บทคัดย่อ:
เรื่อง แนวทางการพัฒนาการจัดการพลังงานภายในองค์กร เพื่อความมั่นคงด้าน
พลังงาน ของกองทัพบก
ลักษณะวิชา วิทยาศาสตร์และเทคโนโลยี

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาวิเคราะห์นโยบายรัฐบาล กองทัพ และกฎหมาย
ในการส่งเสริมด้านพัฒนาพลังงาน และปัญหา อุปสรรค ปัจจัยความสำเร็จในการจัดการพลังงาน
การบริหารภายในองค์กร และโครงการร่วมกับหน่วยงานภายนอกในการลดการใช้พลังงาน รวมทั้ง
เสนอแนะแนวทางในการกำหนดนโยบายการลดการใช้พลังงานให้กับหน่วยต่าง ๆ ปฏิบัติร่วมกัน
ในการสร้างความตระหนักการอนุรักษ์พลังงาน และสิ่งแวดล้อมที่ยั่งยืน ขอบเขตของการวิจัยในด้าน
เนื้อหา โดยมุ่งศึกษาจาก ตำรา บทความ รายงาน เอกสารที่เกี่ยวข้องกับทฤษฎีการจัดการพลังงาน
ภายในองค์กร รวมทั้งงานวิจัยที่เกี่ยวข้องกับการพัฒนาการจัดการพลังงานภายในองค์กรเพื่อลดการใช้
พลังงานที่ยั่งยืน เป็นการดำเนินการวิจัยแบบผสมผสาน (Mixed Methods Research) ซึ่งเป็นการวิจัย
เชิงคุณภาพ โดยการวิเคราะห์สภาพองค์กร หรือหน่วยที่เกี่ยวข้องด้วยวิธี SWOT Analysis และ Scenario
Analysis ด้วยการสัมภาษณ์เชิงลึกกับผู้บริหารของกองทัพบก, ผู้เชี่ยวชาญจากกระทรวงแรงงาน และ
เจ้าหน้าที่จากการไฟฟ้าส่วนภูมิภาค ผลการวิจัยพบว่า การจัดการด้านพลังงานภายในกองทัพบก
ได้ทำการวิเคราะห์สภาพแวดล้อมของกองทัพบก โดยมีการจัดให้มีการประเมินสถานภาพ
การจัดการพลังงานภายในหน่วยงานของกองทัพบก เพื่อให้สามารถนำข้อมูลที่ได้มาใช้เป็นแนวทาง
ในการกำหนดนโยบายการจัดการพลังงาน รวมทั้งทิศทางและแผนดำเนินการจัดการพลังงานภายใน
หน่วยงานกองทัพบก ซึ่งได้ผลการวิเคราะห์ว่า หน่วยงานภายในกองทัพบกมีความคาดหวังสูงต่อ
การจัดการพลังงานภายในหน่วยงาน เนื่องจากมีการกำหนดนโยบายการจัดการพลังงานอย่าง
เป็นทางการ มีโครงการที่เกี่ยวข้องกับการจัดการด้านพลังงาน กำหนดแนวทางในการปฏิบัติงานให้
สอดคล้องกับนโยบายการลดการใช้พลังงาน รวมทั้งได้รับการสนับสนุนจากผู้บริหารระดับสูง และ
หน่วยงานภายนอกทั้งทางด้านงบประมาณ และทรัพยากรในด้านต่าง ๆ แต่การดำเนินการ
จัดการพลังงานยังไม่เป็นไปตามเป้าหมายที่วางไว้เท่าที่ควร โดยเฉพาะอย่างยิ่งการประสานงานและ
ความร่วมมือกันระหว่างผู้รับผิดชอบโครงการต่าง ๆ ด้านพลังงานกับกำลังพลภายในหน่วยงาน
กองทัพบก และการจัดการพลังงานของกองทัพบก ทำให้หน่วยงานมีการใช้พลังงานอย่างมีประสิทธิภาพ
เป็นรูปธรรม และเป็นไปอย่างต่อเนื่อง และเพื่อให้สอดคล้องกับนโยบายด้านการจัดการพลังงานของ
รัฐบาล และมาตรการการลดการใช้พลังงานในหน่วยงานภาครัฐ และจากการศึกษาปัจจัย กระบวนการ
และปัญหาในการจัดการด้านพลังงานของกองทัพบก พบว่าปัญหาสำคัญที่เกิดขึ้น ได้แก่งบประมาณที่
ใช้ในการดำเนินการยังไม่คุ้มค่ากับผลที่ได้รับ ความไม่แน่นอนของแหล่งพลังงานจากธรรมชาติ สถานที่
ไม่เหมาะสมต่อการเข้าร่วมโครงการ การประชาสัมพันธ์โครงการต่าง ๆ ที่เกี่ยวข้อง รวมทั้งความเข้าใจ
ในการได้รับประโยชน์ และคุณค่าของการลดการใช้พลังงาน จึงได้กำหนดแนวทางในการ
จัดการพลังงานของกองทัพบกให้เกิดประสิทธิภาพ และเป็นรูปธรรมในการลดการใช้พลังงานให้บรรลุข
ตามเป้าหมายของการจัดการพลังงาน ซึ่งผลการวิจัยนี้ได้นำเสนอแนวทางในการจัดการพลังงานของ
กองทัพบกให้เกิดประสิทธิภาพ และเป็นรูปธรรมในการลดการใช้พลังงานอย่างเป็นระบบ ให้บรรลุตาม
เป้าหมายของการจัดการพลังงาน พร้อมทั้งแก้ไขปัญหาในภาพรวมของการจัดการด้านพลังงานของ
กองทัพบก โดยต้องจัดทำนโยบายการจัดการด้านพลังงานให้มีเป้าหมายที่ชัดเจน และต้องวิเคราะห์
ความเป็นไปได้ของหน่วยงานที่เข้าร่วมโครงการ ให้มีความเหมาะสมต่อการดำเนินงานของแต่ละ
โครงการ และให้กำลังพลภายในหน่วยงานเห็นถึงความสำคัญของการลดการใช้พลังงาน เพื่อให้
การดำเนินการด้านการจัดการพลังงานเกิดประสิทธิภาพ คุ้มค่ากับงบประมาณ และเป็นรูปธรรม
ได้ตามเป้าหมายที่กำหนดไว้ ค

Title Guidelines for Developing Internal Energy Management in
Organizations for Energy Security of the Royal Thai Army

The objective of this research is to study and analyze government policies,
military, and legal aspects in promoting energy development and addressing obstacles,
success factors in managing energy and internal organization administration, as well as
collaborative projects with external organizations to reduce energy consumption.
Including suggestions for developing energy reduction policies across various units,
in order to create sustainable awareness for energy conservation and environmental
protection. The scope of the research includes studying textbooks, articles, reports, and
documents related to energy management theory within organizations, as well as
research on developing energy management practices to reduce sustainable energy
use within organizations. This is a mixed methods research approach, which involves
qualitative research by analyzing the organization's situation or related units using SWOT
analysis and scenario analysis, and conducting in-depth interviews with military leaders,
experts from the Ministry of Labor, and officials from regional power companies.
The research found that energy management within the army has analyzed the
environmental conditions of the army. There has been an assessment of the energy
management status within the units of the army to provide data for the development
of energy management policies, including directions and action plans for energy
management within the army units. The analysis revealed that there is a high
expectation for energy management within the army unit, as there are official policies
in place. There are projects related to energy management that outline guidelines for
operations in alignment with energy reduction policies, and the initiative is supported
by high-level management and external resources in terms of budget and various
assets. However, the management of energy has not been meeting the set targets as it
should, especially in terms of coordination and cooperation among responsible parties
of various energy projects with internal military units and energy management within
the military. This has led to efficient, sustainable, and continuous energy use within
units to be hindered. In order to align with the government's energy management policy
and reduce energy consumption within public sector agencies, the military has to
manage energy more efficiently and sustainably. After studying the factors and ง
problems associated with energy management within the military, it was found that the
main problems include budget allocation for operations that do not justify the results
obtained, uncertainty of natural energy sources that are not suitable for project
participation, and the promotion of related projects. The understanding of the benefits
and value of energy reduction has led to the development of guidelines for managing
the energy consumption of the army to achieve efficiency and sustainability in energy
consumption. This research has presented guidelines for managing the energy
consumption of the army in a systematic and efficient way to achieve the objectives
of energy management. It also addresses the overall energy management issues of the
army and the need to establish clear targets for energy management policies while
analyzing the feasibility of the units participating in the project to ensure their
appropriateness for each project and to raise awareness among the units about the
importance of energy reduction. This ensures that the energy management activities
are efficient, cost-effective, and ethical, and that they meet the established objectives.จ
