บทคัดย่อ:
เรื่อง แนวทางการพัฒนาการขับเคลื่อน แผนตำบล มั่นคง มั่งคั่ง ยั่งยืน ให้เกิด
ผลสัมฤทธิ์ในทุกตำบลภายในปี ๒๕๘๐

การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาเกี่ยวกับ ๑) ปัญหาและอุปสรรคที่เกิดขึ้น
ในการขับเคลื่อน แผนตำบล มั่นคง มั่งคั่ง ยั่งยืน ซึ่งได้ดำเนินการในห้วงปีงบประมาณ พ.ศ. ๒๕๖๓ - ๒๕๖๕
๒) วิเคราะห์เปรียบเทียบตำบลที่เกิดผลสัมฤทธิ์อย่างเป็นรูปธรรม และตำบลที่ยังไม่เกิดผลสัมฤทธิ์
อย่างเป็นรูปธรรม และ ๓) แนวทางการพัฒนาการขับเคลื่อน แผนตำบล มั่นคง มั่งคั่ง ยั่งยืน
ให้เกิดผลสัมฤทธิ์ในทุกตำบลภายในปี๒๕๘๐ โดยได้รวบรวมข้อมูลจากการทบทวนวรรณกรรม
เอกสารงานวิชาการ หลักการและทฤษฎีที่เกี่ยวข้อง ร่วมกับการสัมภาษณ์ ๓ ระดับได้แก่ ระดับนโยบาย
ระดับอำนวยการ และระดับปฏิบัติการ นำมาวิเคราะห์เพื่อให้ได้ข้อสรุปตามวัตถุประสงค์ของการศึกษา
ผลการวิจัยสรุปได้ว่า ปัจจัยสำคัญที่มีส่วนทำให้การขับเคลื่อน แผนตำบล มั่นคง
มั่งคั่ง ยั่งยืน ให้เกิดผลสัมฤทธิ์ในทุกตำบลภายในปี ๒๕๘๐ นั้น หน่วยงานทุกระดับจะต้องดำเนินการ
ในส่วนที่เกี่ยวข้อง ประกอบด้วย ๑) การจัดทำแผนตำบล มั่นคง มั่งคั่ง ยั่งยืน ในลักษณะแผนบูรณาการ
ทุกส่วนราชการ/หน่วยงาน ที่เกี่ยวข้องในระดับ กระทรวง/ส่วนกลาง ให้แล้วเสร็จโดยเร็ว ๒) การกำหนด
พื้นที่เป้าหมาย ควรประเมินโดยใช้รูปแบบประเด็นรวม ๑๘ ประเด็นที่ได้ศึกษาไว้๓) การจัดเตรียม
ความพร้อมของพื้นที่ในด้านต่าง ๆ เพื่อพัฒนาไปสู่ตำบลที่มีผลสัมฤทธิ์อย่างเป็นรูปธรรม ๔) การบริหาร
จัดการงบประมาณและทรัพยากรที่มีอยู่ในทุกระดับอย่างเหมาะสมและเกิดประโยชน์สูงสุด
๕) การขยายผลสัมฤทธิ์จากตำบลต้นแบบไปยังพื้นที่อื่น ๆ ในลักษณะตำบลพี่เลี้ยงไปจนครบทุกตำบล
ภายในปี๒๕๘๐ รวมทั้งมีข้อเสนอแนะ ได้แก่ ๑) รัฐบาลควรกำหนดให้การจัดทำแผนตำบลฯ
แบบบูรณาการ เป็นวาระเร่งด่วน ๒) ควรมีการจัดทำแผนตำบลฯ แบบบูรณาการในระดับกระทรวง
ภาค จังหวัด อำเภอ และตำบล ๓) การกำหนดพื้นที่เป้าหมายระดับตำบลจะต้องประเมินสถานการณ์
ครอบคลุมประเด็นต่าง ๆ ทั้งหมดตามเกณฑ์มาตรฐานที่กำหนดตั้งแต่ระดับหมู่บ้าน ๔) ควรขยายผล
ตำบลที่มีผลสัมฤทธิ์อย่างเป็นรูปธรรม ไปยังตำบลที่มีความพร้อมก่อนให้ได้อย่างน้อย อำเภอละ ๑ ตำบล
(เป็นต้นแบบ) ภายในห้วงที่ ๒ ของยุทธศาสตร์ชาติและ ๕) ประเมินผลสัมฤทธิ์การดำเนินการ
ในห้วงที่ ๒ ของยุทธศาสตร์ชาติแล้วนำไปปรับปรุงแผนตำบลฯ เพื่อให้บรรลุตามเป้าหมายที่กำหนดข

Title Driving Guidelines Plan for the successful developments of stable,
prosperous and sustainable for all sub - districts within the year 2037

The aim of this research is to study the following : 1) the problems and
obstacles that were faced by the driving guidelines plan for the developments of stable,
prosperous and sustainable of sub - districts that had been implemented during the
2020 - 2025 fiscal years 2) the analytical comparisons between the concrete successful
developments of stable, prosperous and sustainable sub-districts and those unsuccessful
ones and lastly; 3) driving guidelines plan for the successful developments of stable,
prosperous and sustainable for all sub-districts within the year 2037. To make the study
information are collected from relevant reviews, writings, academic documents, principles
and doctrines to include interviews with people at the policy, directing and operating levels.
The information collected are then analyzed to achieve the desire summary fulfilling
the aim of this study.
Result of the research found that important factors in order to develop successful
stable, prosperous and sustainable sub-districts driving guidelines plan within 2037,
agencies at all levels must perform the following relevant criteria that consists:
1) the development of a comprehensive and complete stable, prosperous and sustaining
sub - district plan at the ministerial/central public administration levels as soon as possible
2) establish target areas using the 18 evaluation criteria outlined in the study 3) prepare
the target areas ready for development in order to achieve tangible success
4) appropriate management of the available budget and resources at all levels
to achieve maximum benefits and lastly, 5) Expand the success of the model areas,
acting as mentors, to all the other sub-district areas not yet developed by the year 2037.
The research also provides the following recommendations: 1) the government should
establish the comprehensive driving guidelines plan for the successful developments
of stable, prosperous and sustainable for all sub - districts as a nation agenda

prosperous and sustainable for all sub - districts should be established at the ministerial,
regional, provincial, district and sub - district levels 3) the targeted sub - district areas must be evaluated to cover all standard requirements 4) the tangible successful
sub - districts should be expanded to sub - districts that are ready first, at least one
sub - district per district by the second stage of the National Strategy as models and lastly,
5) after evaluation of the successful sub - districts at the second stage of the National Strategy
have been made, any improvements recommended should be implemented in order to
achieve the final objective.ง
