้าที่ต ารวจสายงานสอบสวน ผลกระทบของประชาชนที่ได้รับจาก
การอ านวยความยุติธรรมในขั้นตอนงานสอบสวน รวมทั้งข้อเสนอแนะแนวทางในการแก้ไขปัญหา
และอุปสรรคในการปฏิบัติหน้าที่ของเจ้าหน้าที่ต ารวจสายงานสอบสวน อันจะน าไปสู่การพัฒนา
ระบบการปฏิบัติงานสอบสวนให้มีประสิทธิภาพยิ่งขึ้น และตอบสนองต่อความต้องการของประชาชน
ผู้มาใช้บริการ การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ (Qualitative Research) โดยการเก็บรวบรวม
ข้อมูลจากเอกสารเป็นหลัก เอกสารที่ส าคัญและเกี่ยวข้องกับงานวิจัยในครั้งนี้ ได้แก่ ระเบียบ
ข้อบังคับ ค าสั่ง ผลงานวิจัย หนังสือ ต าราบทความ และการสัมภาษณ์แบบเจาะลึกกับผู้ให้ข้อมูลหลัก
เป็นส าคัญ ผลการศึกษาสามารถสรุปไดท้ัง้หมด 4 ด้าน ดังต่อไปนี้
1. ด้านจ านวนเจ้าหน้าที่ผู้ปฏิบัติงาน มีจ านวนไม่เพียงพอ
2. ด้านประชาชน ประชาชนไม่มีความรู้และความเข้าใจในกระบวนการขั้นตอน
ทางกฎหมาย ท าให้เป็นอุปสรรคในการด าเนินการทางสอบสวน ท าให้เกิดการร้องเรียนพนักงาน
สอบสวน ย่อมได้รับผลกระทบจากการถูกต าหนิ ท าให้ตัดสินใจลาออก หรือย้ายสายงานออกจากงาน
สอบสวนไดง้่าย
3. ด้านสวัสดิการ ไม่มีสวัสดิการที่เฉพาะด้านสอบสวน ไม่เพียงพอต่อการท างาน เช่น
อุปกรณ์ส านักงาน เป็นต้น เกิดภาระเพ่ิมเติมให้กับเจ้าหน้าที่ผู้รับผิดชอบ และ
4. ด้านนโยบายข้อกฎหมายและค าสั่ง พบว่าไม่มีความยืดหยุ่นในการท างาน ไม่เกิด
ความสอดคล้องกับการปฏิบัติงานจริง ก่อให้เกิดความกดดันกับพนักงานสอบสวน จากการศึกษาครั้งนี้
พบว่า มีปัจจัยที่น่าสนใจเพ่ิมเติมในส่วนของด้านประชาชน เนื่องจากประชาชนส่วนใหญ่ไม่มีความรู้
ทางกฎหมาย และไม่เข้าใจในขั้นตอนของกฎหมาย ส่งผลให้การท างานของต ารวจล่าช้ามากขึ้ น
น าไปสู่การร้องเรียน หรือการหมิ่นประมาทพนักงานสอบสวน ท าให้เกิดภาวะความเครียดและ
ท้อแท้ในการท างานจนน าไปสู่การลาออกของสายงาน หรือหาทางออกด้วยการฆ่าตัวตาย จนวนมาสู่
ปัจจัยเดิมคือ จ านวนพนักงานสอบสวนไม่เพียงพอ

Study of “Study of problems and obstacles in the work of investigative
officers that affect the delivery of justice to the people” aims to know the problems
and obstacles in the performance of duties of police officers in the investigative line.
Impacts on the public from the administration of justice in the investigation process.
Including suggestions and guidelines for solving problems and obstacles in the
performance of duties of police officers in the investigation line. This will lead to the
development of a more efficient investigation system. and respond to the needs of
the people who use the service This research is qualitative research (Qualitative
Research) by collecting data mainly from documents. Important documents related
to this research include: rules, regulations, orders, research results, books, textbooks,
articles, and in-depth interviews with key informants are important. The results of the
study can be summarized in 4 areas as follows:
1. Number of working staff There are not enough numbers.
2. On the public side, the people do not have knowledge and understanding
of the legal process. causing an obstacle in conducting the investigation causing a
complaint to the investigator It will be affected by being criticized. made the decision
to resign or easily transfer work lines away from investigation work.
3. There is no welfare that is specific to investigations. Insufficient for work,
such as office equipment, etc., creating an additional burden on responsible officials :

From this study, it was found that There are additional interesting factors on the public
side. This is because most people do not have legal knowledge. And do not
