บทคัดย่อ:
เรื่อง ภาพอนาคตเชิงยุทธศาสตร์ด้านความมั่นคงทางอากาศของชาติ
ลักษณะวิชา ยุทธศาสตร์

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาวิเคราะห์การตรวจสอบสภาพแวดล้อมทาง
ยุทธศาสตร์และการกำหนดยุทธศาสตร์ของกองทัพอากาศ ศึกษาปัญหาและอุปสรรคในการ
ดำเนินการด้านการตรวจสอบสภาพแวดล้อมทางยุทธศาสตร์และการกำหนดยุทธศาสตร์ของ
กองทัพอากาศ และศึกษาและกำหนดแนวทางในการวาดภาพอนาคต เพื่อตรวจสอบสภาพแวดล้อม
ทางยุทธศาสตร์ในการกำหนดยุทธศาสตร์ของกองทัพอากาศ โดยใช้วิธีการจัดทำภาพอนาคต
เชิงยุทธศาสตร์ (Strategic Foresight) ใช้รูปแบบการการวิจัยเชิงคุณภาพ (Qualitative Research)
โดยมีการเก็บรวบรวมข้อมูลด้วยการสัมภาษณ์แบบไม่เป็นทางการ (Informal Interview) แบบมีจุด
สนใจเฉพาะ (Focus Interview) ซึ่งคัดเลือกผู้ทรงคุณวุฒิทั้งภายในและภายนอกกองทัพอากาศที่
เกี่ยวข้องกับการใช้กำลังกองทัพอากาศ รวมถึงผู้ทรงคุณวุฒิที่เคยเป็นผู้บริหารระดับสูงของ
กองทัพอากาศด้วย อีกทั้งรวบรวมข้อมูลเอกสารวิชาการ บทความ สื่ออิเล็กทรอนิกส์ สรุปการ
ประชุมสัมมนา และสื่อสิ่งพิมพ์ต่าง ๆ แล้วนำมาวิเคราะห์ข้อมูลเชิงเปรียบเทียบ ความเหมาะสมและ
ในการวาดภาพอนาคตเชิงยุทธศาสตร์สำหรับตรวจสอบสภาพแวดล้อมทางยุทธศาสตร์ ผลการศึกษา
กระบวนการตรวจสอบสภาพแวดล้อมทางยุทธศาสตร์ที่กองทัพอากาศดำเนินการในปัจจุบันพบว่ามี
การวิเคราะห์โดยใช้แนวทาง SWOT และ TOWS Matrix ซึ่งไม่เพียงพอในการกำหนดยุทธศาสตร์ใน
ระยะยาวในภาวะที่โลกมีความผันผวน ความไม่แน่นอน ความซับซ้อน และความกำกวม ดังที่เป็นอยู่
ในปัจจุบัน ส่วนการกำหนดยุทธศาสตร์ของกองทัพอากาศในปัจจุบันพบว่ามีสอดรับกับผลการ
ตรวจสอบสภาพแวดล้อมทางยุทธศาสตร์ ทั้งนี้การพิจารณาในประเด็นใช้วิธีการกำหนดยุทธศาสตร์
และกำลังรบ ขึ้นอยู่กับบริบทและช่วงเวลา โดยการจัดทำภาพอนาคตเชิงยุทธศาสตร์คาดการณ์
อนาคตระยะยาว (๕ - ๒๐ ปี) ควรใช้กระบวนการทำของ Strategic Foresight จะมีความเหมาะสม
กว่า เพราะทำให้เห็นภาพในอนาคตว่าเกิดอะไรขึ้นในอนาคต เพื่อสามารถกำหนดทิศทางในการ
พัฒนาขีดความสามารถให้ตอบสนองได้อย่างเหมาะสมและมีประสิทธิภาพ อีกทั้งกองทัพอากาศควร
กำหนดให้มีหน่วยงานที่ทำหน้าที่ในลักษณะของ Future team จัดทำและกำกับดูแลยุทธศาสตร์
กองทัพอากาศ เป็นหน้าที่เฉพาะหลักแบบมืออาชีพ และหน่วยงานดังกล่าวควรมีหน้าที่สื่อสารทาง
ยุทธศาสตร์และถ่ายทอดองค์ความรู้ให้กับหน่วยต่าง ๆ ตลอดจนติดตามสถานการณ์สิ่งแวดล้อมที่
เปลี่ยนแปลงจากยุทธศาสตร์ปัจจุบันอย่างต่อเนื่อง รวมถึงต้องประสานการปฏิบัติกับหน่วยประเมิน
ยุทธศาสตร์โดยใกล้ชิดเพื่อสามารถปรับตัวให้ทันต่อสถานการณ์และเป็นไปในทิศทางเดียวกัน ซึ่งจะ
ก่อให้เกิดพลังร่วมในการผลักดันและประสิทธิภาพสูงสุดข

The aim of this research is to investigate and analyze the strategic
environment monitoring and strategic determination processes of the Royal Thai Air Force.
The study focuses on identifying the challenges and obstacles faced during the Strategic
Environment Examination and Strategic Formulation of the Air Force. Additionally, it aims
to establish guidelines for future strategic environment assessments within the Air Force,
utilizing the method of creating a future picture through Strategic Foresight. The research
employs a qualitative research model, using data collection through informal interviews
known as Focus Interviews. These interviews involve selecting experts from both within
and outside the organization, including individuals with prior senior executive experience in
the Air Force. Furthermore, information is gathered from academic documents, articles,
electronic media, symposium summaries, and various publications. The collected data is
then analyzed comparatively to develop a strategic future outlook for monitoring the
strategic environment. The examination of the current Strategic Environment Monitoring
process employed by the Air Force revealed that the SWOT and TOWS Matrix analysis
methods are insufficient for formulating long-term strategies in today's volatile global
environment characterized by vulnerable, uncertainty, complexity and ambiguity. On the
other hand, the study found that the Royal Thai Air Force's existing strategy aligns with the
results of the strategic environment review. However, considering the dynamic nature of
strategic environments, the strategy formulation process should take into account the
specific context and time period. In this regard, the use of Strategic Foresight and creating a
strategic future picture becomes more appropriate for forecasting the long-term future (5-
20 years). This approach provides a visual representation of what is likely to happen in the
future, enabling the development of capabilities to respond effectively and efficiently.
Furthermore, it is recommended that the Air Force establish a dedicated Future team
responsible for preparing and overseeing the Air Force strategy. This team would focus
solely on the strategic aspects and should facilitate strategic communication and
knowledge transfer to other units. Additionally, close coordination with the Strategic
Assessment Unit is essential to ensure timely adjustments and maintain alignment with
the changing environmental situation. These measures will foster synergy and enhance
operational efficiency, thus maximizing the Air Force's capabilities.ค
