The purpose of this research was to study factors Affecting Human Resource
Management of The Counter-Terrorism Operation Centre according to the government action
plan for a period of 5 years (2023-2027) by using qualitative research methodology (Qualitative
Research) and using documentary research methods. Review relevant research in developing
competent and high-performing human resources. Specializing in counter-terrorism from various
sources . The results showed that Factors Affecting Human Resource Management of The
Counter-Terrorism Operation Centre to support new threats, namely globalization and the
development of changing technologies (VUCA World), resulting in security missions revolution
in military technology (military-technological revolution: MTR) in the era of globalization, proxies and
terrorism have become easier and more accurate because of the efficiency and immediacy of
technology. The results of the study can suggest guidelines for human resource management to
increase competency that are consistent with the 5-year government action plan are 1. Capacity
development and intelligence integration 2. preparation and dissemination of counter-terrorism
plans among joint operating units 3. Improving the organizational structure 4. Develop personnel
to be ready 5. Increase the rate of important weapons. 6. Build up for alliances 7.Promote the
development of personnel with ethereal combat power. Consistent with the results of this
research, the study of anti-terrorism strategies in Thailand compare in terms of possibility
(Feasibility) of threats and national interests. with guidelines for counter-terrorism in the United
Nations framework (Counter Terrorism. It is an interesting objective for further study.ค
