เรื่อง แนวทางส่งเสริมบทบาทของภาคเอกชนในการสนับสนุนกิจกรรมเพื่อสังคม
(CSR Activities) กรณีศึกษา โรงเรียนบ้านคลองบอน อ าเภอเกาะยาว

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาปัญหาอุปสรรคในการสนับสนุนกิจกรรมเพื่อ
สังคม (CSR Activities) ที่ผ่านมา ศึกษาปัจจัยกระบวนการที่สนับสนุนบทบาทของภาคเอกชนในการ
สนับสนุนกิจกรรมเพื่อสังคม ประเมินผลการด าเนินงาน และเพื่อหาแนวทางการส่งเสริมบทบาทของ
ภาคเอกชนในการสนับสนุนกิจกรรมเพื่อสังคมเพื่อการเติบโตทางเศรษฐกิจและสังคมอย่างยั่งยืน ผู้วิจัย
ได้ก าหนดขอบเขตการศึกษาวิจัยเฉพาะโครงการสร้างอาคารเรียนให้โรงเรียนบ้านคลองบอน อ าเภอ
เกาะยาว จังหวัดพังงา ใช้การวิจัยเชิงคุณภาพ โดยวิเคราะห์เนื้อหาจากการรวบรวมข้อมูลเชิงกับผู้ที่มี
ส่วนเกี่ยวข้องกับโครงการสร้างอาคารเรียนให้โรงเรียนบ้านคลองบอนควบคู่ไปกับการศึกษาข้อมูลจาก
ต ารา เอกสาร แนวคิดและทฤษฎีต่าง ๆ ที่เกี่ยวข้อง
ผลการศึกษาวิจัย พบว่า ปัญหาและอุปสรรคในการสนับสนุนกิจกรรมเพื่อสังคมที่ผ่านมา
ได้แก่ ๑) การต่อสู้ทางความคิดเพื่อสร้างการยอมรับจากโรงเรียน ๒) การท าความเข้าใจต่อความแตกต่าง
ด้านวัฒนธรรมและการเป็นพื้นที่ท่องเที่ยว ๓) การประสานความร่วมมือกับภาครัฐในการเข้าไป
ด าเนินการมีขั้นตอนและใช้ระยะเวลามาก ๔) การขนย้ายอุปกรณ์ต่าง ๆ และวัสดุก่อสร้างมีข้อจ ากัด
ปัจจัยและกระบวนการที่สนับสนุนบทบาทของภาคเอกชนในการสนับสนุนกิจกรรมเพื่อสังคม
ได้แก่ ๑) ภาครัฐต้องเริ่มต้นจากการสนับสนุนทางมาตรการด้านกฎหมาย ๒) สนับสนุนการให้ความรู้
กับภาคเอกชนในการจัดท ากิจกรรมเพื่อสังคมที่สามารถเกิดประโยชน์อย่างแท้จริง ๓) การจัดท ากิจกรรม
เพื่อสังคมที่สามารถสะท้อนอัตลักษณ์และเอกลักษณ์ประจ าถิ่น และ ๔) เพิ่มการประชาสัมพันธ์
โครงการกิจกรรมเพื่อสังคมที่ก่อให้เกิดประโยชน์ในระยะยาวอย่างยั่งยืน ผลการด าเนินงานในโครงการ
สร้างอาคารเรียนให้โรงเรียนบ้านคลองบอน อ าเภอเกาะยาว จังหวัดพังงา ได้แก่ ๑) เกิดความคุ้มค่า
และความส าเร็จของการใช้ประโยชน์โครงการสร้างอาคารเรียน และส่งเสริมคุณภาพชีวิตของนักเรียน
๒) เกิดประโยชน์ทางเศรษฐกิจและสังคม และ ๓) เกิดนโยบายเศรษฐกิจสร้างสรรค์ในชุมชน
โดยแนวทางการส่งเสริมบทบาทของภาคเอกชนในการสนับสนุนกิจกรรมเพื่อสังคม ได้แก่ ๑) การออกแบบ
โครงการให้เกิดความคุ้มค่าให้มากที่สุด ลงทุนในกิจกรรมที่จะไม่สามารถเกิดประโยชน์ในระยะยาว
๒) การส่งเสริมด้านข้อมูลข่าวสารในการด าเนินกิจกรรมเพื่อสังคมให้มากขึ้นและมีประสิทธิภาพเพื่อ
ดึงเครือข่ายความร่วมมือต่าง ๆ ๓) การเพิ่มประสิทธิภาพในการท างานในเชิงรุกในการประสานงาน
กับทุก ๆ ฝ่าย และ ๔) ให้ความส าคัญต่อความต่อเนื่องของการด าเนินโครงการกิจกรรม รวมถึงท า
การติดตาม รับฟังความคิดเห็น ประเมินผล เพื่อรวบรวมปัญหาต่าง ๆ และข้อดีข้อเสียน ามาปรับปรุง

Title Guidelines for promoting the role of the private sector in
supporting corporate social responsibility activities (CSR Activities),
a case study of Ban Klong Bon School, Ko Yao District, Phang Nga

The objective of this research is to study the problems and obstacles in
supporting corporate social responsibility activities (CSR Activities) in the past. Study
factors and processes that support the role of the private sector in supporting social
activities. Evaluate the performance and to find ways to promote the role of the
private sector in supporting social activities for sustainable economic and social
growth. The researcher defined the scope of the study specifically for the project of
building a school building for Ban Khlong Bon School, Ko Yao District, Phang Nga
Province. By analyzing the content of collecting data with people involved in the
school building, along with the study information from textbooks, documents,
concepts and theories associated.
The results of the research revealed that the problems and obstacles in
CSR Activities: 1) Thought struggles to create school acceptance. 2) Understanding
cultural differences and being a tourist area. 3) Coordinating with the government
sector in implementing the process involves a lot of steps and takes a lot of time.
And 4) Construction materials are limited. Factors and processes that support the role
of the private sector in CSR Activities: 1) The government sector must start from
supporting legal measures. 2) Support educating the private sector in organizing
activities for society that can truly benefit. 3) Organizing CSR Activities that can reflect
local identity. And 4) Increase the publicity of CSR Activities projects that generate
sustainable long-term benefits. The results of project to building for Ban Khlong Bon
School, Ko Yao District, Phang Nga Province are as follows: 1) The cost-effectiveness
and success of the school building project and promoting the quality of life of
students. 2) Creating economic and social benefits. And 3) Creating a creative
economy policy in the community. Guidelines for promoting the role of the private
sector in supporting social responsibility activities are as follows: 1) Designing projects
to maximize value Invest in activities that will not bring long-term benefits. 2)
Promoting more and more effective information for social activities in order to draw ค
cooperation networks. 3) Proactively increasing work efficiency in coordinating with all
parties. And 4) Give importance to the continuity of project activities. Including
tracking listen to opinions, evaluate results in order to collect various problems and
advantages and disadvantages to be improved in the future.ง
