เรื่อง การบริหารจัดการและบูรณาการในการช่วยเหลือประชาชนผู้ประสบภัยพิบัติ
ในความรับผิดชอบของกองทัพภาคที่ 1

สภาวะของประเทศไทยในปัจจุบันนี้ ยังมีภัยพิบัติภัยที่เป็นภัยคุกคามหลายด้านที่ประเทศ
ต้องเตรียมพร้อมในการรับมือกับสถานการณ์ฉุกเฉินที่อาจเกิดขึ้นได้อยู่ตลอดเวลา ในขณะที่ภัยคุกคาม
ด้านความมั่นคงนอกประเทศที่มีกำลังทหารเป็นแนวหน้ามีแนวโน้มลดลง แต่ในขณะที่ภัยพิบัติด้าน
สาธารณภัยมีแนวโน้มที่จะทวีความรุนแรงเพิ่มขึ้น ไม่ว่าจะเป็นสาธารณภัยที่เกิดจากปรากฏการณ์ทาง
ธรรมชาติ ซึ่งไม่อาจหลีกเลี่ยงได้ หรือที่เกิดจากการกระทำของมนุษย์ ซึ่งในขณะเดียวกันการพัฒนาและ
ความเจริญก้าวหน้าทางด้านอุตสาหกรรมยังส่งผลให้เกิดภัยพิบัติที่มีความหลากหลายและสลับซับซ้อน
มากยิ่งขึ้น ก่อให้เกิดความเสียหายในด้านต่าง ๆ มากมาย ถือเป็นอุปสรรคต่อการพัฒนาประเทศเป็น
อย่างยิ่ง เพื่อป้องกันและลดผลกระทบที่อาจจะเกิดขึ้นจากภัยพิบัติสาธารณภัยในทุกด้านและทุกกรณี
รัฐบาลโดยหน่วยงานที่เกี่ยวข้องที่สำคัญหน่วยงานหนึ่งได้แก่ กองทัพ ที่ได้เข้ามามีบทบาทในการปฏิบัติ
ภารกิจในการช่วยเหลืออย่างเข้มแข็งในยามที่ประเทศเกิดภาวะวิกฤติจากภัยพิบัติต่าง ๆ ซึ่งจำเป็นต้อง
มีการกำหนดมาตรการทั้งในด้านนโยบายและกฎหมาย ระเบียบ ข้อบังคับต่าง ๆ ที่เหมาะสม ที่จะมา
รองรับเมื่อโลกต้องเผชิญกับสถานการณ์ฉุกเฉินและภัยคุกคามที่อาจนำไปสู่ภาวะวิกฤตได้ทุกขณะ
ดังนั้น กองทัพจึงจำเป็นต้องพยายามหาทางป้องกัน แก้ไข และลดผลกระทบความเสียหายที่เกิดขึ้น
ต่อประเทศและประชาชนของตนให้ดีที่สุด โดยเตรียมการและมีแผนการเตรียมพร้อมของชาติ เพื่อให้
เกิดการตอบสนองต่อสถานการณ์และภัยคุกคามดังกล่าวอย่างเหมาะสม
ด้วยเหตุนี้ ผู้วิจัยได้เห็นว่าจากสถานการณ์และวิกฤตต่างๆ ที่เกิดขึ้นในปัจจุบัน จึงจะศึกษา
ระบบการบริหารจัดการภารกิจการบรรเทาสาธารณภัย เพื่อหาแนวทางในการบริหารระบบจัดการภารกิจการ
บรรเทาสาธารณภัยของกองทัพภาคที่ 1 ที่เหมาะสมกับสถานการณ์ที่เกิดขึ้น และมีประสิทธิภาพสูงสุดเพื่อให้
ได้ซึ่งเป้าหมายในการช่วยเหลือผู้ประสบภัยพิบัติข

Title Management and integration in helping disaster victims under the
responsibility of the 1st Army Area

Thailand's current state of affairs. There are still many threats that the
country must be prepared to deal with emergency situations that may occur at all
times. Meanwhile, security threats outside countries with military forces tend to
decrease. But while the disaster Disasters tend to increase in severity. whether it is a
disaster caused by a natural phenomenon which is inevitable or caused by human
action. At the same time, the development and advancement of industry has resulted
in more diverse and complex disasters. causing damage in many areas, which is
considered a major obstacle to the development of the country to prevent and
reduce the impact that may occur from disasters in all aspects and in all cases. The
government by one of the important related agencies, namely the army, has played a
role in the mission of providing strong assistance. When the country is in crisis from
various disasters, which requires measures in both areas. Policies and laws, rules and
regulations that are appropriate to support when the world faces emergency situations
and threats that may lead to crises at any moment. Occur to the country and its
people as best as possible by preparing and having a national preparedness plan in
order to respond appropriately to such situations and threats.
For this reason, the researcher has seen that from various situations and
crises that have occurred in the present. then to study the management system of
disaster mitigation missions to find guidelines for managing the disaster relief mission
management system of the 1st Army Area that is suitable for the situation that occurs.
