เอกสารวิจัยส่วนบุคคลฉบับนี้ มีวัตถุประสงค์ส าคัญ 3 ประการ ได้แก่ ประการแรก
ศึกษาและวิเคราะห์นโยบาย หลักเกณฑ์ และวิธีการในการจัดท างบพัฒนาจังหวัด และบทบาทของงบ
พัฒนาจังหวัดในการขับเคล่ือนการพัฒนาพื้นท่ีตามแผนพัฒนาจังหวัดพระนครศรีอยุธยา ประการท่ี
สอง วิ เคราะห์ปัญหาและอุปสรรคท่ี ส่งผลต่อประสิทธิภาพการจัดสรรงบพัฒนาจังหวัด
พระนครศรีอยุธยาให้แก่อ าเภอเพื่อขับเคล่ือนการพัฒนาพื้นท่ีตามแผนพัฒนาจังหวัด และประการท่ี
สาม จัดท าข้อเสนอแนะ และแนวทางการเพิ่มประสิทธิภาพการจัดสรรงบพัฒนาจังหวัดเพื่อยกระดับ
บทบาทของอ าเภอในการพัฒนาพื้นท่ีตามแผนพัฒนาจังหวัด
การศึกษานี้เป็นการศึกษาเชิงคุณภาพ โดยการศึกษาเอกสารงบประมาณรายจ่าย
ประจ าปีงบประมาณ พ.ศ. 2567 ของจังหวัดพระนครศรีอยุธยา และการสัมภาษณ์ผู้บริหาร
ผู้เช่ียวชาญ เจ้าหน้าท่ี และประชาชน ท้ังในจังหวัดและราชการส่วนกลาง ผลการศึกษาพบว่า
งบพัฒนาจังหวัดพระนครศรีอยุธยาถูกจัดสรรให้เฉพาะส่วนราชการและหน่วยงานระดับจังหวัด
และไม่มีอ าเภอใดเลยท่ีได้รับการจัดสรรงบพัฒนาจังหวัด เนื่องจากคณะกรรมการนโยบายการบริหารงาน
เชิงพื้นท่ีแบบบูรณาการ (ก.น.บ.) ก าหนดหลักเกณฑ์ท่ีต้องปฏิบัติ (DO) ในการจัดท างบประมาณ
จังหวัด โดยมีเงื่อนไขส าคัญท่ีเป็นอุปสรรคต่อการจัดสรรงบประมาณให้อ าเภอ คือการก าหนดให้
โครงการท่ีจะเสนอเป็นค าของบประมาณของจังหวัดจะต้องด าเนินการโดยหน่วยงานท่ีมีภารกิจ
รับผิดชอบโดยตรงตามกฎหมาย ท าให้อ าเภอไม่สามารถขอรับงบพัฒนาจังหวัดได้ เนื่องจากฝ่าย
กล่ันกรองโครงการพิจารณาอ าเภอในฐานะท่ีท าการปกครองอ าเภอตามกฎกระทรวงแบ่งส่วนราชการ
กรมการปกครอง ไม่ ไ ด้พิจารณาอ าเภอในฐานะราชการส่วนภูมิภาครองจากจังหวัดตาม
พระราชบัญญัติระเบียบบริหารราชการ แผ่นดิน พ.ศ. 2534 ส่งผลให้อ าเภอมีบทบาทอย่างจ ากัดใน
การขับเคล่ือนแผนพัฒนาจังหวัด ท้ังท่ีเป็นหน่วยงานหลักท่ีมีนัยส าคัญต่อภารกิจในการดูแลบ าบัดทุกข์
บ ารุงสุข แก่ประชาชน มีพื้นท่ีรับผิดชอบท่ีชัดเจน และสามารถบริหารงบประมาณได้รวดเร็ว ดังนั้น
ผู้วิจัยจึงขอให้ข้อเสนอแนะแบ่งเป็น 2 ระยะ ระยะเร่งด่วน ข้อเสนอแนะส าคัญ ได้แก่ การปรับปรุง
หลักเกณฑ์การจัดท างบประมาณจังหวัดให้อ าเภอสามารถได้รับการจัดสรรงบพัฒนาจังหวัดได้ ส าหรับ
ข้อเสนอแนะในระยะยาว ได้แก่ การเพิ่มงบประมาณจังหวัดเพื่อให้มีงบประมาณเพียงพอต่อการ
พัฒนาพื้นท่ีของจังหวัดและจัดสรรให้แก่อ าเภอ และแก้ไขปรับปรุงกฎหมายให้อ าเภอสามารถเป็น
หน่วยรับงบประมาณตามกฎหมายว่าด้วยวิธีการงบประมาณเช่นเดียวกับจังหวัด

Title Methods to Increase the Efficiency of Provincial Development
Budgeting to Elevate the Districts’ Roles in Area Development
in Accordance with Provincial Development Plan; Case study
of Phra Nakhon Si Ayutthaya Province

Three main objectives serve as the focus of this research paper: (1) to
study and analyze policies, regulations, methods of Provincial Development
budgeting, as well as the roles of Provincial Development budgeting in the
propellant of area development in accordance with Phra Nakhon Si Ayutthaya’s
Provincial Development Plan; (2) to analyze problems and challenges that affect the
Provincial Development budget’s allocation to district-levels in order to drive area
development in accordance with the Provincial Development Plan; and (3) to
provide suggestions and methods to increase the efficiency of Provincial
Development budgeting in order to elevate the districts’ roles in area development
in accordance with Provincial Development Plan.
This paper is a qualitative research paper, which included the study of
budgeting documents in the fiscal year of B.E. 2567 (2024) of Phra Nakhon Si
Ayutthaya Province and the interviews of executives, experts, personnel, and persons
in provincial and central governing agencies. The findings suggested that Phra Nakhon
Si Ayutthaya’s Provincial Development Budget is only allocated to central governing
agencies and provincial-level agencies, not to district-level agencies. This is due to
the regulation of the Policy Committee for Integrative Area Development, which
noted that the agency eligible for budgeting consideration has to have direct legal
responsibility to their mission.The Policy Committee perceives district-level agency as
‘District Administration Office’ in accordance with the Ministerial Regulation on the
Division of Responsibilities within the Department of Provincial Administration, not as
‘secondary provincial administration governing body’ in accordance with the
Organization of State Administration Act B.E. 2534 (1991). Despite the districts being
the main agencies to alleviate suffering and enhance happiness of the people, with
clear responsible boundaries and swift budgeting capabilities; their role in propelling
the Provincial Development Plan has been greatly limited. In this regard, the
researcher would like to provide suggestions in two phrases. Urgently, the revision of

Provincial Development Budgeting regulations should be considered to ensure that
district-level agencies are eligible for funding. In the long run, Provincial Development
Budget should be increased in order to sufficiently support Provincial Development
and supply funding for the districts. Moreover, legal amendment should be put in
motion so that district-level agency can be Budget receiving unit.
