Abstract
Title : Lessons Learnt from COVID-19 to Prepare for Disease X
Field : Strategy
Name : COL Lee Ling Kwang, Derrick Course NDC Class : 65
This research paper aims to highlight the key lessons learnt from
the COVID-19 pandemic and put forth recommendations for governments
and medical institutions in the preparedness and response against Disease X
(i.e., place holder for next future pandemic). It highlights actions and
sentiments of governments and their population across the different
observable phases of the COVID-19 pandemic. The paper uses Singapore as
a case study to identify the lessons learnt and recommendations that could be
useful for other governments for future pandemics. The paper can be
summarised into three main parts as follows:
Phases of COVID-19 Pandemic. The phases are described to be
Emergence, Pandemic and Endemic with distinct differences in the actions
and attitude of the government and their people due to the uncertainties,
anxiety and fear. Across these phases, governments strive to achieve and
balance the three outcomes of controlling the virus spread, minimise impact
to daily activities while sustaining the county’s economy and livelihood of
the people.
Lessons Learnt. Using Singapore as a case study, it highlighted
her four key approaches of Protecting Lives, Preserving Livelihood,
Communications and Trust; and Whole-of-Nation Approach. Shortfalls on
border control measures, COVID safe management measures, contacting
tracing and the transition from pandemic to endemic are also shared/ ii
Recommendations. Recommendations that are generalized and suitable for
other governments are thereafter proposed after the examination of
Singapore’s approaches and lessons learnt for the COVID-19 pandemic.
These included the importance of establishing clear priorities amidst
uncertainties, facilitate whole of nation effort, building resilience socially
and economically, strengthen the structure and capabilities in crisis
management, enhancing the medical capabilities for Disease X, continue and
increase deployment if technology and lastly, the importance of building
trust through transparent public communications.
In conclusion, COVID-19 will not be the last pandemic the world
will face as Disease X is likely to be spread faster, more pervasively; and
possibly more deadly. Lessons learnt from COVID-19 are cardinal to
strengthen the preparedness against Disease X and minimise the
consequences through a more robust response plan. iii
