บทคัดย่อ:
เรื่อง แนวทางการปฏิบัติหน้าที่ของกรรมการผู้ช่วยรัฐมนตรี/ผู้ช่วยรัฐมนตรี
ในการบริหารราชการแผ่นดินตามยุทธศาสตร์ชาติ และการปฏิรูปประเทศ

การวิจัยเรื่องแนวทางการปฏิบัติหน้าที่ของกรรมการผู้ช่วยรัฐมนตรี/ผู้ช่วยรัฐมนตรีใน
การบริหารราชการแผ่นดินตามยุทธศาสตร์ชาติ และการปฏิรูปประเทศมีวัตถุประสงค์ในการวิจัยเพื่อ
๑) ศึกษาคุณลักษณะของบุคคลที่ดำรงตำแหน่งกรรมการผู้ช่วยรัฐมนตรี/ ผู้ช่วยรัฐมนตรี
๒) เพื่อศึกษาบทบาทหน้าที่ของบุคคลที่ดำรงตำแหน่งกรรมการผู้ช่วยรัฐมนตรี/ ผู้ช่วยรัฐมนตรี
และ ๓) เพื่อให้ได้แนวทางการปฏิบัติหน้าที่ของกรรมการผู้ช่วยรัฐมนตรี/ ผู้ช่วยรัฐมนตรี
ในการบริหารราชการแผ่นดิน
จากการวิจัยพบว่า รัฐบาลไทยได้มีการพูดถึงกรรมการผู้ช่วยรัฐมนตรีตั้งแต่ปี
พ.ศ. ๒๕๓๖ ต่อมารัฐบาลได้ออกระเบียบสำนักนายกรัฐมนตรีว่าด้วยกรรมการผู้ช่วยรัฐมนตรี
ในปี พ.ศ. ๒๕๔๖ ทั้งนี้ คุณลักษณะของบุคคลที่ดำรงตำแหน่งกรรมการผู้ช่วยรัฐมนตรี/ ผู้ช่วยรัฐมนตรี
ต้อง ๑) มีความรู้ความสามารถ เทียบเท่ารัฐมนตรี สามารถตัดสินใจเชิงนโยบายได้๒) เป็นผู้ที่มีศักยภาพ
สามารถเจรจาการเมือง เหมือนกับเป็นรัฐมนตรีว่าการกระทรวงฯ รวมทั้งสามารถทำงานเดี่ยว
และ ทำงานหรือร่วมมือกันในฐานะของคณะกรรมการประชุมกันอย่างน้อยเดือนละหนึ่งครั้ง
๓) ปฏิบัติหน้าที่แทนรัฐมนตรีช่วยว่าการกระทรวงฯ เมื่อรัฐมนตรีช่วยว่าการกระทรวงฯ ไม่อยู่
หรือไม่สามารถปฏิบัติหน้าที่ได้ อนึ่ง ผลการวิจัยมาจากการเก็บรวบรวม การวิเคราะห์ข้อมูล และ
การนำเสนอข้อมูลผ่านเอกสาร ข้อมูล แนวคิด กฎหมาย ระเบียบที่เกี่ยวข้อง และ การสัมภาษณ์
เพื่อให้การปฏิบัติหน้าที่ของกรรมการผู้ช่วยรัฐมนตรีฯ มีประสิทธิภาพมากขึ้น
๑) รัฐมนตรีสามารถมอบหมายภารกิจสำคัญให้แก่ผู้ช่วยรัฐมนตรีมากขึ้น ๒) สำนักเลขาธิการ
นายกรัฐมนตรีควรสร้างความตระหนักแก่ส่วนราชการให้ทราบถึงคุณลักษณะของบุคคล บทบาท
หน้าที่ แนวทางการปฏิบัติหน้าที่ของกรรมการผู้ช่วยรัฐมนตรีฯ ๓) กรรมการผู้ช่วยรัฐมนตรีฯ
ควรตระหนักถึงสถานะของตนว่าเป็นผู้ดำรงตำแหน่งทางการเมือง ๔) กรรมการผู้ช่วยรัฐมนตรีฯ
ควรเข้าใจถึงสิทธิของตนข

Research on the duties of the Vice Minister committee / Vice Minister
in the administration of the national Strategy and national reform has research
objectives to 1) study the characteristics of persons holding positions, Vice Minister
committee / Vice Minister 2) to study the roles and duties of persons holding positions of
the Vice Minister committee / Vice Minister and 3) to obtain guidelines for the duties of
the Vice Minister committee /Vice Minister In the administration of the government.
From research it was found that Thai government has been talking
about Vice Minister committee / Vice Minister since the beginning B.E. 2536. Later,
the government issued Rule of the Office of the. Prime Minister on the Vice Minister
commitand.E. 2546 , In this regard, the characteristics of a person holding the
position of Vice Minister committee / Vice Minister must 1 ) have knowledge and
ability equivalent to a minister can make Policy-oriented decision 2) have potentiality
to negotiate in politics like a minister, and also being able to work alone, or
collaborate as a committee in the meeting at least once a month 3) be able to
perform duties on behalf of the Deputy Minister when the Deputy Minister not
present or unable to perform duties. In addition, the research results come from
collecting data, data analysis, and presenting information through documents,
concepts, laws, related regulations, and an interview.
To perform the duties of Vice Minister committee / Vice Minister
committee more efficiently 1) Ministers can assign more important missions to
Vice Minister committee / Vice Minister, 2) Secretariat of the Prime Minister should
create awareness among government agencies of the characteristics of people, roles
and responsibilities, guidelines for performing duties of the Vice Minister committee
/ Vice Minister committee, 3) Vice Minister committee / Vice Minister committee
should be aware of their status as a person holding a political position, and 4) Vice
Minister committee / Vice Minister committee should understand their rights.ค
