การวิจัยเรื่องแนวทางการส่งเสริมการพัฒนาโครงสร้างพื้นฐานด้านดิจิทัลของประเทศ
ไทย มีวัตถุประสงค์เพื่อศึกษาสภาพการณ์ของโครงสร้างพื้นฐานด้านดิจิทัลของประเทศไทย ศึกษา
ปัญหาและอุปสรรคในการพัฒนาโครงสร้างพื้นฐานด้านดิจิทัลและการดำเนินการตามแนวนโยบายที่
เกี่ยวข้อง โดยวิเคราะห์เปรียบเทียบกับกรณีศึกษาในต่างประเทศ โดยการวิจัยมีเป้าหมายเพื่อ
วิเคราะห์หาแนวทางการส่งเสริมการพัฒนาโครงสร้างพื้นฐานด้านดิจิทัลของประเทศไทยอย่างเป็น
รูปธรรม เพื่อพัฒนาเศรษฐกิจ ที่เป็นไปได้ในการเพิ่มศักยภาพและความสามารถในการแข่งขันของ
ประเทศ
การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ (Qualitative Research) ร่วมกับใช้การวิจัยเชิง
พรรณนา (Descriptive Research) โดยมีการรวบรวมข้อมูลปฐมภูมิจากการสัมภาษณ์เชิงลึก (InDepth Interview) ผู้เชี่ยวชาญที่มีหน้าที่เกี่ยวข้องกับโครงสร้างพื้นฐานด้านดิจิทัล และข้อมูลทุติยภูมิ
จากเอกสารทางวิชาการ กฎหมายกฎระเบียบ แผนแม่บทต่างๆ งานวิจัยที่เกี่ยวข้อง และข้อมูลที่ได้
จากงานประชุมสัมมนาต่างๆ โดยจะดำเนินการวิเคราะห์เนื้อหา เพื่อนำเสนอแนวทางใหม่ๆ หรือ
แนวทางที่คาดว่าประเทศชาติจะได้รับประโยชน์สูงสุดจากการวิจัย
การวิจัยนี้ได้นำเสนอแนวทางการส่งเสริมการพัฒนาโครงสร้างพื้นฐานด้านดิจิทัลของ
ประเทศไทย สรุปได้ดังนี้1. ปรับปรุงกฎหมายและกฎระเบียบให้ทันสมัย สอดคล้องกัน และเพิ่ม
ประสิทธิภาพผ่านการวิเคราะห์การศึกษาเส้นทางการขออนุญาตที่เกี่ยวข้องกับโครงสร้างพื้นฐานด้าน
ดิจิทัล 2. เพิ่มประสิทธิภาพของกระบวนการขออนุญาตและอนุมัติผ่านการจัดตั้งศูนย์ขออนุญาตแบบ
เบ็ดเสร็จ (Applicant One Stop Center) 3. ปรับปรุงแนวทางการกำหนดยุทธศาสตร์ของแผนและ
เป้าหมายที่เกี่ยวข้องกับการส่งเสริมการพัฒนาโครงสร้างพื้นฐานด้านดิจิทัล และ 4. แนวทางในการ
ส่งเสริมให้มีการใช้โครงสร้างพื้นฐานร่วมกัน ที่ประกอบด้วยการจัดทำฐานข้อมูลโครงสร้างพื้นฐานด้าน
ดิจิทัลแห่งชาติ (National Digital Infrastructure Database) เป็นต้น โดยมีปัจจัยสู่ความสำเร็จอัน
ประกอบด้วยความจริงจังของรัฐบาล การสร้างความร่วมมือจากหน่วยงานที่เกี่ยวข้อง ผ่านหน่วยงาน
กลางที่จะทำหน้าที่เป็นหน่วยงานเจ้าภาพ และการสร้างสมดุลในการขับเคลื่อนนโยบายต่าง ๆ ข

Title Guidelines for Promoting Thailand's Digital Infrastructure
Development

The objectives of research are to study the situation of Thailand's digital
infrastructure and to study problems and obstacles in developing digital infrastructure
and implementing related policies by analyzing and comparing with case studies from
benchmarking countries. The research aims to analyze and find ways to concretely
promote Thailand's digital infrastructure development in order to develop the
economy and also to increase the potential and competitiveness of the country.
This research employed qualitative research combined with descriptive
research methods. The data used in this research consists of primary data collected
from in-depth interviews of experts involved in digital infrastructure and secondary
data from academic papers, laws and regulations, various master plans, related
researches and information obtained from various conferences and seminars.
Consequently, using context analyze to present new approaches or the way in which
the country is expected to benefit the most from research.
This research presents the guidelines for promoting Thailand's digital
infrastructure development, i.e. 1. amend laws and regulations to be up-to-date,
consistent and efficiency through analyzing the study of licensing pathways related to
digital infrastructure. 2. increase the efficiency of the application for approval and
approval process through the establishment of an Applicant One Stop Center
3. improve the strategic approach of the plan and goals related to promoting the
development of digital infrastructure and 4. the approach in promoting infrastructure
sharing which consists of the preparation of a National Digital Infrastructure Database,
etc. The key success factors consist of the seriousness of the government, building
cooperation from relevant agencies through the only one responsible agency and
creating a balance in driving various policies.ค
