บทคัดย่อ:
เรื่อง แนวทางการวางแผนความต่อเนื่องทางธุรกิจกลุ่มเคมีภัณฑ์ให้เกิดความยั่งยืน

การวิจัยนี้มีวัตถุประสงค์๑. เพื่อศึกษาการค้าของธุรกิจอุตสาหกรรมกลุ่มเคมีภัณฑ์
๒. เพื่อศึกษาผลกระทบอันเกิดจากภาคธุรกิจต้องหยุดการให้บริการในช่วงที่เกิดสภาวะวิกฤต หรือ
เหตุการณ์ฉุกเฉินต่างๆ และ ๓. เพื่อเสนอแนวทางการวางแผนบริหารความต่อเนื่องทางธุรกิจกลุ่ม
เคมีภัณฑ์ให้เกิดความยั่งยืน โดยท าการศึกษาเกี่ยวกับแนวคิดเกี่ยวกับบริบทองค์กร แนวคิดเกี่ยวกับ
การบริหารจัดการสภาวะวิกฤต แนวคิดเกี่ยวกับการวางแผนการบริหารจัดการองค์กร แนวคิด
เกี่ยวกับการวางแผนบริหารความต่อเนื่องทางธุรกิจ (BCP) การบริหารความต่อเนื่องทางธุรกิจ (BCM)
กลยุทธ์บริหารความเสี่ยงเพื่อความต่อเนื่องทางธุรกิจ และงานวิจัยที่เกี่ยวข้องต่างๆ เป็นการวิจัย
เชิงคุณภาพ ร่วมกับใช้การวิจัยเชิงพรรณนา น ามาวิเคราะห์ ตรวจสอบ น าเสนอข้อมูลด้วยวิธีการ
พรรณนา และน ามาสรุปเพื่อเป็นแนวทางการวางแผนความต่อเนื่องทางธุรกิจกลุ่มเคมีภัณฑ์
ให้เกิดความยั่งยืน
ผลการวิจัย พบว่า ๑. การค้าของธุรกิจอุตสาหกรรมกลุ่มเคมีภัณฑ์มีทิศทางที่เติบโต
ได้จากกิจกรรมทางเศรษฐกิจที่มีแนวโน้มปรับตัวดีขึ้นต่อเนื่อง กิจกรรมต่างๆ กลับเข้าสู่ภาวะปกติ
หลังจากการแพร่ระบาดของโรค COVID - 19 ท าให้เกิดการการขยายตัวของอุปสงค์ในประเทศ
ทั้งการบริโภคและการท่องเที่ยวกลับมามีสัญญาณที่ดีขึ้น ขณะที่การส่งออกสินค้าแม้มีแนวโน้ม
ชะลอตัวลงตามภาวะเศรษฐกิจโลก แต่การใช้ประโยชน์จากกรอบความตกลงการค้าเสรี (FTA) ควบคู่
ไปกับการที่ภาครัฐเร่งเจรจาความตกลงการค้าเสรีเพื่อเปิดตลาดส่งออกใหม่ๆ จะสามารถช่วย
ประคับประคองการส่งออกให้สามารถทรงตัวต่อไปได้๒. ผลกระทบอันเกิดจากภาคธุรกิจต้องหยุด
การให้บริการในช่วงที่เกิดสภาวะวิกฤต หรือเหตุการณ์ฉุกเฉินต่างๆ คือ ผลกระทบที่เกิดจากนโยบาย
และข้อก าหนดมาตรการภาครัฐในการบริหารจัดการโรค COVID – 19 สอนบทเรียนให้แก่โลกมนุษย์
ในการดูแลตนเอง ไม่ประมาท ผลกระทบจากโรค COVID - 19 ต่อองค์การธุรกิจอุตสาหกรรม
เคมีภัณฑ์ คือ กระทบต่อระบบเศรษฐกิจและกลไกการตลาด กระทบต่อทรัพยากรทางการบริหารที่มี
อยู่เดิมให้ท างานได้ไม่เต็มศักยภาพ กระทบต่อสภาพคล่องทั้งทางการเงิน การบริหารส่วนอื่นๆ และ
กระทบต่อความเป็นปกติของวิถีชีวิตการด าเนินงานทางธุรกิจ ๓. แนวทางการวางแผนบริหาร
ความต่อเนื่องทางธุรกิจกลุ่มเคมีภัณฑ์ให้เกิดความยั่งยืน สามารถน าไปใช้ในการตอบสนอง และ
ปฏิบัติงานในสภาวะวิกฤต หรือเหตุการณ์ฉุกเฉินต่างๆ ทั้งที่เกิดจากภัยธรรมชาติ อุบัติเหตุ หรือ
การมุ่งร้ายต่อองค์กร โดยไม่ให้สภาวะวิกฤต หรือเหตุการณ์ฉุกเฉินดังกล่าวส่งผลให้องค์กรต้องหยุด
การด าเนินงาน หรือไม่สามารถให้บริการได้อย่างต่อเนื่อง การวางแผนบริหารความต่อเนื่องทาง
ธุรกิจกลุ่มเคมีภัณฑ์ ประกอบด้วย ๙ ขั้นตอนหลักที่ส าคัญ ดังนี้ ๑. โครงร่างของแผนบริหารความ
ต่อเนื่องทางธุรกิจกลุ่มเคมีภัณฑ์ ๒. ความเสี่ยงและกิจกรรมหลักที่มีผลกระทบต่อการอยู่รอด
ของธุรกิจ ๓. กลยุทธ์เพื่อความอยู่รอด ๔. การป้องกันภัยล่วงหน้าและมาตรการบรรเทาความเสียหาย ข
๕. การตอบ สนองต่อภาวะฉุกเฉิน ๖. กลยุทธ์การท าแผนบริหารความต่อเนื่องทางธุรกิจกลุ่ม
เคมีภัณฑ์ เพื่อให้สามารถเริ่มต้นใหม่ได้อย่างรวดเร็ว ๗. การเตรียมพร้อมด้านการเงิน ๘. การซ้อม
แผนเพื่อให้แผนสามารถน าไปใช้ปฏิบัติงานได้จริง ๙. การวางแผน การปฏิบัติ การตรวจสอบ และ
การปรับปรุงแก้ไข เพื่อการพัฒนาที่ต่อเนื่องค

The objective of this research is to : 1. To study the trade of the chemical
industry business. 2. To study the impact caused by the business sector having to
stop providing services during times of crisis. or emergency events. 3. To propose
guidelines for business continuity planning in the chemical group for sustainability.
By conducting a study on the concept of organizational context, concepts of crisis
management,concepts of organizational management planning, concepts of business
continuity planning (BCP), Business Continuity Management (BCM), risk management
strategies for business continuity and related research. This research applies
qualitative and descriptive methods to investigate and analyze relevant information
in order to guidelines for the business continuity planning in the chemical group for
sustainability.
This research finds that : 1. The trade of the packaging chemical industry
business has a beta growth from various activities. The following, which will continue
to improve when various events occur returning to normal conditions, there will
be an outbreak of COVID-19. Causing the expansion of domestic demand Both
consumption and tourism showed signs of improvement. While merchandise exports
tend to slow down in line with the global economy.But taking advantage of the Free
Trade Agreement (FTA) framework along with the government's acceleration in
negotiations for free trade agreements to open up new export markets will be able
to help prop up exports so that they can continue to remain stable. 2. The impact of
the business sector having to stop providing services during times of crisis or
emergencies, namely. Effects arising from policies and requirements Government
measures to manage COVID-19, teach a lesson to the human world. In taking care of
yourself, don't be careless. the impact of COVID-19 on the chemical industry business
organization is affecting the economic system and the market mechanism, affecting
the existing administrative resources to not work at their full potential, affecting
liquidity both financially Other administration and affecting the normal way of life of
business operations. 3. Guidelines for the business continuity planning in the chemical
group for sustainability. Can be used in response and working in crisis conditions or ง
emergency events both caused by natural disasters, accidents or maliciousness
towards the organization. Without the crisis or such emergency events result in
the organization having to stop operating or unable to provide continuous service.
The business continuity planning in the chemical group for sustainability It consists of
9 main steps as follows : 1. Outline of the chemicals business continuity management
plan, 2. Main risks and activities that affect the survival of the business, 3. Strategies
for Survival, 4. Precautionary measures and mitigation measures, 5. Emergency
response, 6. Chemical business continuity management plan strategy to be able to
start over quickly, 7. Financial preparation, 8. Plan rehearsals so that the plan can be
put into practice and 9. Planning (Plan), Implementation (Do), Check (Check) and
improvement (Act) for continuous improvement.จ
