ภูมิภาคอินโด-แปซิฟิกเป็นศูนย์กลางการค้าทางทะเลที่ส าคัญของโลก โดยมีเรือสินค้า
เดินเรือผ่านภูมิภาคนี้ประมาณร้อยละ ๖๐ และก าลังกลายเป็นพื้นที่การแข่งขันทางยุทธศาสตร์
ระหว่างสหรัฐอเมริกาและจีน จนอาจน าไปสู่ความขัดแย้งและส่งผลกระทบต่อความมั่นคงทางทะเล
โดยเฉพาะทะเลจีนใต้ซึ่งเป็นเส้นทางเดินเรือค้าขายระหว่างประเทศที่ส าคัญของไทย อีกทั้ง ยังส่งผลกระทบ
ต่อการด าเนินนโยบายต่างประเทศส าหรับประเทศเล็ก ๆ ที่อยู่กึ่งกลางความขัดแย้งของมหาอ านาจ
ทั้งสองฝ่าย จึงด าเนินการศึกษาวิจัยโดยมีวัตถุประสงค์เพื่อศึกษาและวิเคราะห์ปัญหาและผลกระทบ
จากการแข่งขันทางยุทธศาสตร์ของสหรัฐอเมริกาและจีนในภูมิภาคอินโด-แปซิฟิก และเพื่อน าเสนอ
แนวนโยบายด้านการต่างประเทศของไทย และบทบาทกองทัพเรือในการเสริมสร้างความร่วมมือ
ด้านความมั่นคงทางทะเลภายใต้มุมมองอาเซียนต่ออินโด-แปซิฟิก
การวิจัยครั้งนี้ได้ค้นคว้าและศึกษาข้อมูลพัฒนาการต่าง ๆ จากการด าเนินนโยบาย
ต่างประเทศ และกิจกรรมทางทหารของสหรัฐอเมริกาและจีน ในภูมิภาคอินโด-แปซิฟิก พร้อมทั้ง
วิเคราะห์ให้เห็นปัญหาและผลกระทบความมั่นคงทางทะเล ด้วยแนวคิดทฤษฎีเกี่ยวกับความสัมพันธ์
ระหว่างประเทศ และวิเคราะห์เพื่อน าเสนอแนวนโยบายด้านการต่างประเทศของไทย และบทบาท
กองทัพเรือในการเสริมสร้างความร่วมมือด้านความมั่นคงทางทะเล ด้วยแนวคิดทฤษฎีกฎหมาย
มุมมองและกลไกของอาเซียน รวมถึงทิศทางด้านการต่างประเทศของไทย และผลการศึกษาวิเคราะห์
ในการก าหนดแนวนโยบายของประเทศต่าง ๆ โดยสามารถก าหนดได้ว่าพัฒนาการและความขัดแย้ง
ที่เกิดขึ้นในภูมิภาคอินโด-แปซิฟิก จะเป็นปัญหาและมีผลกระทบต่อการเดินเรือและการขนส่งทางทะเล
จากการค้าขายระหว่างประเทศของไทย พร้อมกับก าหนดแนวนโยบายด้านการต่างประเทศของไทย
และบทบาทกองทัพเรือในการเสริมสร้างความร่วมมือด้านความมั่นคงทางทะเล โดยอยู่ภายใต้ขอบเขต
ความร่วมมือทางทะเลตามมุมมองอาเซียนต่ออินโด-แปซิฟิกและความสัมพันธ์ระหว่างไทย-สหรัฐอเมริกา
และระหว่างไทย-จีน ที่มีมาในอดีต อีกทั้ง ได้ให้ข้อเสนอแนะเพื่อผลักดันไปสู่การปฏิบัติให้เกิดผล
เป็นรูปธรรมต่อไป

Title The Role of Royal Thai Navy in Strengthening Maritime Security
Cooperation under ASEAN Outlook on the Indo-Pacific

The Indo-Pacific region is a major center for maritime trade in the world.
About 60 percent of merchant ships pass through this region, and it is becoming a
strategic competition field between the United States and China. This may bring
conflicts and affect maritime security, especially in the South China Sea, which is a
major Sea Lines of Communication (SLOC) for Thailand. It also affects to proceed
foreign policy for a small country between great power conflicts. Therefore, this
research was conducted with the objective of studying and analyzing the problems
and impacts of the strategic competition between United States and China in the
Indo-Pacific region and formulating Thailand’s foreign policy guidelines and the role of
Royal Thai Navy (RTN) in strengthening maritime security cooperation under ASEAN
Outlook on the Indo-Pacific.
This research studied various developments from foreign policy implementation
and military activities of the United States and China in the Indo-Pacific region and
analyzed problems and impacts on maritime security with theoretical concepts on
international relationships. After that, the analysis would be done to formulate Thailand’s
foreign policy guidelines and the role of RTN in strengthening maritime security
cooperation with concepts, theories, laws, ASEAN outlook and mechanisms Including
the foreign affairs strategy of Thailand and the results of analytical studies in policy
formulation of other countries. These could be defined as a problem and effect on
SLOC of Thailand including setting Thailand's foreign policy guidelines and the role of
RTN in strengthening maritime security cooperation. These are within the scope of
maritime cooperation based on ASEAN outlook on the Indo-Pacific and relationships
between Thailand - United States and Thailand - China in the past and provided
suggestions to drive towards the implementation of results.
