บทคัดย่อ:
เรื่อง แนวทางการพัฒนาหน่วยทหารช่างของกองทัพบกเพื่อเพิ่มประสิทธิภาพ
ในการช่วยเหลือประชาชนในภาวะเร่งด่วน
ลักษณะวิชาการทหาร .

งานวิจัยนี้เป็นการค้นหาแนวทางเชิงกลยุทธ์ (Strategic Ways) ที่มีประสิทธิภาพ
ต่อการปฏิบัติภารกิจป้องกันและบรรเทาสาธารณภัยในระดับชาติของเหล่าทหารช่างกองทัพบก
ที่ถูกรัฐบาลก าหนดไว้ให้เป็นส่วนหนึ่งของหน่วยงานหลักต่อการจัดการภัยพิบัติในภาวะฉุกเฉินของ
“แผนป้องกันและบรรเทาสาธารณภัยแห่งชาติพ.ศ.2564-2570” ซึ่งงานวิจัยนี้ได้ด าเนินการวิจัย
ในลักษณะผสมผสานทั้งในแง่ของระเบียบวิธีวิจัย และวิธีการศึกษาที่จัดท าควบคู่กันทั้งเชิงคุณภาพ
และเชิงปริมาณ ได้อย่างลงตัว แล้วน าข้อมูลที่ได้มาวิเคราะห์ผ่านทฤษฎีด้านการบริหารรัฐกิจ
เชิงกลยุทธ์ (Strategic Management) จนเกิดแนวทางที่ดีและเหมาะสมต่อการบริหารจัดการ
หน่วยงานของเหล่าทหารช่างกองทัพบกให้เกิดประสิทธิภาพ ซึ่งผลการวิจัยพบว่าแนวทางที่มี
ประสิทธิภาพนั้นแบ่งออกได้เป็น 4 กลุ่มแนวทาง ประกอบด้วย กลุ่มแนวทางเชิงรุก (ใช้จุดแข็งผลักดัน
โอกาส), กลุ่มแนวทางเชิงป้องกัน (ใช้จุดแข็งลดอุปสรรค), กลุ่มแนวทางเชิงแก้ไข (ใช้โอกาส
ลดจุดอ่อน) และกลุ่มแนวทางเชิงรับ (จัดการกับจุดอ่อนและอุปสรรค)
ทั้งนี้ แนวทางต่าง ๆ ที่ได้จากการวิจัยนี้จะเป็นเสมือนหนึ่งเข็มทิศที่สามารถน าไป
ก าหนดวิถีการท างานของเหล่าทหารช่างกองทัพบกในภารกิจการให้ความช่วยเหลือประชาชน
เมื่อเกิดสาธารณภัยและภัยพิบัติในภาวะฉุกเฉินได้อย่างมีประสิทธิภาพ อันจะปรากฏผลเชิงบวก
อย่างทวีคูณต่อภาพลักษณ์ของกองทัพบก กองทัพไทย กระทรวงกลาโหม ซึ่งถือเป็นจิ๊กซอว์ส าคัญ
ชิ้นหนึ่งที่ก่อให้เกิดประสิทธิผลของการบริหารจัดการสาธารณะโดยรวมของรัฐบาลอันเป็นเป้าหมาย

This research aims to find effective strategic ways to Performing national
disaster prevention and mitigation missions of the Royal Thai Army Engineers who were
elected by the government. Defined as part of the main agency for disaster
management in emergencies of the "National Disaster Prevention and Mitigation Plan
2021-2027," which this research was carried out in a manner Combine both in terms of
research methodology. and the study methods that were prepared in parallel, both
qualitative and quantitative, seamlessly Then, the obtained information was analyzed
through the theory of strategic management (Strategic Management) until a good and
suitable guideline for the management of government agencies was obtained. Royal
Thai Army engineers to achieve efficiency The results showed that effective
approaches can be divided into 4 groups of approaches, consisting of proactive
approaches. (Using Strengths to Drive Opportunities), Groups, Preventative Approaches
(Leng, reduce obstacles), the group of corrective approaches. (Using opportunities),
and groups, a passive approach (dealing with weaknesses and obstacles)
In this regard, the various guidelines obtained from this research will serve
as a compass that can be used to determine the way of working of the Army Engineers
in the mission of helping people when there is a public event. disasters and disasters
in emergencies effectively which will appear to have a multiply positive effect on
