การวิจัยเรื่องนี้มีวัตถุประสงค์เพื่อทบทวนบริบทของกองบัญชาการกองทัพไทย
ในการนำยุทธศาสตร์การจัดการ ด้านสิ่งแวดล้อมของ กองบัญชาการกองทัพไทย มาใช้เป็นกรอบ
แนวทางในการจัดการสิ่งแวดล้อมฯ เพื่อนำมาวิเคราะห์ ปัจจัย สภาพแวดล้อม ข้อจำกัดของ
กองบัญชาการกองทัพไทย ที่มีผลต่อในการนำยุทธศาสตร์การจัดการสิ่งแวดล้อมของ กองบัญชาการ
กองทัพไทย พ.ศ. ๒๕๖๓ – ๒๕๗๓ ไปสู่การปฏิบัติ ตลอดจนจัดทำแนวทางเพิ่มประสิทธิภาพ และ
ข้อเสนอแนะ ให้กับกองบัญชาการกองทัพไทย ในการนำยุทธศาสตร์การจัดการสิ่งแวดล้อมของ
กองบัญชาการกองทัพไทย พ.ศ. ๒๕๖๓ – ๒๕๗๓ ไปสู่การปฏิบัติ นโยบายการพัฒนาอย่างยั่งยืน
ประเด็นการเปลี่ยนแปลงสภาพภูมิอากาศ ไปสู่การปฏิบัตินับเป็นการวิจัยเชิงคุณภาพ โดยการเก็บ
ข้อมูลด้วยการสัมภาษณ์เชิงลึก จากผู้ที่มีส่วนได้ส่วนเสียทั้ง ๓ ส่วน กล่าวคือ ในระดับนโยบาย ระดับ
หน่วยงาน และ กำลังพล ผู้ปฏิบัติงานในหน่วยงานฯ
ผลการวิจัยและข้อเสนอแนะสรุปได้ว่า การดำเนินการตามยุทธศาสตร์การจัดการ
สิ่งแวดล้อมฯ มีแนวทางการดำเนินการที่ชัดเจน ตรงตามมติในที่ประชุมของสหประชาชาติ สอดคล้องกับ
ยุทธศาสตร์ชาติ ๒๐ ปี และสอดคล้องกับนโยบาย ผบ.ทสส. มีแนวทางการปฏิบัติที่มีการนำนโยบาย
แปลงไปสู่การปฏิบัติที่ชัดเจน เพื่อมุ่งสู่เป้าหมาย ตามแนวทางในการพัฒนาอย่างยั่งยืนของประเทศ
และสหประชาชาติเป็นที่เรียบร้อย ถึงแม้ว่าจะประสบปัญหากับสถานการณ์การแพร่ระบาดของเชื้อ
ไวรัส CORONA (COVID-19) จึงไม่สามารถขับเคลื่อนการดำเนินการได้เต็มประสิทธิภาพ อย่างไรก็ตาม
การจัดการสิ่งแวดล้อมอย่างยั่งยืน เป็นแนวคิดที่ต้องการให้ทุกภาคส่วน มีการทำงานร่วมกันในการ
แก้ไขปัญหาสิ่งแวดล้อมร่วมกัน ทุกคนจะต้องมีส่วนรับผิดชอบร่วมกัน และตระหนักในการอนุรักษ์
ฟื้นฟูสิ่งแวดล้อม และเป็นมิตรกับสิ่งแวดล้อม โดยยึดหลักผู้ที่ก่อมลพิษเป็นผู้จ่าย และรับผิดชอบใน
การก่อให้เกิดมลพิษ

The purpose of this research is to study, analyze and review the context of
the Royal Thai Armed Forces Headquarters’ implementation of environmental strategies
used as a framework for environmental management. This is used to analyze, environment
and limitations of the Royal Thai Armed Forces Headquarters that affects the
implementation of environmental management strategies of its 2020-2030 environmental
management strategies into action as well as creating guidelines to increase efficiency to
increase efficiency, and recommendations for the Royal Thai Armed Forces Headquarters
in implementing its 2020-2030 environmental management strategies into action in
correspondence with Sustainable Development policy on climate change. This study on
the topic of climate change into practice is qualitative research that collects data through
in-depth interviews from stakeholders at 3 levels: policy; unit, and workforce in the unit.
It can be concluded based on the research’s outcome and
recommendation that implementation of environmental management strategies has a
clear operational guideline that follows the resolution from the United Nations’ Meeting,
the 20-Year National Strategy, and the policy of the Chief of Defence Forces. It also serves
as a practical guideline in the implementation towards clear action with the goal to reach
the national and the United Nations’ sustainable development. Despite COVID-19
outbreak that slowed down the full action, sustainable environmental management is a
concept that requires contribution from every sector in solving environmental issues.
Everyone must share responsibility and awareness in environmental conservation and
restoration as well as upholding in environmentally friendly stance based on the principle
that polluters have to bear the consequences of their actions.๗๙
