บทคัดย่อ:
เรื่อง แนวทางการพัฒนาและเพิ่มประสิทธิภาพการป้องกันปราบปราม
อาชญากรรมเชิงรุกแบบบูรณาการตามโครงการ Smart Safety Zone 4.0
ของสำนักงานตำรวจแห่งชาติ

เอกสารวิจัยฉบับนี้ จึงมีวัตถุประสงค์เพื่อศึกษารูปแบบการดำเนินการตามโครงการ
เพื่อศึกษาวิเคราะห์ปัญหา อุปสรรค ข้อขัดข้องการดำเนินการตามโครงการ และเพื่อเสนอแนวทางใน
การเพิ่มประสิทธิภาพและประสิทธิผลการมีส่วนร่วมของประชาชนตามโครงการ วิธีดำเนินการวิจัย
โดยการศึกษาเอกสาร (Document Study) การสัมภาษณ์เชิงลึก (In-dept interview) ตัวแทนจาก
ภาคีเครือข่ายป้องกันอาชญากรรมทั้งภาครัฐและภาคเอกชน โดยใช้แบบสัมภาษณ์ควบคู่ไปกับการ
แลกเปลี่ยนความคิดเห็น และสัมภาษณ์กลุ่มตัวอย่างแบบไม่มีโครงสร้าง การสนทนากลุ่มย่อย (Focus
Group) จากภาคีเครือข่ายป้องกันอาชญากรรม ทั้งภาครัฐและภาคเอกชน และประชาชน โดยใช้การ
สนทนาแบบกลุ่มควบคู่ไปกับการแลกเปลี่ยนความคิดเห็นระหว่างกลุ่ม
ผลการวิจัยพบว่า รูปแบบการดำเนินการตามโครงการ Smart Safety Zone 4.0
ประกอบด้วย 1. การจัดตั้งภาคีเครือข่ายป้องกันอาชญากรรมในพื้นที่ (BIG 6) 2. การคัดเลือกพื้นที่ใน
การดำเนินโครงการ 3. การนำแผนป้องกันอาชญากรรมในเชิงรุกมาปรับใช้4. การนำเทคโนโลยีล้ำ
สมัยเข้ามาติดตั้ง 5. การบริหารจัดการและกระบวนการขับเคลื่อนโครงการ 6. การประชาสัมพันธ์
และการประเมินผลโครงการ ปัญหาและอุปสรรคในการดำเนินการตามโครงการในด้านเจ้าหน้าที่ คือ
การจัดสรรงบประมาณไม่เพียงพอ เจ้าหน้าที่ขาดความรู้ความสามารถไม่มีความพร้อมในการใช้ระบบ
เทคโนโลยี การขาดแคลนกำลังพล ประชาชนเข้าถึงเครือข่ายระบบออนไลน์และแบบสอบถามได้ยาก
การประเมินผลของตัวชี้วัดที่มีมาก ซอฟต์แวร์ที่นำมาใช้งานกับระบบยังไม่เสถียร การมีส่วนร่วมของ
ภาคประชาชนยังอยู่ระดับน้อย ส่วนปัญหาและอุปสรรคในการดำเนินการตามโครงการในส่วนของ
ภาคีเครือข่ายภาคประชาชน คือ ประชาชนขาดความเชื่อเจ้าหน้าที่ตำรวจ ขาดการมีส่วนร่วมของ
ชุมชนขาดการบำรุงขวัญและกำลังใจให้กับภาคีเครือข่าย เจ้าหน้าที่ตำรวจยังไม่ให้ความสำคัญต่อภาคี
เครือข่ายอย่างจริงจังและจริงใจ เจ้าหน้าที่ตำรวจยังขาดความรู้ความสามารถด้านการประชาสัมพันธ์
แนวทางการพัฒนาและเพิ่มประสิทธิภาพการป้องกันปราบปรามอาชญากรรมเชิงรุกแบบบูรณาการ
ตามโครงการ Smart Safety Zone 4.0 โดยใช้กรอบการบูรณาการทางเทคโนโลยีและการมีส่วนร่วม
ของทุกภาคส่วน คือปรับกระบวนการทัศน์ของเจ้าหน้าที่ตำรวจให้มีแนวคิดการมีส่วนร่วมของ
ประชาชน ส่งเสริมความโปร่งใสและความรับผิดชอบ ให้ความสำคัญกับแนวคิดตำรวจชุมชนสัมพันธ์
การประชาสัมพันธ์เชิงบวก การสร้างขวัญและกำลังใจในองค์กรภาคีเครือข่าย การแก้ปัญหาร่วมกัน
โดยส่งเสริมแนวทางการแก้ปัญหาร่วมกันโดยที่สมาชิกในชุมชนและผู้บังคับใช้กฎหมายทำงานร่วมกัน
การฝึกอบรมความอ่อนไหวทางวัฒนธรรมและความหลากหลายในแต่ละภูมิภาค จัดตั้งโปรแกรมเฝ้า
ระวังพื้นที่ใกล้เคียงโครงการ จัดทำโครงการที่ให้ความรู้และสร้างความตระหนักรู้ในชุมชน ส่งเสริมการข
มีส่วนร่วมของเด็กและเยาวชน ส่งเสริมการใช้โซเชียลมีเดียและเทคโนโลยีโดยใช้ประโยชน์จาก
แพลตฟอร์มโซเชียลมีเดีย เว็บไซต์ชุมชน และการประเมินผลการปฏิบัติและปรับเปลี่ยนกลยุทธ์ และ
ผู้วิจัยได้มีข้อเสนอแนะสำหรับการวิจัยดังนี้
1. ข้อเสนอแนะในเชิงปฏิบัติการ ได้แก่ สร้างกลยุทธ์ใหม่ ๆ ในการประชาสัมพันธ์ที่เห็น
ผลชัดเจนและเป็นรูปธรรม การสร้างขวัญและกำลังใจจากการได้รับการสนับสนุนจากหน่วยงานอื่น ๆ
การสร้างการรับรู้ข่าวสารให้กับประชาชนและภาคีเครือข่าย การให้ภาคีเครือข่ายและประชาชนมีส่วน
ร่วมการวางแผนคิดและตัดสินใจ จัดให้มีเจ้าหน้าที่ตำรวจที่ต้องทำหน้าที่ร่วมกันกับสื่อโดยเฉพาะ ควร
นำแนวคิดตำรวจผู้รับใช้ชุมชน (Community policing) มาใช้ในการแสวงหาความร่วมมือกับ
ประชาชนในชุมชนไม่ใช่เฉพาะตำรวจชุมชนและมวลชนสัมพันธ์เท่านั้นต้องเป็นหน้าที่ของตำรวจทุก
คนในสถานีตำรวจ
2. ข้อเสนอแนะเชิงนโยบาย ควรมีการจัดตั้งสภาป้องกันอาชญากรรมในชุมชน (Crime
Prevention Councils) หรือ (CPCs) ซึ่งรวบรวมผู้มีส่วนได้ส่วนเสียจากหน่วยงานบังคับใช้กฎหมาย
รัฐบาลท้องถิ่น องค์กรชุมชน ธุรกิจ โรงเรียน และประชาชนที่เกี่ยวข้องเพื่อพัฒนาและใช้กลยุทธ์ใน
การจัดการกับต้นเหตุของอาชญากรรม และควรออกระเบียบหรือกฎหมายที่ให้หน่วยงานราชการ
หรือองค์กรปกครองส่วนท้องถิ่นสามารถตรวจสอบ ควบคุมหรือบริหารจัดการ รวมถึงเข้าถึงข้อมูลต่าง ๆ
ในกล้องวงจรปิดส่วนบุคคลได้ โดยอาจใช้มาตรการการบังคับใช้ หรือมาตรการจูงใจต่าง ๆ เช่น
การลดหย่อนภาษี หรือได้รับการสนับสนุนงบประมาณสำหรับค่าใช้จ่ายต่าง ๆ จากหน่วยงานราชการ
เป็นต้น
3. ข้อเสนอแนะในการวิจัยครั้งต่อไป ควรศึกษาวิจัยถึงความพึงพอใจของประชาชนที่มี
ต่อโครงการ Smart Safety Zone 4.0 ควรศึกษาวิจัยถึงปัจจัยที่มีอิทธิพลต่อแรงจูงใจในการมีส่วน
ร่วมของประชาชนในการดำเนินการตามโครงการ Smart Safety Zone 4.0 ควรศึกษาวิจัยถึงทัศนคติ
ของประชาชนที่มีต่อโครงการ Smart Safety Zone 4.0 ควรศึกษาวิจัยถึงปัจจัยที่ส่งผลต่อ
ประสิทธิภาพในการปฏิบัติงานของข้าราชการตำรวจตามโครงการ Smart Safety Zone 4.0ค

This research paper Therefore, the objective is to study the model of
project implementation. to study and analyze problems, obstacles, and obstacles in
implementing the project and to propose guidelines for increasing the efficiency and
effectiveness of public participation in the project. The method of conducting the
research was by document study, in-depth interview, representatives from both
government and private sector crime prevention networks. using an interview form in
conjunction with exchange of opinions and unstructured sample interviews and focus
group discussions from crime prevention networks Both public and private sectors
and people using group discussions coupled with the exchange of ideas between
groups.
The results showed that The implementation model of the Smart Safety
Zone 4.0 project consists of 1. Establishment of local crime prevention networks (BIG
6) 2. Selection of project areas 3. Implementation of proactive crime prevention
plans 4. Implementation of advanced technology to install. 5. Management and
project driving process. 6. Public relations. and project evaluation Problems and
obstacles in the implementation of the project in terms of staff is insufficient budget
allocation. The staff lacks knowledge and competence and is not ready to use the
technology system. manpower shortage People have difficulty accessing online
networks and questionnaires. evaluation of the indicators are very The software used
with the system is still unstable. Public participation is still low. As for the problems
and obstacles in implementing the project on the part of the public sector network
partners are People lacked faith in police officers. Lack of community involvement
Lack of maintenance of morale for network partners Police officers still do not give
importance to network partners seriously and sincerely. Police officers still lack
public relations knowledge. Guidelines for developing and increasing the efficiency of
integrated proactive crime prevention and suppression according to the Smart Safety
Zone 4.0 project by using a framework for technological integration and participation
of all sectors. is to adjust the paradigm of police officers to have a concept of public ง
participation Promote transparency and accountability Give importance to the
concept of community relations police. positive public relations building morale in
affiliated organizations Collaborative problem solving by promoting a collaborative
solution where community members and law enforcement work together. Regional
cultural sensitivity and diversity training Set up a monitoring program for nearby
project areas. Organize projects to educate and raise awareness in the community.
Promote participation of children and youth Promote the use of social media and
technology by leveraging social media platforms. community site and performance
appraisals and strategy adjustments. And the researcher has the following research
suggestions.
1. Action suggestions: create new strategies for public relations that have
clear and concrete results. building morale from receiving support from other
agencies; creating news awareness among the people and network partners; allowing
network partners and the public to participate in planning, thinking and making
decisions Provide a dedicated police officer to work in conjunction with the media.
The concept of community policing should be applied in seeking cooperation with
people in the community, not just community police and mass relations. It must be
the duty of all police officers in the police station.
2. Policy recommendations Community crime prevention councils (CPCs)
should be established that bring together stakeholders from law enforcement
agencies. Local governments, community organizations, businesses, schools and
relevant citizens to develop and implement strategies to tackle the root causes of
crime. and should issue regulations or laws that require government agencies or the
local government can check control or manage Including access to various

incentive measures such as tax deductions or receiving budget support for various
expenses from government agencies, etc.
3. Suggestions for further research Research should be conducted on the
satisfaction of the people toward the Smart Safety Zone 4.0 project. Research on the
factors influencing the motivation for public participation in the implementation of
the Smart Safety Zone 4.0 project should be studied on attitudes. of the public
