เรื่อง แนวทางการพัฒนาการบริหารจัดการที่ราชพัสดุในเขตทหารของกองทัพบก

กองทัพบกเป็นหน่วยงานราชการ ที่มีที่ราชพัสดุเป็นจำนวนมาก ทั้งที่ใช้ประโยชน์
และไม่ได้ใช้ประโยชน์ แต่เนื่องจากที่ดินเป็นทรัพยากรที่สำคัญที่มีอยู่อย่างจำกัด และสามารถเพิ่ม
มูลค่าด้วยการใช้อย่างเหมาะสม ประกอบกับประชาชนของประเทศมีจำนวนมากขึ้น จึงส่งผลให้มีความ
ต้องการที่ดินสำหรับที่พักอาศัยและประกอบอาชีพมากขึ้น จึงทำให้มีการบุกรุกที่ดินของกองทัพบก
ปัจจุบันสภาพแวดล้อม, ด้านเศรษฐกิจ, ด้านสังคม และด้านยุทธศาสตร์ทางทหาร ที่เกี่ยวกับปัญหา
ที่ดินทำกินของราษฎร จึงทำให้กระทรวงการคลัง ในฐานะผู้ถือกรรมสิทธิ์ในที่ราชพัสดุ ได้มอบหมาย
ให้กรมธนารักษ์เป็นผู้ถือกรรมสิทธิ์ในที่ราชพัสดุ โดยมีการพัฒนาการจัดหาประโยชน์ในที่ราชพัสดุ
แนวใหม่ จึงส่งผลกระทบต่อการบริหารจัดการที่ราชพัสดุในความครอบครองฯ ของกองทัพบก
จากปัญหาดังกล่าว ผู้วิจัยจึงได้มีแนวคิดที่จะศึกษาแนวทางการพัฒนาการบริหารจัดการ
ที่ราชพัสดุ ในเขตทหารของกองทัพบก ซึ่งเป็นการวิจัยเชิงคุณภาพ รูปแบบการวิจัยจะสอดคล้องกับ
เอกสารทางราชการ เพื่อให้การดูแล และรักษาที่ราชพัสดุ ในเขตทหารของกองทัพบก เป็นไปอย่าง
มีประสิทธิภาพ มีความทันสมัย และสามารถใช้ในการดำเนินการแก้ไขปัญหาการบุกรุกที่ดินได้
การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาและวิเคราะห์ปัญหาการบริหารจัดการ
ที่ราชพัสดุของกรมธนารักษ์ ที่มีผลกระทบกับกองทัพบก, เพื่อศึกษาวิเคราะห์และเปรียบเทียบ
การบริหารจัดการที่ราชพัสดุในความครอบครอง ดูแล และใช้ประโยชน์ของหน่วยภายในกองทัพบก
และเพื่อนำเสนอแนวทางการพัฒนาการบริหารจัดการที่ราชพัสดุในความครอบครอง ดูแลและใช้
ประโยชน์ของกองทัพบก เกิดประโยชน์สูงสุด ไม่กระทบต่อวิถีชีวิตของประชาชน และชุมชน
วิธีดำเนินการวิจัย ประกอบด้วย การเก็บข้อมูลทุติยภูมิ ได้แก่ นโยบายที่เกี่ยวข้อง, ข้อมูลพื้นฐาน
ต่าง ๆ ที่เกี่ยวกับราชพัสดุ โดยทำการกำหนดกระบวนการในการศึกษา และวิเคราะห์ข้อมูลเกี่ยวกับ
กฎเกณฑ์และมาตรฐานการใช้ที่ดินราชการ, กฎหมาย ระเบียบ คำสั่ง เอกสารทางราชการ และคู่มือ
ตำราต่าง ๆ ซึ่งแนวคิด และทฤษฎีที่เกี่ยวข้องในด้านกายภาพของพื้นที่ศึกษา ได้แก่ แนวคิด
การพัฒนาการบริหารจัดการที่ราชพัสดุในเขตทหารของกองทัพบก และการเก็บข้อมูลปฐมภูมิ
จากการสัมภาษณ์เชิงลึก โดยผู้ทรงคุณวุฒิและบุคคลสำคัญ ที่มีประสบการณ์ด้านที่ดินของกองทัพบกข
ผลการวิจัย พบว่า ในด้านกำลังพล ได้แก่ ผู้บังคับบัญชาหรือผู้บังคับหน่วย
ที่รับผิดชอบในที่ดินราชพัสดุ จะต้องมีความเข้าใจ และจริงจังในการแก้ไขปัญหา โดยการเพิ่ม
หลักสูตรอบรมกำลังพล ให้มีความรู้ในด้านเทคโนโลยี, การเพิ่มอัตรากำลังพลที่ดินให้กับหน่วยใช้
ประโยชน์ในที่ดิน, ด้านงบประมาณ ได้แก่ หากมีความจำเป็นต้องของบประมาณ ให้ทำการรวบรวม
ข้อมูล และเสนอความต้องการงบประมาณด้านที่ดินของหน่วย เพื่อเสนอให้กับกองทัพบกทราบ และ
กองทัพบกควรจัดสรรงบประมาณ ในการสนับสนุนเป็นค่าใช้จ่ายเกี่ยวกับดำเนินงาน, ด้านเครื่องมือ
(ระเบียบ, คำสั่ง และนโยบาย) ได้แก่ การจัดทำคู่มือเกี่ยวกับงานด้านที่ดินของกองทัพบกให้มีความ
ทันสมัย เพื่อสามารถที่จะรองรับกับสถานการณ์ในปัจจุบัน และอนาคตได้โดยหน่วยใช้ประโยชน์
ในที่ดิน จัดให้มีการประชุมติดตามความก้าวหน้า ในการแก้ไขปัญหาของหน่วยขึ้นตรงอยู่เป็นประจำ
ทุกเดือน และด้านวิธีการบริหารจัดการ ได้แก่ การกระจายอำนาจมาสู่ส่วนราชการภูมิภาคของ
กองทัพบกมากขึ้น หากพิจารณาสิ่งใดไม่กระทบต่อความมั่นคงของประเทศ ก็สมควรให้การตัดสินใจ
สิ้นสุดที่มณฑลทหารบก ซึ่งการบริหารจัดการ และกลั่นกรองงานด้านที่ดิน ในความรับผิดชอบของ
หน่วยตามสายงานที่ดินทุกระดับ โดยคำนึงถึงประโยชน์ที่กองทัพบกจะได้รับอย่างสูงสุด ในที่ดินที่มี
การพิพาท ควรเร่งรัดดำเนินการตามกฎหมาย โดยประสานงานกับหน่วยที่เกี่ยวข้อง เพื่อให้ได้ข้อยุติ

ข้อเสนอแนะในการวิจัยครั้งต่อไป ผู้วิจัยเห็นว่า ควรนำผลการวิจัยแนวทางการบริหาร
จัดการที่ราชพัสดุ ในเขตทหารของกองทัพบก ไปวิจัยเพิ่มเติมในอนาคต เพื่อให้การปรับโครงสร้าง
และการจัดหน่วยทางสายงานที่ดินของกองทัพบกมีประสิทธิภาพมากยิ่งขึ้น และการพัฒนา
การเข้าถึงการใช้ประโยชน์ที่ดินที่รับผิดชอบในรูปแบบต่าง ๆ โดยที่ไม่ปล่อยให้ทิ้งร้าง และไม่ให้ถูกบุกรุก

The Royal Thai Army is a government agency with a large number of
state properties, both used and unused; but because land is an important resource,
it is limited. And can increase the value with proper use. In addition, the number of
people of the country has increased, resulting in the demand for more land for
residence and occupation, thereby encroaching on the land of the Royal Thai Army.
Currently, the environment , economic , social , and military strategies concerning
the problems of the people 's land , therefore the Ministry of Finance , as the owner
of the state property , has assigned the Treasury Department to be the owner of the
state property ; The development of the procurement of benefits in state property in
a new way, thus affecting the management of state property in possession of the
Royal Thai Army; From the aforementioned problems, the researcher has an idea to
study the development of state property management in the Army's military area,
which is a qualitative research; The research model is aligned with official
documents, to provide efficient, up-to-date, effective care and maintenance of state
property in the Army's military area, and can be used to address encroachment
issues.
The purpose of this research was to study and analyze the problems of
state property management of the Treasury Department that affect the Royal Thai
Army, to study, analyze and compare state property management in the possession,
care, and utilization of the Unit within the Royal Thai Army, and to present guidelines
for the development of state property management in the possession, care, and
utilization of the Royal Thai Army; maximizing benefits, without affecting the lives of
people and communities and the research methodology consisted of secondary dataง
collection; Including relevant policies, basic information about state property, by
setting up a process for studying, analyzing information about rules and standards of
official land use, laws, regulations, orders, official documents, and manuals. Concepts
and theories related to the physical aspect of the study area, such as development
concepts for state property management in the Royal Thai Army's military areas, and
primary data collection from in-depth interviews by experts, and important persons
with the Royal Thai Army land experience.
The results of the research showed that in terms of personnel, including
the commander or unit commander responsible for state property land must
understand and be serious about solving the problem; by adding personnel training
courses to have knowledge in technology, increasing the rate of land personnel for
the unit to use in the land; The budget, i.e. if it is necessary to request a budget,
gather information and submit the unit's land budget requirements, to present to the
Royal Thai Army with operations; tools (regulations, orders and policies), including
the preparation of the Royal Thai Army's land manuals to be up-to-date, in order to
be able to cope with the current situation and the future can be done by the land
use unit holding a meeting to follow up on the progress in solving the problem of
the unit directly on a monthly basis; And in terms of management methods,
including the distribution of power to the Royal Thai Army's regional government
agencies, if considering anything that does not affect the security of the country, it is
advisable for the decision to end at the Army Precinct, where the management and
screening of land work is the responsibility of all levels of land line units, taking into
account the greatest benefit to the Army; In land disputes, legal proceedings should
be expedient, coordinating with relevant authorities to obtain a fair resolution.
Suggestions in the next research, the researcher agrees that the research
results of state property management in the Royal Thai Army's military area should
be used for further research in the future, to make the restructuring and organization
of the Army's land lines more efficient, and to improve access to responsible land
use in different ways. Without allowing it to be abandoned and not be invaded in
the future.จ
