การวิจัยเรื่อง แนวทางการส่งเสริมการลงทุนสร้าง Data Center อย่างยั่งยืน
มีวัตถุประสงค์เพื่อศึกษาแนวโน้มการสร้าง Data Center เพื่อรองรับการใช้งาน Big Data ที่เพิ่มสูงขึ้น
อย่างรวดเร็วอย่างต่อเนื่องทั่วโลก และเติบโตเป็นอย่างยิ่ง ในภูมิภาค เอเชียแปซิฟิก และนำเสนอ
แนวทางในการส่งเสริมการลงทุนในทุกมิติเพื่อส่งเสริมเศรษฐกิจดิจิทัล ให้สามารถใช้เทคโนโลยีดิจิทัล
ในการขับเคลื่อนประเทศตามยุทธศาสตร์ชาติ ๒๐ ปี ให้บรรลุเป้าหมายได้
การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ ร่วมกับใช้การวิจัยเชิงพรรณาโดยการเก็บข้อมูลปฐม
ภูมิ ดำเนินการโดยการสัมภาษณ์เชิงลึก นักลงทุน บุคลากร จากสถาบันที่เกี่ยวข้องทั้งในและ
ต่างประเทศ ข้อมูลทุติยภูมิ โดยการศึกษาจากตำรา งานวิจัย และเอกสารต่างๆ ตลอดจนข้อมูลจาก
กฎหมาย การกำกับดูแล การส่งเสริมการลงทุนในปัจจุบันเปรียบเทียบกับภูมิภาค การใช้ทรัพยากรใน
ประเทศ อาทิ บุคลากร พลังงาน และรวมถึงงานวิจัยที่เกี่ยวข้อง และนำข้อมูลที่ได้มาวิเคราะห์เนื้อหา
เปรียบเทียบ และสังเคราะห์ข้อมูลทฤษฎีและหลักการต่างๆ
จากการศึกษาพบว่า ประเทศไทยมีทั้งข้อได้เปรียบและเสียเปรียบกับการแข่งขัน เป็น
Data Center Hub ในระดับนานาชาติ ดังนั้นการส่งเสริมการลงทุนที่ดึงดูด และชัดเจน สอดคล้อง
ยุทธศาสตร์ชาติจึงเป็นสิ่งจำเป็น ที่ต้องได้รับความร่วมมืออย่างเข้มแข็งทั้งภาครัฐและเอกชนแบบองค์
รวม กำหนดขอบเขตและสิทธิประโยชน์การลงทุน
จากการวิเคราะห์ข้อมูลข้างต้นงานวิจัยชิ้นนี้มีข้อเสนอแนะเชิงนโยบายได้แก่ กำหนด
ความสมดุลระหว่างสิทธิประโยชน์ของนักลงทุนกับผลตอบแทนต่อ ประเทศชาติทั้งในทางตรง
และทางอ้อมไม่เกิดการได้เปรียบเสียเปรียบ สำหรับผู้ประกอบการ Data Center ในประเทศ และ
ต่างประเทศ รวมไปถึงผู้ให้บริการโครงข่ายพื้นฐานโทรคมนาคม, ขยายระยะเวลาพระราชกฤษฎีกา
ภาษีมูลค่าเพิ่ม, กำหนดให้สิทธิประโยชน์แก่ผู้ใช้พลังงานอย่างมีประสิทธิภาพ และ Low Carbon
Footprint นอกจากนี้มีข้อเสนอแนะเชิงปฏิบัติการต่างๆเพื่อสร้างความร่วมมือที่แข็งแกร่งระหว่าง
ภาครัฐและเอกชนเพื่อสอดคล้องยุทธศาสตร์ชาติและความยั่งยืน
abstract:
Title Promoting investment to build sustainable data center.

This research subject is promoting investment to build sustainable data center,
the objective is to study the trend of data centers built to support the rapid growth of Big
Data globally and Asia Pacific. Propose guidelines for promoting investment in all dimensions
to promote the digital economy to drive the country according to the 20-year national
strategy to achieve its goals.
This research is qualitative and descriptive research by using primary data
collection by conducting in-depth interviews with relevant parties both domestically and
internationally. Secondary data by studying textbooks, research, and documents,
information from law and regulation. Studying current investment promotion compared to
the region together with usage of domestic resources such as personnel, energy etc. Study
related research to analyze, compare and synthesize theories and principles to identify key
issues and make recommendations on the regulation to promote the Build of sustainable
Data Center.
The study discovers that Thailand having advantage and disadvantage in
competition of going to be international Data Center Hub. Attractive investment promotion
clears law and regulations are important. Therefore, it is necessary to have strong
cooperation in both the public and private sectors holistically to determine scope and
investment benefits to be promoted.
According to the above analysis the policymaker should create policy that
balancing investors' benefits with returns to the nation directly and indirectly. The policy
should support domestic/international data center operators and telecom infrastructure
service providers. The extension of the VAT decree should be considered. The provision of
benefits to the Data Center whom energy efficient consumers with the Low Carbon Footprint.
In addition, various operational recommendations from this research are made to build strong
public-private partnerships in line to meet national strategies and sustainability.ค
