บทคัดย่อ:
เรื่อง แนวทางการเพิ่มประสิทธิภาพการดำเนินงานด้านการสนับสนุนการบรรเทาสาธารณภัย
ของกองทัพบก

การศึกษาวิจัยเรื่อง “แนวทางการเพิ่มประสิทธิภาพการดำเนินงานด้านการสนับสนุน
การบรรเทาสาธารณภัยของกองทัพบก” มีวัตถุประสงค์เพื่อ ๑) ศึกษาและวิเคราะห์ลักษณะงาน
ที่เกี่ยวข้องกับการบรรเทาสาธารณภัย ๒) ศึกษาบทบาทและโครงสร้างหน่วยรับผิดชอบหลักในการ
บรรเทาสาธารณภัยของกองทัพบก และ ๓) ศึกษาและเสนอแนะแนวทางการเพิ่มประสิทธิภาพการ
ดำเนินงานด้านการสนับสนุนการบรรเทาสาธารณภัยของกองทัพบก โดยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ
(Qualitative Methodology) ในลักษณะของการค้นคว้าเอกสารที่เกี่ยวข้อง (Documentary Study)
รวมทั้งการสัมภาษณ์แบบเจาะลึก/เชิงลึก (In-depth Interview) จากผู้ให้ข้อมูลสำคัญ (Key informants)
ทั้งนี้ ผลการวิจัย สามารถจำแนกได้ ๒ ประเด็น ได้แก่ ๑) ลักษณะงานที่เกี่ยวข้องกับการบรรเทา
สาธารณภัย ซึ่งเป็นไปตามพระราชบัญญัติป้องกันและบรรเทาสาธารณภัย พ.ศ. ๒๕๕๐ ที่ได้กำหนด
คำนิยาม “สาธารณภัย” ขึ้นครั้งแรก กระทั่งได้มีการจัดทำแผนการป้องกันและบรรเทาสาธารณภัย
แห่งชาติ พ.ศ. ๒๕๕๘ ซึ่งได้จัดตั้ง “กรมป้องกันและบรรเทาสาธารณภัย” ขึ้นเป็นส่วนราชการสังกัด
กระทรวงมหาดไทย และ ๒) บทบาทและโครงสร้างหน่วยรับผิดชอบหลักในการบรรเทาสาธารณภัย
ของกองทัพบกที่ปฏิบัติหน้าที่ในฐานะหน่วยงานให้การสนับสนุนการบรรเทาสาธารณภัยตามแผน
ป้องกันและบรรเทาสาธารณภัยแห่งชาติ พ.ศ. ๒๕๕๘ ตลอดจนได้จัดทำแผนบรรเทาสาธารณภัย
กองทัพบก พ.ศ. ๒๕๕๘ และจัดตั้ง ศูนย์บรรเทาสาธารณภัยกองทัพบก โดยมีผู้บัญชาการทหารบก
เป็นผู้อำนวยการ และมอบหมายให้ ฝ่ายกิจการพลเรือน ศูนย์บรรเทาสาธารณภัยกองทัพบก ทำหน้าที่
รับผิดชอบหลักในภารกิจการช่วยเหลือผู้ประสบสาธารณภัย ทั้งนี้ ในส่วนของข้อเสนอแนะจากการวิจัย
ผู้วิจัยเห็นว่า แนวทางการเพิ่มประสิทธิภาพการดำเนินงานด้านการสนับสนุนการบรรเทาสาธารณภัย
ของกองทัพบกนั้น สามารถดำเนินการจัดทำ/พัฒนา/ปรับปรุง ปัจจัยที่เกี่ยวข้อง จำนวน ๙ ด้าน ได้แก่
๑) ด้านการป้องกันและลดผลกระทบ ๒) ด้านฐานข้อมูลและระบบ ๓) ด้านแผนงาน/คู่มือความพร้อม
รับมือต่อสาธารณภัย ๔) ด้านบุคลากร ๕) ด้านองค์ความรู้ ๖) ด้านเครื่องมือเครื่องใช้๗) ด้านการ
รายงานสถานการณ์ ๘) การประสานงานกับหน่วยงานต่าง ๆ และ ๙) การทบทวน/ถอดบทเรียนข

Research study “Guidelines for enhancing efficiency in disaster relief support of
the Royal Thai Army” aims to 1) Study and analyze the nature of the missions those related
to disaster relief 2) Study the roles and structure of the main responsible units in disaster
mitigation of the Royal Thai Army and 3) Study and recommend ways to increase the
efficiency of the Royal Thai Army's disaster relief support operations, by using qualitative
research methods in the manner of researching relevant documents including in-depth
interviews with key informants. In this regard, the research results can be classified into
2 issues: 1) The nature of work related to disaster mitigation. which is in accordance with the
Disaster Prevention and Mitigation Act B.E. 2550 that defined the definition of “Disaster” for
the first time. Until the preparation of the National Disaster Prevention and Mitigation Plan
B.E. 2558 established “Department of Disaster Prevention and Mitigation” becomes
a government agency under the Ministry of Interior and 2) The role and structure of the main
responsible unit for disaster mitigation of the Royal Thai Army that performs duties as
a disaster relief support agency according to the National Disaster Prevention and Mitigation
Plan B.E. 2558, as well as formulating the Army Disaster Relief Plan B.E. 2558 and establishing
the Army Disaster Mitigation Center, which the Commander on Chief of the Army is its director
and the Directorate of Civil Affairs, Royal Thai is the staff directorate in responsible. The Army
Disaster Relief Center responsible for the mission to help disaster victims. However, in terms
of recommendations from research the researcher saw that Guidelines for enhancing the
efficiency of the Royal Thai Army's disaster relief support operations. Able to perform
preparation/development/improvement There were 9 related factors: 1) Prevention and
mitigation of impacts 2) Database and system aspects 3) Plans/manuals on disaster
preparedness 4) Personnel 5) Knowledge Management 6) Equipment and tools 7) Situation
reporting 8) Coordinating with various agencies; and 9) Review/lesson learned.ค
