เรื่อง แนวทางการน าเทคโนโลยีดิจิทัลมาใช้เพื่อการยกระดับการรักษาความ

จากผลการรับตรวจประเมินความปลอดภัยในการเดินเรือของประเทศไทย
ขององค์การทางทะเลระหว่างประเทศ (International Maritime Organization : IMO) ยังคงพบ
สิ่งที่ไม่เป็นไปตามข้อก าหนดในด้านความปลอดภัยทางน้ า และข้อมูลเชิงประจักษ์ก็พบว่าอุบัติเหตุ
จากการเดินทางโดยสาร และการขนส่งทางน้ าเป็นสิ่งที่เกิดขึ้นเป็นระยะ ๆ ดังนั้นผู้วิจัยจึงได้เล็งเห็นว่า
ควรให้ความส าคัญในการยกระดับความปลอดภัย (safety) รักษาความปลอดภัย (security) และ
ขยายผลไปสู่การรักษาสิ่งแวดล้อม (environment)
ผลการศึกษาพบว่า ปัจจุบันกรมเจ้าท่า มียุทธศาสตร์ที่เกี่ยวข้องกับการน าเทคโนโลยี
ดิจิทัลเข้ามาใช้ในการยกระดับการรักษาความปลอดภัยทางน้ า ควบคู่กับการรักษาสิ่งแวดล้อม
ซึ่งเป็นไปตามยุทธศาสตร์ของหน่วยเหนือและยุทธศาสตร์ชาติแต่ยังคงพบปัญหาและอุปสรรคอยู่
หลายด้าน ผู้วิจัยจึงได้เสนอแนวทางการน าเทคโนโลยีดิจิทัลเข้ามาใช้ในการแก้ไขปัญหา ปฏิรูประบบ/
กระบวนการท างานด้านการรักษาความปลอดภัยทางน้ า 4 แนวทาง ได้แก่ 1. การพัฒนายุทธศาสตร์
และนโยบายขององค์กร ในเชิงสร้างสรรค์ให้เกิดนวัตกรรมรูปแบบใหม่ ๆ รวมทั้งจัดล าดับให้การ
พัฒนาเทคโนโลยีเป็นประเด็นเร่งด่วน และบูรณาการการด าเนินงานกับหน่วยงานภาครัฐที่เกี่ยวข้อง
พร้อมทั้งดึงภาคเอกชนและชุมชนเข้ามามีส่วนร่วม 2. การพัฒนาเทคโนโลยีดิจิทัลในระดับปฏิบัติการ
ได้แก่ การบูรณาการระบบฐานข้อมูลการรักษาความปลอดภัยทางน้ ากับหน่วยที่เกี่ยวข้อง การพัฒนา
ขยายเทคโนโลยี Smart Pier และเรือไฟฟ้าไปสู่พื้นที่ต่างจังหวัดที่เป็นเมืองท่าส าคัญ การสร้าง
ความร่วมมือกับภาคส่วนต่าง ๆ ในการวิจัยและพัฒนานวัตกรรมสิ่งประดิษฐ์ใหม่ ๆ พร้อมทั้งพัฒนา
แพล็ตฟอร์มให้ใช้งานได้จริง 3. การพัฒนาการบริหารจัดการองค์กร ได้แก่ การปรับโครงการองค์กร
การพัฒนาบุคลากรในองค์กรให้รองรับนวัตกรรมและเทคโนโลยีดิจิทัลในอนาคต และเสนอโครงการ
Sandbox ที่ก าหนดค่าตอบแทนและผลประโยชน์ในอัตราพิเศษ แก่บุคลากรด้านเทคโนโลยีดิจิทัล
รวมถึงการให้ความส าคัญกับการสร้างสรรค์สื่อการประชาสัมพันธ์ออนไลน์ ในรูปแบบที่ตามเทรนด์
ความสนใจของประชาชน 4. ข้อเสนอเพิ่มเติมในการก าหนดนโยบายของรัฐบาลและหน่วยเหนือ คือ
การเสริมสร้างความร่วมมือระหว่างประเทศ โดยผลักดันประเด็นการขอรับการสนับสนุนองค์ความรู้
และวิทยาการสมัยใหม่ โดยดึงเอาส่วนดีของแต่ละประเทศ ได้แก่ เนธอร์แลนด์ จีน และสิงคโปร์
น ามาปรับใช้ให้เหมาะสมกับสภาวการณ์ ภูมิศาสตร์ และภูมิอากาศของประเทศไทยข

Title Guidelines on implementation of digital technology to improve
maritime safety.

In reference to the safety assessment of Thailand’s maritime affairs by the
International Maritime Organization (MIO), aspects that do not comply with maritime
safety regulations persist. Empirical data also show that accidents from maritime
commute and transportation occur from time to time. The researcher, therefore,
finds it crucial to improve the aspects of safety and security before expanding to
save the environment.
The study shows that the Marine Department has implemented the
strategy that involves the use of digital technology to improve maritime safety
together with environmental conservation. This follows the strategies of supervising
agencies and the National Strategy. However, various difficulties and obstacles persist.
The researcher therefore proposes 4 guidelines on the implementation of digital
technology to solve the problems and reform the system/work process for maritime
safety. The first is the development of the organization’s strategy and policy towards
a more creative approach to generate new forms of innovation, prioritize technological
development as urgent issue, and integrate cooperation with related governmental
agencies as well as encouraging participation from private and community sectors.
The second is the improvement of digital technology at operational level, which
comprises integrated database system on maritime safety with related agencies,
enhancement of Smart Pier technology and electric boat in key provincial ports,
forming of cooperation across sectors for research and development (R&D) in innovation
while ensuring development of practical platform. The third is the development of
organizational management with focus on organizational restructuring, human resource
enhancement in anticipation for future innovation and digital technology, and proposalof
sandbox initiatives that set remuneration and benefits for digital technology staff at
extra rate as well as importance attributed to online public relations media that fits
with the people’s trend and interests. The fourth is additional recommendation to the
Government and supervising agencies’ policymaking stance on promoting international
cooperation with countries such as the Netherlands, China, and Singapore. Through
requests for modern knowledge and expertise, each country’s strength can be adjusted in
accordance with Thailand’s condition, geography, and climate. ค
