เรื่อง แนวทางการเตรียมความพร้อมให้รัฐสภาไทยเป็นผู้น าในองค์การรัฐสภา

รัฐสภาไทยเข้าร่วมเป็นสมาชิกและมีส่วนร่วมในการประชุมขององค์การรัฐสภาระหว่างประเทศ
หลายกรอบการประชุมมาอย่างต่อเนื่อง โดยเฉพาะอย่างยิ่งภายใต้กรอบของสหภาพรัฐสภา แต่ยังคงมีปัญหา
และอุปสรรคต่อการมีบทบาทน าของสมาชิกรัฐสภาไทยในเวทีการประชุมดังกล่าว จึงต้องพิจารณาแก้ไข
ปัญหาดังกล่าวในทุกระดับ การศึกษาแนวทางการเตรียมความพร้อมให้รัฐสภาไทยเป็นผู้น าในองค์การ
รัฐสภาระหว่างประเทศ มีวัตถุประสงค์เพื่อศึกษาปัญหาและอุปสรรคต่อการสร้างบทบาทน าของสมาชิก
รัฐสภาไทยในสหภาพรัฐสภา วิเคราะห์เปรียบเทียบบทบาทของสมาชิกรัฐสภาไทยกับสมาชิกรัฐสภา
จากรัฐสภาอาเซียนในสหภาพรัฐสภา และเสนอแนวทางเตรียมความพร้อมให้สมาชิกรัฐสภามีบทบาท
น าในสหภาพรัฐสภาโดยศึกษาข้อมูลการท าหน้าที่ในต าแหน่งต่าง ๆ ของสมาชิกรัฐสภาไทยในสหภาพรัฐสภา
เปรียบเทียบการด ารงต าแหน่งต่าง ๆ ของสมาชิกรัฐสภาจากภูมิภาคอาเซียนโดยพิจารณารัฐสภา
สมาชิกที่มีความสนใจในกิจกรรมต่าง ๆ ของสหภาพรัฐสภา และมีส่วนร่วมอย่างสม่ าเสมอ ทั้งนี้ ใช้ข้อมูล
จากหลายแหล่งประกอบด้วย การศึกษาจากเอกสาร การสนทนากลุ่ม และการสัมภาษณ์เชิงลึก
จากการศึกษาพบว่าการเตรียมความพร้อมให้กับสมาชิกรัฐสภาไทยได้เข้าด ารงต าแหน่งส าคัญ
อย่างประธานสหภาพรัฐสภาต้องพิจารณาปัจจัยทั้งภายนอกและภายในรัฐสภาไทย เพื่อให้สมาชิกรัฐสภา
ได้รับการเตรียมความพร้อมได้อย่างเหมาะสม จากการศึกษาสถิติการด ารงต าแหน่งประธานสหภาพรัฐสภา
ของรัฐสภาสมาชิกในกลุ่มภูมิรัฐศาสตร์เอเชีย-แปซิฟิกและบทบาทในการมีส่วนร่วมในสหภาพรัฐสภาของ
อินโดนีเซีย พบว่า ปัจจุบันรัฐสภาอินโดนีเซียมีผู้แทนในคณะท างานมากกว่ารัฐสภาไทยและมีท่าทีแข็งขันใน
นโยบายด้านการต่างประเทศเชิงรุกที่เป็นเอกภาพในทุกภาคส่วน สามารถน ามาเป็นต้นแบบเพื่อประยุกต์ใช้
กับการสร้างบทบาทน าในสหภาพรัฐสภาของไทย เพื่อสร้างจุดยืนที่โดดเด่นในทุกระดับของประเทศและควร
มีการวางแนวทางการเตรียมความพร้อมให้แก่สมาชิกรัฐสภาไทยในการท างานเพื่อเตรียมการส าหรับการลง
สมัครรับเลือกตั้งในต าแหน่งประธานสหภาพรัฐสภาและการเตรียมการส าหรับสมาชิกรัฐสภาไทยอีกสองด้าน
หลักคือการเสริมสร้างศักยภาพด้านสารัตถะและการเสริมสร้างองค์ความรู้ด้านรัฐสภาระหว่างประเทศ
รวมถึงการเตรียมการของฝ่ายเลขานุการเพื่อเสริมสร้างความสัมพันธ์ระหว่างประเทศ
จากการศึกษาในครั้งนี้ ผู้ศึกษามีข้อเสนอแนะเชิงนโยบายเป็นการเพิ่มเติม โดยรัฐสภาไทย
ควรบูรณาการยุทธศาสตร์การเตรียมความพร้อมในการส่งสมาชิกรัฐสภาไทยลงสมัครรับเลือกตั้งในต าแหน่ง
ประธานสหภาพรัฐสภาร่วมกับหน่วยงานของฝ่ายบริหาร ขณะที่ในระดับฝ่ายเลขานุการ ส านักงานเลขาธิการ
สภาผู้แทนราษฎรและส านักงานเลขาธิการวุฒิสภาควรได้ร่วมกันเตรียมความพร้อมในการส่งสมาชิกรัฐสภา
ไทยลงสมัครรับเลือกตั้งในต าแหน่งประธานสหภาพรัฐสภา ส าหรับข้อเสนอแนะเชิงปฏิบัติ รัฐสภาไทย
อาจพิจารณาศึกษาแนวทางของอุรุกวัยในการจัดตั้งส านักงานระดับภูมิภาคของสหภาพรัฐสภา โดยค านึงถึง
ประโยชน์โทษผลที่จะได้รับจากการด าเนินการดังกล่าว นอกจากนี้ ในเดือนตุลาคม ๒๕๖๖ จะมีการประชุม
สมาคมเลขาธิการรัฐสภาในระหว่างการประชุมของสหภาพรัฐสภาด้วย ซึ่งผู้แทนส านักงานเลขาธิการสภา
ผู้แทนราษฎรอาจพิจารณาใช้เวทีการประชุมดังกล่าวในการแสวงหาความร่วมมือจากต่างประเทศได้ข

Title Guidelines for the National Assembly of Thailand to secure leadership
positions in inter-parliamentary organizations

The National Assembly of Thailand has consistently participated in many interparliamentary organizations, especially in the Inter-Parliamentary Union (IPU). However, there
are still challenges and obstacles for Thai parliamentarians to play the leading role there,
which must be considered at all levels. The study “Guidelines for the National Assembly of
Thailand to secure leadership positions in inter-parliamentary organizations” has the purpose
to identify any difficulties in enhancing the leading role of Thai parliamentarians in the IPU, to
compare the roles of Thai parliamentarians with their ASEAN counterparts in the IPU, and to
propose guidelines to prepare parliamentarians to play leading roles in the IPU. The study
analyzes information about the leading roles of Thai parliamentarians as many office holders
in the IPU, comparing the positions held by parliamentarians from ASEAN, especially
member parliaments actively participating in the IPU. This study incorporates many sources,
including documents, group discussions, and in-depth interviews.
The study shows that both external and internal organizational factors must be
considered in preparing the National Assembly of Thailand to secure the position of the
President of the IPU. According to the comparison of the participation of Member
Parliaments in the Asia-Pacific Geopolitical Group in the IPU, and the statistics of the persons
elected as the President of the IPU in the past, the Indonesian parliament has more office
holders in the IPU due to its approach such as a proactive foreign policy that is agreed by all
parties. This can be used as a model for Thailand to promote its leading role in the IPU as
well as its standing in the international community. The National Assembly of Thailand
should lay out guidelines for its candidate in running for election as the President of the IPU
and prepare the Thai parliamentarians in two main areas, namely essential capacity building
and international parliamentary knowledge building. The Secretariat of the House of
Representatives should also improveits competence to strengthen international cooperation.
In addition, the researcher proposes policy recommendations, whereby the
National Assembly of Thailand should integrate strategies with the Executive branch to
prepare for sending Thai parliamentarians to run for the presidency of the IPU. At the
secretarial level, the Secretariat of the House of Representatives and the Secretariat of the
Senate should jointly prepare for the submission of Thai parliamentarians to stand for the
position of the President of the IPU. For operational recommendations, the National
Assembly of Thailand may study the approach of Uruguay in establishing an IPU regional
office and consider the benefits and consequences of such actions. Additionally, in light of
the Meeting of the Association of Secretaries General of the Parliaments during the IPU
Assembly in October 2023, the Delegation from the Secretariat of the House of
Representatives may seek cooperation from foreign countries during this event.ค
