Title : Development of Joint Operations doctrine for the
Australian Defence Force

Over the past 50 years the Australia Defence Force (ADF) has
changed focus from single Service operations in the 1970s to full Joint
Operations in 2000 onwards. By reviewing selected Western nation
operations over the past 50 years against the Diplomatic, Information,
Military, Economic (DIME) elements of national power model, this paper
initially compares the effectiveness of Joint Operations compared to
single Service operations, concluding that Joint Operations are more
effective for the ADF, as they provide a more effective outcome for the
limited resources available to the ADF. The paper then reviews the
weaknesses of the current open source ADF doctrine for Joint Operations
to determine if it has kept up with the change from single Service to Joint
operations. The paper concludes by making recommendations on
potential changes to ADF doctrine to emphasise the importance of
Jointness, including changes to command and control, personnel,
intelligence, operations, logistics, planning, communications and
information systems and training.ii
