บทคัดย่อ:
เรื่อง การพัฒนาหลักสูตรโรงเรียนนายเรืออากาศนวมินทกษัตริยาธิราช ๒๐ ปี
เพื่อตอบสนองยุทธศาสตร์กองทัพอากาศ ๒๐ ปี(พ.ศ.๒๕๖๑ – ๒๕๘๐)

งานวิจัยนี้เป็นการวิจัยเชิงคุณภาพ (Qualitative Research) โดยมีวัตถุประสงค์
๑) เพื่อศึกษาและวิเคราะห์หลักสูตรของโรงเรียนนายเรืออากาศนวมินทกษัตริยาธิราช (หลักสูตร
ปรับปรุง พ.ศ.๒๕๖๓) และ ๒) เพื่อสังเคราะห์ข้อมูลสำหรับใช้เป็นแนวทางในการพัฒนาหลักสูตรของ
โรงเรียนนายเรืออากาศนวมินท-กษัตริยาธิราช ให้สามารถตอบสนองต่อยุทธศาสตร์กองทัพอากาศ
๒๐ ปีโดยเก็บรวบรวมข้อมูลจากการสัมภาษณ์ผู้บังคับบัญชาและผู้ที่เกี่ยวข้องกับการจัดทำหลักสูตร
ของโรงเรียนนายเรืออากาศนวมินทกษัตยาธิราช และเก็บรวบรวมข้อมูลจากเอกสาร บทความวิจัย
วารสารสิ่งพิมพ์ รายงานผลการดำเนินงาน และเอกสารต่าง ๆ ที่เกี่ยวข้อง โดยใช้แบบสัมภาษณ์และ
แบบบันทึกเป็นเครื่องมือในการเก็บรวบรวมข้อมูล และวิเคราะห์ข้อมูลโดยใช้วิธีการวิเคราะห์เนื้อหา
เพื่อสังเคราะห์ข้อมูลสำหรับใช้เป็นแนวทางในการพัฒนาหลักสูตรฯ ซึ่งผลการวิจัยพบว่า หลักสูตรฯ
ฉบับปรับปรุง พ.ศ.๒๕๖๓ ได้มีการปรับเพิ่มรายวิชาที่มุ่งเน้นความรู้ใน ๓ มิติ ประกอบด้วย มิติทาง
อากาศ (Air Domain) มิติไซเบอร์ (Cyber Domain) และ มิติอวกาศ (Space Domain) แต่ยังขาด
การบูรณาการความรู้ในสาขาวิชาวิศวกรรมศาสตร์ คณิตศาสตร์ วิทยาศาสตร์ และเทคโนโลยี รวมถึง
ขาดกิจกรรมที่เป็นการปลูกฝังทัศนคติด้านความรักชาติศาสนา พระมหากษัตริย์อย่างต่อเนื่อง
ตั้งแต่แรกเข้าจนจบการศึกษา นอกจากนี้ในด้านการบริหารจัดการหลักสูตรให้มีความพร้อมต่อการ
เปลี่ยนแปลง พบว่า สิ่งอำนวยความสะดวกทางการศึกษายังขาดประสิทธิภาพในการรองรับการเรียน
การสอนแบบออนไลน์ รวมถึงยังขาดการส่งเสริมเป็นองค์กรแห่งการเรียนรู้ที่มีการพัฒนาทุกส่วนอย่าง
เป็นระบบและต่อเนื่อง ทั้งอาจารย์ นักเรียน หรือส่วนสนับสนุนการศึกษา ตลอดจนการส่งเสริม
ความร่วมมือด้านการวิจัยและพัฒนาทั้งหน่วยงานภายในและหน่วยงานภายนอกกองทัพอากาศ
ซึ่งแนวทางในการพัฒนาหลักสูตรของโรงเรียนนายเรืออากาศนวมินท-กษัตริยาธิราชให้สามารถ
ตอบสนองต่อยุทธศาสตร์กองทัพอากาศ ๒๐ ปี ได้แก่ การใช้กลยุทธ์“SMART” ซึ่งประกอบด้วย
๑) การปรับปรุงพัฒนาหลักสูตรตามหลัก STEM (Science + Technology + Engineering +
Mathematics : S) ๒) การบริหารจัดการหลักสูตรเพื่อความเป็นเลิศ (Management Excellence :
M) ๓) การพัฒนาสิ่งอำนวยความสะดวกทางการศึกษาให้มีประสิทธิภาพ (Academic Facility
Excellence : A) ๔) การปรับปรุงหลักสูตรให้ส่งเสริมความร่วมมือด้านการวิจัยและพัฒนา
(Research & Development Excellence : R) และ ๕) การปรับปรุงหลักสูตรให้มีการฝึกอบรมหรือ
มีกิจกรรมที่เป็นการปลูกฝังทัศนคติทางทหาร (Training & Military Education Excellence : T)
เพื่อใช้เป็นกลยุทธ์ในการพัฒนาและขับเคลื่อนหลักสูตรของโรงเรียนนายเรืออากาศนวมินทกษัตริยาธิราช
ให้สามารถตอบสนองต่อยุทธศาสตร์กองทัพอากาศ ๒๐ ปีค

Academy’s curriculum, per the 20 years Royal Thai Air Force
Strategy Plan (2018-2037)

This is a Qualitative Research study with the following purposes: 1) To
study and analyze the curriculum of Navaminda Kasatriyadhiraj Royal Air Force
Academy (Revised Curriculum 2020) and 2) To synthesize data to create guidelines
for improving the Navaminda Kasatriyadhiraj Royal Air Force Academy curriculum in
alignment with the 20-year Royal Thai Air Force Strategic Plan (2018-2037). The data
is collected through interviews with the Chief Director and individuals involved in
designing the Navaminda Kasatriyadhiraj Royal Air Force Academy curriculum. It also
includes documents, studies, published journals, reports, and other relevant content.
Data collection instruments include interview forms and records. Information is
analyzed by examining the contents of the mentioned documents to create
guidelines for curriculum improvement. The results reveal that the Revised
Curriculum 2020 has been adjusted to focus on three specific domains: the Air
Domain, Cyber Domain, and Space Domain. However, there is still a lack of
integration of knowledge in Engineering, Mathematics, Sciences, and Technology.
Additionally, there is a deficiency in activities that instill patriotic, religious, and
royalist attitudes throughout the educational process. The results also highlight the
inadequacy of facilities for accommodating online classes, despite measures being
prepared for such a change. Furthermore, the results indicate a lack of promotion for
a learning institute that consistently and systematically improves in every aspect,
including educators, students, and educational support. There is also a need for
fostering collaboration in research and development between organizations inside
and outside of the Royal Thai Air Force. The guidelines for improving the Navaminda
Kasatriyadhiraj Royal Air Force Academy curriculum, in accordance with the Royal
Thai Air Force Strategy Plan (2018-2037), incorporate the "SMART" approach which
can be broken down into: 1) Curriculum improvement according to STEM (Science +
Technology + Engineering + Mathematics: S), 2) Curriculum management for
excellence (Management Excellence: M),3) Development of Academic Facility
Excellence (Academic Facility Excellence: A), 4) An enhancement of encouraging ง
collaboration in Research and Development Excellence (Research & Development
Excellence: R), and 5) An improvement in the curriculum to incorporate Training &
Military Education Excellence (Training & Military Education Excellence: T). These
approaches are proposed for improving and advancing the Navaminda Kasatriyadhiraj
Royal Air Force Academy's curriculum following the Royal Thai Air Force Strategy Plan
(2018-2037).จ
