เรื่อง แนวทางการบริหารจัดการเครือข่ายภาคประชาชนกับการมีส่วนร่วมสนับสนุน
งานความมั่นคงของกองทัพบก

การศึกษาเรื่อง “แนวทางการบริหารจัดการเครือข่ายภาคประชาชนกับการมีส่วนร่วม
สนับสนุนงานความมั่นคงของกองทัพบก” เป็นงานวิจัยเชิงคุณภาพ มีวัตถุประสงค์ดังนี้ (๑) เพื่อศึกษา
สถานการณ์และปริบทของการบริหารจัดการเครือข่ายภาคประชาชนกับการมีส่วนร่วมสนับสนุนงาน
ความมั่นคงของกองทัพบก (๒) เพื่อศึกษาปัญหาอุปสรรคการบริหารจัดการเครือข่ายภาคประชาชน
กับการมีส่วนร่วมสนับสนุนงานความมั่นคงของกองทัพบก และ (๓) เพื่อศึกษาและก าหนดแนว
ทางการพัฒนาปรับปรุงศักยภาพของการบริหารจัดการเครือข่ายภาคประชาชนกับการมีส่วนร่วม
สนับสนุนงานความมั่นคงของกองทัพบก
ผลการศึกษาวิจัยพบว่า ปัญหาอุปสรรคการบริหารจัดการเครือข่ายภาคประชาชนกับการมี
ส่วนร่วมสนับสนุนงานความมั่นคงของกองทัพบก ดังนี้(๑) นโยบาย แผนงาน ภารกิจ หน้าที่ (๒) บุคลากร
(๓) ด้านระบบสารสนเทศ เทคโนโลยี เครื่องมือ และ (๔) การมีส่วนร่วม
แนวทางการพัฒนาปรับปรุงศักยภาพของการบริหารจัดการเครือข่ายภาคประชาชนกับการมี
ส่วนร่วมสนับสนุนงานความมั่นคงของกองทัพบก ได้แก่ (๑) การปรับโครงสร้างการบริหารจัดการ
หน่วยงานรับผิดชอบการบริหารจัดการเครือข่ายภาค (๒) การประสานงาน (๓) งบประมาณ (๔) การ
พัฒนาระบบเทคโนโลยีสารสนเทศ (๕) ผู้บังคับบัญชาชั้นสูง และผู้บังคับหน่วยทุกระดับ จะต้องไม่
เปลี่ยนแปลงนโยบายบ่อย (๖) มีการพัฒนาระบบการติดต่อสื่อสารในการสร้าง (๗) มีการพัฒนาวิธีการ
เผยแพร่และเข้าถึงข้อมูล (๘) มีการก าหนดนโยบายด้านกิจการมวลชนไว้ในนโยบายการปฏิบัติงาน
ประจ าปี (๙) มีการจัดระบบการพัฒนาและปรับปรุงแผนการการปฏิบัติรวมทั้งมีกลวิธีในการเข้าถึงกลุ่ม
มวลชนและบรรลุเป้าหมายของกลยุทธ์(๑๐) มีการประเมินผลและการปรับกลยุทธ์อย่างต่อเนื่องตาม
ความจ าเป็น และสถานการณ์ที่เปลี่ยนแปลง
ข้อเสนอแนะเชิงบริหาร ดังนี้ (๑) ต้องมีการส่งเสริมและพัฒนาศักยภาพในการรวมกลุ่ม
ของเครือข่ายภาคประชาชนทั่วประเทศ ในทุกระดับ ทุกเครือข่าย (๒) ควรมีการปลูกฝังจิตส านึกให้
บุคคลทุกกลุ่ม ทุกเครือข่าย โดยเฉพาะอย่างยิ่งเด็กและเยาวชน เพื่อเป็นการสืบทอดวัฒนธรรม และ
องค์ความรู้ต่าง ๆ ให้เด็กและเยาวชน ซึ่งเป็นกลไกที่ส าคัญในการพัฒนาต่อไปในนอนาคตข

Title Guidelines managing networks in the public sector and participation

This research is study relate with “Guidelines managing networks in the
public sector and participation in supporting the security of the Royal Thai Army” is a
qualitative research. The objectives are as follows : 1) to study the situation and its
context, managing networks in the public sector and participation in supporting the
security of the Royal Thai Army 2) to study problems and obstacles managing networks in
the public sector and participation in supporting the security of the Royal Thai Army
and 3) to study and determine guidelines for developing and improving the potential
of managing networks in the public sector and participation in supporting the security
of the Royal Thai Army
The research results found that Problems and obstacles in managing
networks in the public sector and participation in supporting the security of the Royal
Thai Army are as follows: 1) policies, plans, missions, duties 2) personnel 3) information
systems, technologies, and tools and 4) participation Guidelines for developing and
improving the potential managing networks in the public sector and participation in
supporting the security of the Royal Thai Army include: 1) administrative restructuring
of agencies responsible for regional network management; 2) coordination 3) budget
4) development of information technology systems 5) high-ranking commanders and
unit commanders aat all levels Policies must not be changed frequently 6)
Communication systems in developed 7) Methods of dissemination and access to
information are developed 8) The public affairs policy is established in the annual
operational policy 9) There is a system for developing and improving the implementation
plan. Including having strategies to reach the masses and achieve the goals of the
strategy 10) There is continuous evaluation and adjustment of strategies as necessary
and changing situations
Administrative recommendations are as follows : 1) There must be promotion
and development of the potential for the integration of national networks of the
people sector at all levels, all networks 2) Awareness should be instilled in every
person, every group, every network, especially children and youth to inherit the
culture and various knowledge for children and youth which is an important
mechanism for further development in the futureค
