เรื่อง แนวทางการพัฒนาวิสาหกิจขนาดกลางและขนาดย่อม (MSME) : กลุ่มเกษตร
และอุตสาหกรรมอาหาร

การวิจัยเรื่อง “แนวทางการพัฒนาวิสาหกิจขนาดกลางและขนาดย่อม (MSME) :
กลุ่มเกษตรและอุตสาหกรรมอาหาร” มีวัตถุประสงค์ในการวิจัยเพื่อ (๑) ศึกษาความเชื่อมโยง
และปฏิสัมพันธ์ระหว่าง MSME และนโยบายการพัฒนาประเทศด้วยโมเดลเศรษฐกิจ BCG สาขา
เกษตรและอุตสาหกรรมอาหาร (๒) วิเคราะห์โอกาสและความท้าทายของการพัฒนา MSME
กลุ่มเกษตรและอุตสาหกรรมอาหาร และ (3) นำเสนอแนวทางการพัฒนา MSME ไทย กลุ่มเกษตร
และอุตสาหกรรมอาหาร โดยเป็นการวิจัยเชิงพรรณนา จากการศึกษาค้นคว้าข้อมูลของหน่วยงาน
ที่เกี่ยวข้อง กรณีศึกษาการพัฒนา MSME ในกลุ่มเกษตรและอุตสาหกรรมอาหารของประเทศญี่ปุ่น
และจากการสัมภาษณ์ผู้เชี่ยวชาญภาครัฐ ผู้ประกอบการ MSME กลุ่มเกษตรและอุตสาหกรรมอาหาร
และภาคีการพัฒนา BCG ทั้งนี้ ผลการวิจัยพบว่า เพื่อให้สามารถบรรลุเป้าหมายในการเพิ่มสัดส่วน
มูลค่า GDP MSME ต่อ GDP ของประเทศได้ตามแผนการส่งเสริม MSME ฉบับที่ 5 (พ.ศ. 2566 - 2570)
อย่างเต็มศักยภาพ ผู้ประกอบการ MSME กลุ่มเกษตรและอุตสาหกรรมอาหารต้องเร่งปรับหลักคิด
และกระบวนการผลิต จาก “ทำมากได้น้อย” เป็น “ทำน้อยได้มาก โดยเน้นการปรับเปลี่ยนรูปแบบ
กระบวนการผลิตด้วยเทคโนโลยีและนวัตกรรมสมัยใหม่ตามนโยบายการพัฒนาประเทศด้วยโมเดล
เศรษฐกิจ BCG เพื่อยกระดับมูลค่าในห่วงโซ่การผลิตสินค้าและบริการและการต่อยอดของการพัฒนา
ผลิตภัณฑ์ ทั้งนี้ ภาครัฐจะต้องเร่งปรับปรุงระบบนิเวศของภาคเกษตรและอุตสาหกรรมอาหารให้มี
ความเข้มแข็งและมีความพร้อมที่จะสนับสนุนการส่งเสริมผู้ประกอบการ MSME กลุ่มเกษตร
และอุตสาหกรรม ดังนี้ (๑) ปรับกลไกการขับเคลื่อนภาคเกษตรและอุตสาหกรรมอาหารให้เป็นหนึ่งเดียว
เพื่อให้เกิดเอกภาพและมีการบูรณาการระหว่างหน่วยงานต่าง ๆ ภายใต้เป้าหมายเดียวกัน (๒) ปฏิรูป
ระบบการผลิต การถ่ายทอด และการต่อยอดองค์ความรู้ เทคโนโลยีและนวัตกรรมในภาคเกษตร
และอุตสาหกรรมอาหาร เพื่อพัฒนาระบบการสร้างนวัตกรรมของกลุ่มเกษตรและอุตสาหกรรมอาหาร
(Agro - food Innovation System) ที่เข็มแข้ง มีความถาวร มีความพร้อมในการสนับสนุนการทำ
วิจัยเฉพาะด้าน และ (๓) ส่งเสริมการผลิตและพัฒนาผู้เชี่ยวชาญภาคเกษตรและอุตสาหกรรมอาหาร
(Agro - food Advisor) เพื่อปิดช่องว่างระหว่างผู้ประกอบการรายใหญ่และผู้ประกอบการ MSME

The research “ Development of Micro, Small and Medium Enterprise (MSME) :
Agriculture and Food Industry” aimed to ( 1) study the interaction between MSME
and Bio-Circular-Green (BCG) economy model under the scope of agriculture and food
industry (2) analyze opportunities and challenges in development of MSME in agriculture
and food industry (3) present guideline for development of MSME in agriculture and food
industry. This is a descriptive research based on information collected from related
agencies, the case studies of development of MSME in agriculture and food industry
in Japan, and specialist’s interviews from public sector, MSME entrepreneurs in agriculture
and food industry, and BCG development partners. Results shown that to effectively
increase MSME contribution to National Income or Gross Domestic Product ( GDP) ,
which is the goal of the 5th MSME Promotion Plan (2023 - 2027) , MSME entrepreneurs
in agriculture and food industry must transform their mindsets and production process
from “Do More, Get Less” to “Do less, Get More.” Such theme is corresponded with BCG
economy model whose strategic pathway also demands the transformation of production
process through adaptation of technology and innovation. The completion of such
missions will significantly enhance the value chain of products and services and enable
new product development. Thus, the government should actively explore the conducive
ecosystem for MSME in agriculture and food industry, which would serve as a catalyst
strengthening MSME entrepreneurs in every dimension. Such ecosystem should embrace
(1) merging all related implementing mechanisms of agriculture and food industry into
“one” mechanism, (2) reforming research organizations and agricultural and food R&D
system to develop the Agro-food Innovation System in Thailand, and ( 3) educating
agro-food advisors to perform agro-food advisory services, whose task is to close
the development gap between MSME entrepreneurs and large entrepreneurs.ค
