เรื่อง แนวทางการแก้ไขปัญหาไฟป่าและหมอกควันในพื้นที่ชายแดนของ
กองกำลังนเรศวร

การศึกษาแนวทางการแก้ไขปัญหาไฟป่าและหมอกควันในพื้นที่ชายแดนของกอง
กำลังนเรศวร มีวัตถุประสงค์เพื่อศึกษาแนวทางการแก้ไขปัญหาไฟป่าและหมอกควันในพื้นที่ภาคเหนือ
เพื่อวิเคราะห์ถึงปัญหาและอุปสรรค ในการป้องกันแก้ไขปัญหาไฟป่าและหมอกควันของกองกำลัง
นเรศวร และเพื่อหาแนวทางการแก้ไขปัญหาไฟป่าและหมอกควันของกองกำลังนเรศวรอย่างยั่งยืน
โดยเป็นการวิจัยแบบเชิงคุณภาพ (Qualitative research) ทำการศึกษาจากเอกสาร รายงานของ
หน่วยงาน งานวิจัยที่เกี่ยวข้อง และทำการวิเคราะห์ สังเคราะห์ เพื่อให้ได้แนวทางการแก้ไขปัญหา
ที่ชัดเจนและมีประสิทธิภาพ
ผลการศึกษาพบว่า แนวทางการแก้ไขปัญหาไฟป่าและหมอกควันในพื้นที่ชายแดน
ของกองกำลังนเรศวร จำเป็นต้องให้ความสำคัญกับความแตกต่างของบริบทในพื้นที่รับผิดชอบ การ
วางแผนปฏิบัติต้องร่วมมือกับทุกภาคส่วน โดยเฉพาะอย่างยิ่งหน่วยงานที่รับผิดชอบโดยตรง และ
ประชาชนในพื้นที่ เพื่อให้การนำแผนงานการแก้ไขปัญหาไปปฏิบัติมีความครอบคลุมและเกิด
ประสิทธิภาพสูงสุด ดังนั้น ข้อมูล (Data) และ ความรู้ ความเข้าใจ และความร่วมมือจากประชาชนใน
พื้นที่ จึงมีความสำคัญต่อความสำเร็จของการแก้ไขปัญหาเป็นอย่างมาก การจัดทำ Big Data หรือ
ระบบรวมรวมข้อมูล (Data Warehouse) เพื่อรวบรวมชุดข้อมูลทุกรายการที่มีความเกี่ยวข้อง
สามารถนำมาใช้แก้ไขปัญหาไฟป่าและหมอกควันได้ ได้แก่ One Map, Area Type, การใช้ฐานข้อมูล
จากข้อมูลสถิติการเกิดจุดความร้อนหรือ Hotspot ของ GISTDA ในการติดตามสถานการณ์การเกิด
ไฟป่า ซึ่งสามารถระบุตำแหน่งการเกิดไฟป่าจากจุดแสดงความร้อน นำไปสู่การจัดกำลังเข้าไป
ตรวจสอบ หากพบว่าเกิดไฟป่าในจุดที่ตรวจสอบพบจริงจึงจะดำเนินการเรียกชุดดับไฟเข้าทำการดับ
ไฟต่อไป ข้อมูลแหล่งน้ำในพื้นที่ ข้อมูลฝาย ข้อมูลพื้นที่ป่าไม้ เช่น ป่าอนุรักษ์ ป่าสงวน ข้อมูล
ประชาชนจิตอาสา เป็นต้น นอกจากนี้ ข้อมูลที่มีต้องได้รับการปรับปรุงให้มีความถูกต้อง แม่นยำ
ทันสมัยตลอดเวลา และทุกส่วนสามารถเพิ่มเติมข้อมูลแบบ Real-time ได้ การรวบรวมข้อมูลที่กล่าว
