บทคัดย่อ:
เรื่อง แนวทางการพัฒนาระบบติดตามเหตุ เฝ้าระวัง ป้องกันการเกิดอาชญากรรม
ด้วยเทคโนโลยีภูมิสารสนเทศ เพื่อสนับสนุนภารกิจของสำนักงานตำรวจแห่งชาติ

มีวัตถุประสงค์หลักเพื่อศึกษาปัจจัยที่ก่อให้เกิดปัญหาอาชญากรรมในเขตชุมชนเมือง
ศึกษาพัฒนาระบบติดตามเหตุ เฝ้าระวัง ป้องกันการเกิดอาชญากรรม หรือแผนที่อาชญากรรม (Crime
Mapping) รวมไปถึงเพื่อเสนอการพัฒนาเป็นต้นแบบระบบฯ สนับสนุนการปฏิบัติงานของเจ้าหน้าที่
ตำรวจและไปสู่การขยายผลในวงกว้างจนเกิดการใช้ประโยชน์กับทุกหน่วยงานตำรวจทั่วประเทศ
ในการศึกษาวิจัยครั้งนี้เป็นการศึกษาวิจัยเชิงคุณภาพ ซึ่งผู้วิจัยได้ค้นคว้าจากการทบทวนวรรณกรรม
ประกอบกับทฤษฎีต่าง ๆ เกี่ยวข้องกับอาชญากรรมและเทคโนโลยีภูมิสารสนเทศ และผลงานวิจัย
ที่เกี่ยวข้อง โดยมีการเก็บข้อมูลภาคสนาม จากการสัมภาษณ์แบบเจาะลึกรายบุคคล การศึกษาดูงาน
สถานีตำรวจ การสนทนากลุ่มย่อย
ผลการศึกษาพบว่า การนำเอาเทคโนโลยีภูมิสารสนเทศมาใช้สนับสนุนภารกิจของ
สำนักงานตำรวจแห่งชาติ จะเป็นประโยชน์ต่อการวางแผนออกมาตรการ กำหนดนโยบายในการ
วางแผนป้องกันและปราบปรามอาชญากรรม ร่วมกับโครงการ Smart Safety Zone 4.0 สำนักงาน
ตำรวจแห่งชาติ ที่มุ่งเน้นการนำเทคโนโลยีมาประยุกต์ใช้ในการปฏิบัติหน้าที่ของตำรวจ การนำระบบ
การติดตามเหตุ เฝ้าระวัง ป้องกันการเกิดอาชญากรรม มาศึกษาในเขตพื้นที่ความรับผิดชอบของสถานี
ตำรวจนครบาลวังทองหลางที่เป็นพื้นที่กรณีศึกษา ซึ่งระบบฯ ออกเป็น 2 ส่วน คือ ส่วนที่ 1
การนำเข้าข้อมูลอาชญากรรม (สำหรับเจ้าหน้าที่) เพื่อใช้สำหรับการจัดทำฐานข้อมูล ส่วนที่ 2 ส่วน
การบูรณาการข้อมูลเชิงพื้นที่ (Dashboard: รายงานข้อมูลสำหรับเจ้าหน้าที่ เพื่อการประเมิน วางแผน
วิเคราะห์ การเกิดเหตุอาชญากรรมในพื้นที่เขตวังทองหลาง และพื้นที่บริเวณโดยรอบ
ข้อเสนอแนะคือควรวิจัยร่วมกับกองแผนงานอาชญากรรม สำนักงานยุทธศาสตร์ตำรวจ
สำนักงานตำรวจแห่งชาติ เพื่อศึกษาปัญหาและอุปสรรค รวมถึงนำข้อมูลที่ได้มากำหนดเป็น
แผนนโยบาย แผนระดับปฏิบัติการ ในการพัฒนาด้านความรู้ความเข้าใจในการนำเทคโนโลยีภูมิ
สารสนเทศมาใช้ในภารกิจของตำรวจ เพื่อลดระยะเวลาการปฏิบัติงาน และตอบสนองความต้องการ
ของประชาชนได้รวดเร็ว และมีประสิทธิภาพสูงสุด ควรวิจัยการป้องกันอาชญากรรมเชิงรุก
ในต่างประเทศในการป้องกันอาชญากรรมในเขตพื้นที่ เพื่อนำมาพัฒนาข้อเสนอแนะในเชิงนโยบาย
และเชิงปฏิบัติต่อไป

Title Approaches for the Development of a Crime Monitoring and Prevention
System Using Geo-information Technology to Support the Royal Thai
Police’s Missions

The purposes of this research were to investigate factors leading to crimes
in urban communities as well as the development of a crime monitoring system to
prevent crimes and to provide guidelines for the development of the crime prevention
model to assist Thai police’s crime preventing operations. The research employed
qualitative methods, reviewing related literature, theories of crimes and geoinformation technology, and related studies. Fata were collected through in-depth
interviews, police station visits, and focus group discussion.
The results revealed that geo-information technology was beneficial for the
planning of crime preventive and suppressive measures and policy in response to the
objectives of the Smart Safety Zone 4.0 Project carried out by the Royal Thai Police
for assisting police officers in monitoring, suppressing, and preventing crimes.
Geo-information technology which was employed in the area under the supervision
of Wang Thong Lang Police Station as a case study was divided into two parts: the input
of crime information into the database (for officers) and the dashboard showing
information that police officers could use for evaluating, planning, analyzing crimes
in the supervised area and its adjacent area.
The research recommended that there should be further research in
collaboration with the Crime Section, the Office of Police Strategy, the Royal Thai
Police, to investigate problems and limitations for planning a policy or an operation
plan for enhancing the knowledge and understanding of geo-information technology
for use in Thai police’s operations. With geo-information technology, Thai police could
save time in their operations and meet the needs of the people, resulting in high
effectiveness. In addition, research on proactive crime prevention in overseas countries
was recommended to prevent crimes in the supervised area and provide further
policy and operational guidelines.
