The purpose of this research is to study the Directorate of Joint
Communications (DJC) current personnel capability development issue including
problems and obstacles that affecting personnel capability development according to
Royal Thai Armed Forces Headquarters Enterprise Architecture (RTARF EA) guideline
to present new personnel capability development solution. The research
methodology is qualitative and descriptive research by collecting data from in-depth
interviews to 6 officers including executive and member from RTARF EA development
team during the period from November 2022 to April 2023 and use those data to
analyze the content, compared and synthesized theoretical principles data.
The results of the research found that only senior executives and middle
management personnel level of the DJC that have knowledge and understanding
RTAF EA, but the operational level still lack knowledge and understanding including
do not know how to implement RTAF EA and develop the plans for their unit. The
current main focuses are mostly just only for technical practitioners that responsible
for developing the system and left the majority group of personnel behind with
unclear plan or objective in deference group and make the development plan does
not match the target group which make the unreadiness for the development of
personnel capability for the operations according to the EA.
The recommendation from the research to solve above issues are
to implement the additional action as follow: 1. There should be a target grouping
and the form of personnel capability development to be clear and consistent with
the organizational architecture development guidelines in RTARF EA. 2. There should
be preparation and improvement of the curriculum. (Courses according to academic
guidelines and knowledge enhancement courses) to be up-to-date and have content
that is consistent with enterprise architecture development guidelines in RTARF EA.
3. There should be a short-term training course to educate, adjust attitudes and
concepts, and prepare for operations in accordance with RTARF EA.
