เรื่อง ยุทธศาสตร์การฟื้นฟูการรถไฟแห่งประเทศไทยไปสู่ความเป็นโครงสร้าง
พื้นฐาน (สาธารณูปโภค) ที่ได้มาตรฐานสากลของประเทศที่พัฒนาแล้วตาม
ยุทธศาสตร์ชาติ 20 ปี

เนื่องด้วย การรถไฟแห่งประเทศไทย เป็นหน่วยงานรัฐวิสาหกิจในสังกัดกระทรวง
คมนาคม มีวัตุประสงค์ขององค์กรเพื่อท าหน้าที่ให้บริการทางด้านกิจการขนส่งสาธารณะ โดยเป็น
ผู้ให้บริการระบบขนส่งทางรางระหว่างเมืองแบบผูกขาดรายเดียว ซึ่งหากเป็นไปตามทฤษฎีแล้ว
การรถไฟฯ จะต้องมีความสามารถในการสร้างผลก าไรได้เป็นจ านวนมาก ดังเช่นรัฐวิสาหกิจที่
ให้บริการผูกขาดรายอื่น ๆ อาทิ สาธารณูปโภคด้านน าและไฟฟ้า เป็นต้น แต่ด้วยเหตุปัจจัยต่าง ๆ
ไม่ว่าจะเป็นการลดบทบาทของการเดินทางหรือขนส่งทางราง โดยการให้ความส าคัญกับการขยาย
โครงข่ายทางถนนมากกว่า การถูกลดงบประมาณในการพัฒนาการขนส่ง หรือการเดินทางที่ประชาชน
มีทางเลือกมากขึ น รวมถึงการที่ไม่สามารถปรับกลไกขององค์กรให้เข้ากับบริบทที่เปลี่ยนไปใด้อย่าง
เหมาะสมจึงส่งผลให้การรถไฟแห่งประเทศไทยประสบปัญหาอย่างต่อเนื่อง ไม่ว่าจะเป็นปัญหา
การขาดทุน ปัญหาหนี สินที่ท าให้ต้นทุนทางการเงินและการด าเนินงานต่างเพิ่มสูงขึ นอย่างมีนัยส าคัญ
ปัญหาการไม่สามารถหารถจักรล้อเลื่อน แคร่ขนส่งสินค้า เข้ามาทดแทนเพื่อให้บริการประชาชนได้
อย่างทันท่วงที ปัญหาด้านบุคลากรที่มีจ านวนไม่เพียงพอ และขาดการปรับปรุงองค์ความรู้ให้ทันต่อ
สิ่งที่เปลี่ยนแปลงไป
จากปัญหาและข้อจ ากัดดังกล่าวข้างต้น การศึกษาวิจัยในครั งนี จึงได้ท าการศึกษา
เรื่อง ยุทธศาสตร์การฟื้นฟูการรถไฟแห่งประเทศไทยไปสู่ความเป็นโครงสร้างพื้นฐาน (สาธารณูปโภค)
ที่ได้มาตรฐานสากลของประเทศที่พัฒนาแล้วตามยุทธศาสตร์ชาติ 20 ปีโดยมีวัตถุประสงค์เพื่อศึกษา
บริบทการด าเนินงานที่ผ่านมา และแนวทางการด าเนินงานของการรถไฟแห่งประเทศไทย ซึ่งผลการ
ศึกษาวิจัยในครั้งนี้สามารถสรุปได้เป็น 6 ยุทธศาสตร์ 18 กลยุทธิ์ โดยมุ่งเน้นการแก้ปัญหาหลักที่ส่งผล
กระทบในด้านรายได้และค่าใช้จ่ายของธุรกิจที่ส าคัญ รวมทั้งเพื่อศึกษาปัญหาและอุปสรรคในการ
ด าเนินงานและการพัฒนาของการรถไฟแห่งประเทศไทยจนน าไปสู่ข้อเสนอแนะที่เป็นประโยชน์
ต่อการรถไฟแห่งประเทศไทยในอนาคต และที่ส าคัญเพื่อศึกษาและก าหนดยุทธศาสตร์การฟื้นฟู
การรถไฟแห่งประเทศไทยไปสู่การเป็นผู้ให้บริการระบบโครงสร้างพื้นฐานทางรางที่ได้มาตรฐานสากล

Title Strategies for restoring the State Railway of Thailand to become an
infrastructure (public utilities) that meet international standards
recognized by developed countries, according to the 20-Year
National Strategy.

The State Railway of Thailand is a state enterprise under the Ministry of
Transportation. Its purpose is to provide public transportation, being the sole inter-city
rail transportation service provider. Theoretically, the State Railway of Thailand should
earn much profit like other monopoly service providers, i.e., water and power utilities.
However, various factors, for instance, reducing the role of traveling or rail transport
but prioritizing expansion for road transport, cutting the budget for the development
of the transportation or way of community which offers more options for people, the
failure to adjust the organizational mechanism to meet the changing context. The State
Railway of Thailand is constantly experiencing problems, for instance, loss and debts,
which significantly increase financial and operating costs. More issues include the
failure to procure wheel locomotives, goods carriages to serve people promptly,
personnel shortage, and lack of knowledge element improvement to keep up with
changes.
According to the problems and limitations mentioned above, this research has
composed to study the restoration strategy for the State Railway of Thailand into an
infrastructure that meets the international standards of the developed countries
according to the 20-year National Strategy to study the previous context and operation
direction of the State Railway of Thailand. This research is summarized into six
strategies and 18 measures to solve significant problems that affect the income and
expenses of leading businesses, to study the issues and obstacles to the operation and
development of the State Railway of Thailand, and bring about helpful advice for the
State Railway of Thailand in the future. More importantly, the aim is to study and
determine a restoration strategy to drive the State Railway of Thailand to become the
service provider of the railway infrastructure that meets international standards,
following the 20-year National Strategy.ค
